EXECUTIVE SUMMARY
Recommendation to waive formal competition and approve "Cartegraph" for the work
management system software licenses and annual maintenance for the Growth
Management Department.
OBJECTIVE: To continue the use of the existing work management system, which provides a
work order system for stormwater, signs, signals, lighting, signal controllers, bus stops, bridges,
sidewalks, roads and other assets found along County roadways. The use of this system is
essential to direct and monitor work involving the above mentioned assets, and the use of our
equipment and material inventory.
CONSIDERATION: In 2007 the Growth Management Department (GMD) selected Cartegraph
as its work order and asset management system. At the time, Cartegraph's transportation centric
software was deemed a good fit for the asset types maintained by the Growth Management
Department. The purchase of Cartegraph was authorized with the understanding that Growth
Management would ultimately merge with the agency's enterprise management system once
fully operational. In 2011, the Board of County Commissioners (BCC) authorized the continued
use of this vendor for the work management system within GMD (Date 11/18/2011 & Item
16.A.18).
Cartegraph is currently used by Traffic Operations, Road Maintenance, Right of Way
Acquisition and Public Transit & Neighborhood Enhancement (PTNIE) divisions on the
following asset categories: street lights, signals, signs, pavement, sidewalks, stormwater, bridges,
landscaping and right -of -way. The application also serves as an operation management system to
manage work requests, work orders, labor, equipment, material and inventory. Its ability to allow
supervisors to create, assign, and track tasks to field workers helps in managing constituent
complaints effectively by ensuring work is completed efficiently and timely.
Staff also uses Cartegraph to update and maintain the asset inventory and condition ratings and
to associate work orders to assets. Cartegraph is fully integrated with ESRI's Geographic
Information System (GIS), the county's mapping software. This gives the ability to view the
assets and perform geospatial and statistical analyses. Data collected and maintained through
Cartegraph can be transitioned and migrated to any asset management software application that
has an ESRI GIS component. The current work management system's ability to track the
frequency and cost of asset maintenance helps in the effort to meet the public's expectations,
avoid duplication of efforts, and ensure the safety and welfare of the general public. The current
use of Cartegraph within GMD is consistent with the enterprise ;oal of combining and
coordinating asset management data into more structured and useable formats.
Cartegraph Corporation is the sole provider of this software and staff has determined that this
software meets the specialized requirements for Traffic Operations, Road Maintenance, Right of
Way Acquisitions and PTNE. The software also provides bi- directional compatibility with
Collier County's GIS standard, ArcMap. Cartegraph modules are licensed on an individual user
basis requiring each staff person to have a copy installed on their computer for interactive use of

the database. In addition, the GPS devices have Cartegraph applications installed so that staff can
have access to Cartegraph modules when they are out in the field. This allows for quicker
response time and increased productivity.
Per the Board's Purchasing Ordinance Section 9
the Procurement Director certifies that it is
competition from formal competition.

Staff requests that the Board authorize the waiver of competition and approve the continued use
of Cartegraph for work management applications within Growth Management.
FISCAL IMPACT: Funds for these services are available in each department's approved
budget. The annual renewal maintenance cost is estimated not to exceed $90,000.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting
from this action.
LEGAL CONSIDERATION: This item is approved as to fonn and legality, and requires
majority vote for Board approval. —SRT
RECOMMENDATION: That the Board of County Commissioners waives formal competition
and approves "Cartegraph" for the Growth Management's work order management system
software licenses, and annual maintenance.
