Commissioner Fiala opened the meeting at 7:00 PM and made Introductions. Pledge of Allegiance was recited. e US41 East Overlay - Bob Murray (East Naples representative to the Overlay Design) Considered the Gateway to the City of Naples. A power point presentation was given as follows: · Two years ago committee went before the BCC bringing attention to selected right-of-ways with abandoned and dilapidated conditions. · Encountered road problems · Asked for a partnership with government for guidance. · Had to learn the GMP and LDC · No one on Committee with the skills · Needed a plan for economic incentives through jobs in & around East Naples · Acquire properties & build for good growth · Worked with developers, property owners and architects · Citizen involvement was needed · Committee now has 2 architects, private sector planner and business people · 9 years before impact of the work manifests into a total plan · Now have a full time planner · Public awareness important to critique Jim Mudd, County Manager introduced the staff members. Those in the audience were Peter Hayden, Storm Water, John Valete, Road Foreman, Greg Strakaluse, Transportation, Deb White, Administrative Assistant, Don Scott, Transportation Planning, John Torrey, Customers Relations and Naples Daily News. 3. Bayshore/Mini-Triangle Development - Bill Neal A power point presentation was given as follows: · CRA - Community Redevelopment Agency - clean up a blighted area. · CRA funds used are Tax Incremental Funds (TIF) · MSTU - Municipal Services Taxing Unit · Individuals in area pay the taxes themselves - take Ad Valorem taxes from the County and add to it. · Bayshore area started with an MSTU · Has 121 royal palms down the medians and 101 street lamps - local residents paid for redevelopment. · Mr. Neal is a volunteer citizen and has been for 10 years · Botanical Gardens are on Bayshore · Cleaned up Bayshore - fastest growing areas in County with development · Opportunity to join with the City and work with them · They will continue with their work. 2 March 17, 2004 4. Fleishmann Property Uses: Norman Feder, Transportation Slide Presentation given as follows: · Stormwater Detention · Intersection Improvements · County ready to purchase 50 acres, north of Golden Gate Parkway and cast of Goodlette Frank Road across from the High School. · Major purpose is for stormwater detention and retention. Only land in the area for this purpose. Unfortunately only represents 20% of our needs. · Roadway in design off Golden Gate Parkway - 6 laning - discussed turn lanes. · Have 13 acres of Wetland areas - preservation in public ownership · Water quality very important - Big Cypress Basin will provide approx. 1M/yr · Bonded Gordon River Basin · Showed map of primary and secondary systems · Canal system is primary system - maintained and operated by the Big Cypress Basin. · Water runs off from property into secondary system into the primary system and then ultimately into Naples Bay. · Showed Gordon River Basin Master Plan on map - 8 square miles of area · Study is supported by City, County and Naples Bay · Includes Bears Paw, County Club of Naples, Poinciana and Hole in the Wall · He showed the flowage area · Still in modeling part of project, then will go to permitting and then construction · Critical for aquifer recovery for area. Goodlette Road Widening - Greg Strakaluse · This is one of the major construction projects going on for the next 2 ½ years · 1/3 of the projects are currently under construction now. · Goodlette Frank between Vanderbilt Beach Road and Pine Ridge Road is under construction - $13M project started in Jan.'03. Will consist of new roadway, expanded roadway, sidewalk and bike lanes. There will also be 14 miles of utility work for storm water, water wastewater and reclaimed water. · On schedule right now. · Next segment south of Pine Ridge to Golden Gate Parkway is currently under 30% design. · Complete design 2004 - minimize impact on right-of-ways · Construction 2005 - pending environmental permits · 18 month project · Appreciate help of City Staff 7. Water Conservation Measures - Jim DeLony 3 March 17, 2004 Presentation given as follows: ASR, Surficial, Reverse Osmosis Aqua storage and recovery to use water throughout the year · Potable water (drinking water) County has one and 4 more planned over the next two years. · Recovery for reclaimed water - has monitoring wells in place and well permits in place. - Inverted Fee Structure · Have enacted inverted fee structure - was given on slides - Watering Restrictions - similar to the one in City of Naples · Showed the hours and days for watering. ge FEMA- Federal Government Agency Commissioner Coyle - · Deals with flood maps and flood elevations for construction of homes and other buildings. Persons that did not buy flood insurance previously may now need to. Would result in an increase in flood insurance for those that currently have it. · FEMA is giving the County 1 year to complete the study to challenge their maps. · May be able to stop the increase in flood elevations by FEMA · This is a major issue. Joe Schmitt gave the following slide presentation: · Background and history and most importantly - to obtain the needed engineering scientific and topographic data to improve the accuracy of the maps. · Correctly identify properties that should pay insurance and avoid those that do not have to pay - not being in a flood zone. · Spent $403,000 - City has helped pay for the Coastal study · Current status - 16 month extension - committed to spend $200,000, update all maps in Collier County. · December 1 st - target date to get to the Federal Emergency Management Agency (FEMA) until July 2005 · Gave successes and accomplislunents · House pads in the Estates were shown - if new maps will reveal which homes will pay and which ones not. · Discussed the different zones · Committed to meeting the timeframe 9. Question and Answer Period 4 March 17, 2004 Questions were taken from the audience - subjects were: further explanations about FEMA; the map changes, different elevations and the insurance. Question: Mini-Triangle on the Bayshore presentation; individual property owners to spruce it up and nothing being done. Answer: Commissioner Coyle stated a zoning overlay is going to be developed. They have hired their own consultant and looking for funding options. Land Development Code guidelines need to be followed. Drainage is a major problem. They are working with the CRA, the Advisory Board and the Commission tying to get the project moving. Has purchased land. Question: Storm Water; had problems and need to proceed with modeling and planning - wondered if the process is so far where the city will be able to complete it's storm Water planning in the Park so it can do the rest of the Master Planning? Answer: Yes, the consultant working for the County & City is the same consultant. Working with them and the models are still working and talking together. Question by Ted Bisler: Showed the sliding scale for cost of water - wondered about the conservation end of it all. Answer: Rate structure in place less than one year in terms of its effect. Last month 7% less potable water was used over last year. Need to educate the public. Only charge what they need to. Mr. Bisler sees water running during the day on medians etc. Mr. DeLony stated if it is reclaimed water that is different and okay. Would like to have more storage. Question by Bill Kerrigan: If the flood maps proposed by FEMA go into effect with no changes, what effect would that have on Poinciana Village? Answer: Joe Schmitt would have to check the maps -can be accessed on the website - www.colliergov.net - FEMA maps are available. Question by Carol Pentz: Live on Andrews Ave on a non-paved road. She wonders why they have not been able to improve the roadway. Answer: Mr. Feder gave a history of the roadway with right-of-way and was dedicated, but not accepted by the County with not meeting County standards. The County has maintained the lime rock road on a quarterly basis. It is a public roadway and was dedicated but not accepted for maintenance and operations. Options are - if paved and establish to County standards then they would maintain responsibilities. Can establish an MSTU or CRA. (Advised her to get in touch with Mr. Neal) 60 feet of right-of-way became public but the County never accepted it due to being sub- standard. One of the standards needed are establishing ditches for effective drainage. March 17, 2004 Another speaker is building a home on Pine Tree. He is frustrated with Andrews also. He has spoken with Aaron Blair, Diane Flagg, Tessie Sillery, Val Prince and others. Sometimes he gets different answers. Stated there already is an MSTU there. Seems there is a lot of confusion and problems and would like to know where to go from here. Mr. Feder met with all those people, and as he said it is a sub-division platted and dedicated, but never accepted. He will try to get everyone on the same page. SPEAKERS Bill Kerrigan - Poinciana Village - has held meetings with County staff concerning the drainage problems in Poinciana Village. They have discussed the ditches and swales. Have had problems with staff members being transferred and starting with other staff concerning the issues that may not be as familiar with the problems facing them and felt they are going backwards rather than forward. He talked about failed drains, interconnecting, filling up and cleaning the drains out. He wondered if there was a criterion of cleaning the ditch out. Commissioner Coyle asked staff about the cleaning. Response was the County crews have been in there and cleaned some pipes this past year and past 3 months they have cleaned quite a few. Mr. Kerrigan was told there would be staff persons at a future meeting and the new staff members need to get more familiar with the issues. Survey work has been completed and will be explained at the meeting. Eric Watler - Royal Harbor - problem with traffic lights. Two access roads are Sandpiper and Harm off41. Traffic concerns on timing being changed. Their light has been shortened and the other lengthened. Traffic lights for turn lanes on Davis and Airport on 41 also need attention. Need street lights on Davis. Mr. Feder noted FDOT had funding for street lights and are working on right-of-way issues. The County is working with them and all agree this will be done. The signal is controlled by the City and State on the timing. He will look at it to see what the changes are and if there is a possibility of it being altered. Commissioner Comments Commissioner Coletta stated the residents in Commissioner Coyle's District are blessed as he is the most political gifted person they have had on the Commissioner in a long time. Commissioner Fiala hopes they will be able to help everyone with issues. Commissioner Halas has enjoyed working with Commissioner Coyle and all the Commissioners. Everyone is geared up to work with the citizens Commissioner ltenning is looking forward to working with the new City Council and thanks to Commissioner Coyle working out issues with the City. March 17, 2004 City Councilman Sorey stated they trained Commissioner Coyle in the city and are delighted to have him as their Commissioner. The FEMA issue is important and glad they are working together and are dedicated to working with the County. There being no further business for the good of the County, the Townhall meeting was adjourned by order of the Chair at 8:35 PM.
