EXECUTIVE SUMMARY
Recommendation to confirm the appointment of Mr. David Wilkison to the position
of Growth Management Department Head.
OBJECTIVE: To confirm the County Manager's appointment of Mr. David Wilkison to serve
as the Growth Management Department Head.
CONSIDERATIONS: Ordinance 2013 -40 as amended requires that the Board confirm the
County Manager's appointment of Department Heads. The County's Growth Management
Department is comprised of ten operating departments with an annual operating budget of over
$100,000,000 and a full time workforce of over 477 employees.
Mr. Wilkison is being recommended for this key management position after an extensive local,
regional, and national search conducted by our staff and the firm of Colin Baezinger &
Associates. Based upon Mr. Wilkison's extensive background in land planning and engineering,
his local knowledge of Collier County, and experience with progressively larger management
roles, he has the necessary requisite skills and credentials for this position.
Mr. Wilkison has been a managing principal at Stantec since 2010. Stantec is a worldwide
consulting firm with over 15,000 employees and 250 locations. Prior to that, Mr. Wilkison served
as a principal and vice president of WilsonMiller. As a registered Professional Engineer in
Florida, he has an extensive background in land development, infrastructure design, and
construction management. Mr. Wilkison will earn an annual salary of $135,000 and will begin
employment on July 6, 2015, subject to Board confirmation.
FISCAL IMPACT: Sufficient budget exists in Fund 113 Finance Administration.
GROWTH MANAGEMENT IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney. Section
Six (a)I1 of Ord. No. 2013 -40 (the Collier County Administrator's Ordinance) provides as
follows:
"The County Administrator shall be responsible for the administration of all departments that are
responsible to the Board and for the proper administration of all affairs under the jurisdiction of
the Board. To that end, the County Administrator shall by way of enumeration and not by way of
limitation, have the following specific powers and duties to: ... Select. employ and supervise all
personnel and fill all vacancies, positions or employment under the jurisdiction of the Board
except County Attorney. However, the employment of an Assistant County Administrator,
and all Department Directors shall require confirmation by the Board." (emphasis added)
Accordingly, this item is approved as to form and legality, and requires majority vote for

the appointment of David Wilkison as the Growth Management Department Head.

and relationships to advance the quality of life in corn munities across the globe. Stantec entered into
the Southwest Florida market in 2010 with the acquisition of WilsonMiller.
Duties and Responsibilities as Principal:
o Managing leader of Naples and Ft. Myers office operations.
o Development and monitoring of marketing and operational budgets for each office.
o Financial performance analysis and monitoring. Make adjustments of staff and expenses to
meet financial goals.
o Lead marketing efforts to procure private and public sector projects.
o Coordination of multi - discipline teams to successfully complete large complex infrastructure
projects.
o Responsible for quality control of project deliverables.
o Management and mentoring of staff through a Career Development and Performance Review
process.
Achievements:
• Successfully transitioned Naples and Ft. Myers offices from WilsoMiller to Stantec.
• Grew offices to achieve 25% growth in staff and revenues since acquisition.
• Led pursuits to successfully procure continuing service contracts with Cities of Ft. Myers and
Naples; Collier and Lee Counties.
• Negotiated and secured long -term contract with Lennar Homes to complete the engineering
and surveying for the build -out of Treviso Bay, a major mixed -use development in Collier

• Led Naples office through a successful external ISO 9000 audit so that Stantec can retain its
ISO certification.

WilsonMiller, acquired by Stantec in 2010, was a 300 person multi - discipline consulting engineering
company founded in Naples in 1956. WilsonMiller through ten offices strategically located throughout
the State of Florida created exceptional designs for com munities where residents could work, live and
play.
Duties and Responsibilities:
o Same as current position at Stantec.
Achievements:
• As a board member and part of the senior leadership team grew WilsonMiller to over 600
employees at its peak in 2007.
• One year after taking over management of the Naples (2002 -2005) and Destin offices (2005-
2007) 1 led them to profitable performance.
• As managing principal of the Ft. Myers office applied for and received an Industry Appreciation
Award from the Lee County Horizon Council.
• Survived the great recession by making difficult reductions of staff and expenses and helped
position WilsonMiller for acquisition by Stantec.

President and Principal Engineer
Wilkison and Associates, Inc., wasfounded in 1989 and grew to a 15 employee engineering, planning,
and surveying consulting firm prior to acquisition by WilsonMiller in 2002.
