EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment recognizing $93,877.23 in program income
revenue generated by the sale of a Collier County owned affordable home acquired under the
Neighborhood Stabilization Program (NSP1).
OBJECTIVE: To accurately account for program income generated from NSP1 homebuyer activities.
CONSIDERATIONS: Collier County has used Neighborhood Stabilization Program (NSP1) funds to
acquire and rehabilitate foreclosed and abandoned property. The following table lists the property which
generated the program income. This sale represents the final Collier County owned property from the
NSP 1 program.
This revenue will be used in compliance with federal grant regulations and will fund eligible expenses,
including administration. Furthermore, approval of this item will authorize the reallocation of funds
within the program commitment items to accurately reflect ongoing program expenses as shown below.

NSP guidelines allow 10% ($9,387.72) of the program income to fund administration activities. The
remaining balance of($84,489.51)will be considered program income to be used for future activities.
Since this sale reflects the final activity approved by the Board as part of the NSP1 program exit strategy
of April 24, 2012 (Item 11B), the balance of funds along with possible activities will be brought to the
Board for consideration in the near future.
FISCAL IMPACT: A budget amendment is necessary to recognize current year program income
revenue in the amount of$93,877.23 within Urban Improvement Grants Fund 121,NSP1 Project 33050.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action
and requires majority vote for approval.-JAB
GROWTH MANAGEMENT IMPACT: The Neighborhood Stabilization Program facilitates the goals,
objectives and policies set forth in the Housing Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners recognizes $93,877.23 in revenue
and authorizes the corresponding budget amendment.
