EXECUTIVE SUMMARY
Recommendation to award bid number 15 -6457 "Naples Manor Water Main Replacement - Phase
No. 2 and MPS 306 Force Main - Phase III," to Douglas N. Higgins, Inc., in the amount of
$2,231,395.00, for Water and Wastewater Improvements under Project Numbers 70044 and 71010.
OBJECTIVE: To meet demand, stay in compliance and serve customers efficiently by providing an
alternative path for wastewater to flow from Master Pump Station (MPS) 302 to the South County Water
Reclamation Facility (SCWRF) and provide a compliant and reliable potable water system to Collier
County Water -Sewer District (CCWSD) customers in Naples Manor by replacing failing water mains.
CONSIDERATIONS: This project combines two separate proposed scopes of work into one
implementation which includes Naples Manor Water Main Replacement — Phase No. 2 and MPS 306
Force Main — Phase III. The combined project is consistent with the Capital Improvement Program (CIP)
contained in the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate Study
approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item IIC.
Funding for projects 70044 and 71010 is available in, and is consistent with, the FY2015 CIP Budget.
To minimize impacts to the Naples Manor subdivision, the potable water distribution system in the area
of the new wastewater force main will be replaced concurrently. The distribution system is more than 50
years old and was originally installed in the 1950s; subsequently, it became part of the CCWSD. The
pipe contains asbestos, has reached the end of its useful life and presents a significant risk due to its
material, age, and condition. Small leaks or breaks can easily become larger failures, as evidenced by past
incidents in the subdivision, affecting more residents for longer periods of time. There are a limited
number of isolation valves in the area, hindering operational control during maintenance of the
distribution system.
The project will remove approximately 1.1 miles of asbestos pipe and replace it with PVC pipe, including
all water mains, valves, meters and service lines. The new water distribution system will provide a
reliable source of potable water, and will help sustain a compliant level of water quality. Several
additional fire hydrants will be added at new locations, ensuring sufficient fire flow and improving the
coverage for fire fighting. All roadways will be resurfaced at the completion of the underground work.
This potable water project will benefit approximately 325 residents in the Naples Manor subdivision.
Naples Manor Water Main Replacement — Phase No. 1 was a similar project approved by the Board on
July 9, 2013 and completed in April 2014.
Wastewater MPS 306 is located near U.S. 41 and Thomasson Drive. Currently, MPS 306 discharges
through a force main to MPS 302 located at the intersection of Rattlesnake Hammock Road and Santa
Barbara Boulevard. MPS 302 discharges through a 36 -inch force main to the SCWRF. Approximately
80 percent of the south wastewater transmission system is conveyed through MPS 302 to the SCWRF.
Currently, there is no alternative path for these flows to reach the SCWRF; therefore, the 36 -inch force
main cannot be shut down for preventative maintenance. Further, if the 36 -inch force main were to fail,
approximately 80 percent of the south transmission system would be out of service with a high potential
for sanitary sewer overflows. To address these vulnerabilities a new force main is being constructed from
MPS 306 to the SCWRF. This will provide an alternative path that will allow flow from MPS 302 to be
routed through MPS 306 and then to the SCWRF. The MPS 306 Force Main portion of this project was
designed under the Wastewater Basin Program. The condition of the water assets is defined as "Red:
Level 3 — Risked Compliance" as reported to the Board at the October 1, 2013, Asset Assessment and
Management Workshop.

Rapid development in this area necessitated that the force main be constructed in phases as easements
were acquired. This scope of work is Phase III of the seven phases required to construct the approximate
3.4 mile force main from MPS 306 to the SCWRF. Phase III connects the new force main on U.S. 41
(Phase II) to the SCWRF. (Phase IV) through the Naples Manor subdivision by way of Sholtz Street.

— Phase III", was advertised on May 13, 2015, with 74 prospective bidders downloading packages. On
June 15, 2015, the seven sealed bids received were opened. The bids are summarized below.

County staff determined the lowest bid to be fair and reasonable and recommends awarding the project to
Douglas N. Higgins, Inc., the lowest responsive and qualified vendor. The bid received was 17 percent
less than the engineer's cost opinion. In its letter dated June 18, 2015, (Attachment 3), the design
professional, Grady Minor, recommends awarding the contract (Attachment 4) to Douglas N. Higgins,
Inc., who has a satisfactory performance and warranty record on previous, similar, utility- related projects.
A project information flyer was distributed door -to -door to all residents in the project area on
June 5, 2015. Following the award of the contract, a neighborhood information meeting will be held to
familiarize the residents with project specifics and to introduce the project delivery team.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget approved
by the Board on September 18, 2014. The sources of funding are the Water User Fee Fund (412) and
Wastewater User Fee Fund (414). The project is expected to be completed in 2016. Annual operating
costs for the replacement water main will remain the same or decrease, and there will be an increase in
annual operating costs for wastewater due to the additional 0.8 miles of force main.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires

We have reviewed the seven quotes received by the County for RFQ #1.5 -6457 Naples Manor Water
Main Replacement Phase 2 /MPS 306 Force Main Phase III. The bidders and their quoted prices are
identified below as provided by the County Purchasing Department. The apparent low quote is from

County's list of approved utility contractors. Q. Grady Minor & Associates, P.A. (GradyMinor)
review included a comparison of Douglas N. Higgins, Inc.'s bid proposal with the other submitted
bids and the Engineer's Estimate. GradyMinor is the Engineer of Record for the Naples Manor
Water Main Replacement Phase No. 2. The engineer's estimate is $2,694,932.00. Therefore, we
recommend award of this construction contract to D.N. Higgins in the amount of $2,231,395.00
subject to a final review by the Purchasing Department of the quotation documents. This
recommendation is in agreement with Don Bramlett, P.E. ( AECOM), who is the Engineer of Record
for the MPS 306 Force Main Phase III Project. (See attached letter from AECOM dated June 18,
2015.)

Letter of Recommendation to Award Contract
Mr. Beals,
Pursuant to your request, AECOM Technical Services, Inc. has reviewed
the apparent low bidder's (Douglas N. Higgins, Inc.) bid proposal for the MPS
306 Force Main Phase III portion of the project. This bid was received by
Collier County and opened at 3:00 PM on June 15, 2015, at the County's
Purchasing Department located at 3327 Tamiami Trail East, Naples, FL
34112. The County's Purchasing Department reviewed the bid for
completeness, bidder's responsiveness, and mathematical correctness.
AECOM's review included a comparison of Douglas N. Higgins, Inc.'s bid
proposal with other submitted bids and the Engineers estimate. AECOM also
reviewed the similar assignments that Douglas N. Higgins, Inc. provided in their
proposal.
Seven bids were received by the County from General Contractors. The bids and
the Engineer's Opinion of Probable Construction Cost are summarized below:
