6/23/2015 16.A.13. EXECUTIVE SUMMARY Recommendation to provide after - the -fact approval for the 2015 TIGER VII Discretionary Grant application, sponsored by the United States Department of Transportation, for the Collier Community Streets and Infrastructure Project along Vanderbilt Drive, 516,145,000. OBJECTIVE: To receive after -the -fact approval from the Board of County Commissioners to submit a TIGER 2015 grant application to the United States Department of Transportation for the Collier Community Streets and Infrastructure Project along Vanderbilt Drive. CONSIDERATIONS: On April 16, 2015, the Growth Management Department was informed that the Notice of Funding Availability was announced in the Federal Register for the TIGER 2015 discretionary grant program. The Consolidated and Further Continuing Appropriations Act, 2015 ( "FY 2015 Appropriations Act ") appropriated $500 million to be awarded by the Department of Transportation ( "DOT ") for National Infrastructure Investments projects with a significant impact on the nation, region or metropolitan area. The project will construct transportation infrastructure improvements along the Vanderbilt Drive corridor from Bonita Beach Road (Lee County) to Vanderbilt Beach Road (Collier County) and create community streets that encourage safe recreational activities. The first effort includes the replacement of three obsolete bridges with three newly constructed bridges. These new bridges will include safe new pedestrian and bicycle facilities. These new expanded and enhanced bridges will complete a local street network and result in an alleviation of congestion on adjacent streets and enhanced access to residential communities. commercial centers, the beach, park and ride, as well as park and boat facilities. The second effort is to construct more than 4 miles of improved pathways, bike lanes and sidewalks. This large proposal embraces creation of an alternative transportation mode network that will include the construction of sidewalks /pathways, bike lanes, bridges and bike parking. This project will also complete an existing bicycle and pedestrian route. The facilities will enhance a system of multimodal facilities and connect to major commercial, residential, educational and recreational facilities in the county and the region. An important benefit of this project is that it will connect Lee and Collier counties at a point where travelers can enjoy beaches, shopping and other amenities as well as gain additional access to the already established LinC bus services connecting the two counties. This agency, as well as the residents and visitors of Collier and Lee counties, will benefit from this project. Non - drivers, persons with disabilities and senior citizen populations will also have increased and improved opportunities for mobility. The grant requires a 20% minimum match. Collier County is offering $3,229,000 towards a match if awarded and a grant amount of $12,916,000 for total project cost of $16,145,000. Packet Page -832- 6/23/2015 16.A.13. All applicants are required to submit an application by June 5, 2015, and selected projects will be announced by the end of this calendar year. Federal obligation of any awarded funds must be no later September 30, 2017. The Collier County CMA 95330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as "after- the - fact." FISCAL IMPACT: Should Collier County receive funding from USDOT for the proposed project, funding would be awarded in the amount of $12,916,000. The local match requirement of 20% would be $3,229,000 for total project funding of $16,145,000. Match funds are anticipated to be provided by a combination of programmed projects within the Transportation Capital Improvement Program supported by Gas Tax and /or Impact Fees and developer funds. The Board will have the opportunity to accept or reject the funds if the grant application is approved. GROWTH MANAGEMENT IMPACT: These transportation infrastructure improvements along the Vanderbilt Drive corridor are consistent with the Growth Management Plan. June 4, 2015 The Collier County Transportation Planning Division is applying for two FYI TIGER grants. One project is a reconstruction effort to upgrade 15 miles of Collier Boulevard, and the other project is to construct transportation infrastructure improvements along Vanderbilt Drive from Bonita Beach Road to Bluebill Avenue and create community streets which encourage safe recreational activities. Collier Boulevard The Collier Boulevard Corridor Improvements project completes a 15 year, $200 million reconstruction effort that will include construction of transportation infrastructure improvements along the Collier Boulevard corridor from Green Boulevard to Interstate 75. This critical corridor serves as the boarder of the urban area and the rural area of economic concern. Continuing population growth of Collier County necessitates the expansion of Collier Boulevard for capacity and to consider methods to connect to growing neighborhoods to the established cormncreial and employment areas. The project improvements to the roadway and bridge also include creating new bike lanes, pathways, sidewalks, and transit facilities. Collier County is offering $6,680,00000 towards a match if awarded the grant in tine amount of $26,720,000. Vanderbilt Drive This project will construct infrastructure improvements on the Vanderbilt Drive corridor from Bonita Beach Road to Bluebill Avenue. This project will construct transportation infrastructure improvements along the Vanderbilt Drive corridor from Bonita Beach Road (Lee County) to Vanderbilt Beach Road (Collier County) and create community streets which encourage safe recreational activities. The first effort includes the replacement of three obsolete bridges with three newly constructed bridges. These new bridges will include safe new pedestrian and bicycle facilities. These new expanded and enhanced bridges will complete a local street network and result in an alleviation of congestion on adjacent streets and enhanced access to residential communities, commercial centers, the beach, park & ride facilities and park & boat facilities. The second effort is to construct over 4 miles of improved pathways, bike lanes and sidewalks facilities. This grant proposal embraces creating an alternative transportation mode network which will include the construction of sidewalks /pathways, bike lanes, bridges and bike parking. This project will also complete an established bicycle and pedestrian route. The facilities will also enhance a system of multimodal facilities and connect to major commercial, residential, educational and recreational facilities in both the county and the region. The portion of Vanderbilt Drive from Bluebill Ave to Vanderbilt Beach Road, has reached its capacity for bicycle and pedestrian traffic. People working, living, and playhig in this area use this corridor as a primary transportation and exercise path to and from the beach. There are no bicycle paths and only one five foot sidewalk. 'The two lane road is heavily traveled and most of the bicycle traffic shares the sidewalk. Bicycle lanes and an additional sidewalk on the East side of the road would relieve the congestion and make the travel experience more enjoyable and much safer. An important benefit of this project is that it will connect Lee and Collier Counties at a point where travelers car; enjoy beaches, amenities and shopping as well as gain additional access to the already established LinC bus services which connects the two counties. This agency, as well as the residents and visitors of Collier and Lee Counties, will benefit from this project particularly non - drivers, persons with disabilities and senior citizen populations. Vanderbilt Drive BCA Summary The Vanderbilt Drive Benefit Cost Analysis (BCA) has been developed using the TIGER BCA Guidance' and the TIGER BCA Resource Guide'. The Vanderbilt Drive Corridor Improvements Project will cost $22.445m (2015 dollars), of which $12.093m or 53.9% is being requested as a TIGER grant with the remainder being provided through Collier County public funds. The BCA however excludes $6.3m of utilities costs because these are funded by Collier County and will occur at the same time as the rest of the project. Consequently, no benefits from the utilities work has been included within the BCA. The following economic benefits of the project have been estimated: Reduced delays (travel time) due to the improved road layout A reduction in vehicle miles travelled (VMT) through encouraging more cycling and walking trips, leading to: • Reduced vehicle operating costs • Reduced highway maintenance expenditure • Reduced vehicle emissions • Reduced healthcare costs • Benefits from reducing the number of pedestrian and bicycle crashes along Vanderbilt Drive due to the project providing improved sidewalk and cycle routes. In addition, by replacing three functionally obsolete bridges and failing pavement, the project will improve the state of good repair and reduce future maintenance costs. In agreement with TIGER applications guidance we have converted prices to 2013 $ values and calculated present values using a discount rate of 3% because the funds would otherwise be used for public expenditures. The project has been appraised over a 20 year period following the end of construction. The table below summarizes the benefits and costs of the project over the appraisal period. The project delivers an NPV of $2.3m. The 2014 all day traffic volumes (ADT) for the project area have been assumed to grow at the average growth rate of the previous 4 years, i.e. 4.4% per year. The signalized delay for the build and no build scenarios has been estimated using two different methods and the average of the two methods gives the average delay saving for a given year between build and no build. These savings are converted into a total daily saving using a time of day profile. The value of this time saving is estimated using the recommended monetized values in the TIGER BCA Resource Guide, assuming a split of 95.2% autos and 4.8% trucks based on vehicle classification counts on Collier Boulevard, and an average vehicle occupancy of 1.285 estimated by comparing the number of registered vehicles to the total population in Collier County. Safety benefits The introduction of a segregated sidewalk and cycle route is assumed to remove all pedestrian and bicycle crashes along Vanderbilt Drive between Bonita Beach Road and Vanderbilt Beach Road. The number of crashes is assumed to increase in line with overall growth in ADT. Reduction in Vehicle Miles Travelled The reduction in VMT drives benefits in terms of vehicle operating costs, highways maintenance costs, emissions and healthcare costs. A reduction in VMT has been assumed based on 5% of trips along Vanderbilt Drive between Bonita Beach Road and Vanderbilt Beach Road being replaced by equivalent walk or cycle trips of an average 2 mile length. This is based on analysis of the shift from vehicles to bicycle (2.57%) and to walk (2.65 %) for the Lee County Complete Streets Initiative TIGER application. Vehicle Operating Costs A reduction in vehicle operating costs of $0.59 per VMT has been assumed based on the Bureau of Transportation Statistics (Cost of Owning and Operating an Automobile, 2011)5. This is assumed tc appreciate at 2.12% per annum. Highway Maintenance Highway maintenance costs will also be reduced as a result of a reduction in VMT. A rate of $0.15 per VMT saved has been applied'. Emissions Emissions benefits occur as a result of the reduction in VMT.
