EXECUTIVE SUMMARY
Recommendation to accept an extension to expenditure deadline on Fiscal Year 2011/2012 SHIP
funding granted from the Florida Housing Finance Corporation for the State Housing Initiatives
Partnership (SHIP) program.
OBJECTIVE: Provide a housing rehabilitation program to eligible homeowners throughout Collier
County.
CONSIDERATIONS: On July 7, 1992, the Florida legislature enacted the William E. Sadowski
Affordable Housing Act to provide additional funding to local communities to promote and advance
affordable housing initiatives. Funds are generated through documentary stamp tax on real estate
transactions. Under the State Housing Initiatives Partnership (SHIP) program, Collier County and the City
of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to
undertake eligible activities as outlined in the Board adopted Local Housing Assistance Plan.
On April 23, 2015, Community and Human Services Division (CHS) was granted an expenditure
extension from the Florida Housing Finance Corporation (FHFC) for Collier County's FY 2011/2012
SHIP funding from April 30, 2015 to June 30, 2015.
FHFC does not require the Board Chairman to sign a document for the extension to take effect. However,
grants compliance staff is recormnending that the Board accept the extension so that a public record is
created for future reference.
FISCAL IMPACT: The proposed action described in this executive summary has no new fiscal
impact. The funding source for the grant is the Florida Housing Finance Corporation. Funds are budgeted
within SHIP Grant Fund 791, Project 33198
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. -JAB
GROWTH MANAGEMENT IMPACT: Acceptance and implementation of this amendment will
further the Goals, Objectives, and Policies within the Housing Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners accepts an extenstion on Collier
County's SHIP 2011/2012 funding granted by Florida Housing Finance Corporation.

The request for an expenditure extension is approved through June 30. Please keep in mind this
does not affect the 2013/2014 allocation which is required to be expended by September 30, 2015
with no extensions available.

Collier County requests an additional 11/12 expenditure deadline extension from April 30 to June
30, 2015 for the final $121,399 left to expend. An extension is needed since the Collier County Clerk
of Court and the Board Of County Commissioners requires written authorization to spend 11/12
funds beyond April 30.
These final 11/12 dollars are committed for purchase assistance and homeowner rehab, but some
VLI buyers fell through. About $100,000 of VLI assistance is needed to show 11/12 Income Set -Aside
compliance.
Plan to Quickly Close Out 11/12: VLI set -aside compliance will be achieved with recently completed
rehabilitation cases that have not officially been paid for. Our County staff is waiting for the staff at
its nonprofit sub recipient to send invoices so we may pay for 9 completed VLI rehabs amounting to
about $149,000.
This invoicing delay should be resolved soon, but this might require more than a week and a half of
progress. We are hopeful we will be able to report the 11/12 funds closed out in May, but are
requesting an extension to the end of June as a cautious move to allow enough time to resolve set -
aside compliance.
