6/9/2015 16.D.11. EXECUTIVE SUMMARY Recommendation to approve the FY15 Program of Projects and submittal of a grant application for the Federal Transit Administration, 49 USC § 5339 FY15 grant funds of $365,428 through Transportation Electronic Award Management System. OBJECTIVE: To obtain grant funds for the management of the Collier Area Transit(CAT)system. CONSIDERATIONS: Each year the Public Transit & Neighborhood Enhancement (PINE) Division receives federal grant funds for the management of CAT System under the Bus and Bus Facilities Urbanized Area Formula Program (49 U S C § 5339) to be used for transit capital projects as defined by the Federal Transit Administration (FTA). FTA has only published apportionments for formula funds based on the Highway and Transportation Funding Act of 2014, which made 8/12 of the anticipated fiscal year 2015 total available through May 31, 2015. Once Congresses passes legislation that provides the additional contract authority to support the full allocations, FTA will issue a notice apportioning the remaining amount. Staff has prepared the proposed Program of Projects based on an anticipated funding amount based on the prior year allocations. Staff anticipates receiving $365,428 of urbanized area funds for the Bonita Springs/Naples Census Urbanized Area. The Program of Projects has gone through the Public Involvement Process. The project proposed for the funding may include, as funding permits, the purchase of one replacement bus. A grant application must be entered into the FTA Transportation Electronic Award Management(TEAM) System to utilize these funds. The application has been prepared and attached for the Board's approval. The grant requires a 20% match. Collier County will request approval from the Florida Department of Transportation for the use of toll revenue credits in the amount of$91,357 as a soft match for the grant. After review and approval by FTA, the grant award is electronically executed in TEAM by the Board appointed designee, Stephen Camel]. PINE and Office of Management and Budget grant compliance staff will also use this electronic system to manage the project and submit all required reports. FISCAL IMPACT: No fiscal impact is associated with this action at this time. A budget amendment will be required to recognize the funds when FTA awards the grant to Collier Area Transit. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: Transit capital improvement supports goals and objectives of the Transportation Element of the Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners approves the Program of Projects identified herein and authorizes PINE staff to apply and submit the attached grant application for the Federal Transit Administration,49 U.S.C. § 5339 available grant funds for fiscal year 2015.
