EXECUTIVE SUMMARY
Recommendation to approve, "after the fact," submittal of the attached project proposal to the
Florida Department of Transportation for the State Discretionary Transit Service Development
Program for a total funding request of$274,500.
OBJECTIVE: To obtain Florida Department of Transportation (FDOT) funding to develop and
implement a beach circulator route.
CONSIDERATIONS: Public transit funds are made available each year through an application process
administered by the FDOT. FDOT announced a request for proposals for the State Discretionary Transit
Service Development Program on March 31, 2015. The grant program provides for fifty percent of the
project costs; the remaining fifty percent must be provided by the local agency or with federal funding.
Staff prepared a grant proposal for development and implementation of beach circulator route.
The new route would operate from December 1 through April 15, 7 days a week from 9:00 a.m. to 3:00
p.m. The route would provide a park and ride beach circulator from the North Collier Regional Park and
provide transit service to Connor Park, Bluebill Beach Access and Vanderbilt Beach and then reverse
direction and return to North Collier Regional Park. This route will provide connection opportunities
with 3 other Collier Area Transit routes as well as the Lee in Collier(LINC)Leetran route.
Proposals were due to FDOT by May 8, 2015. Collier County's Administrative Procedure CMA # 5530
authorizes the County Manager to approve the submittal of grant applications with subsequent Board of
County Commissioners' action at the next available Board meeting to ratify the approval as "after the
fact."
FISCAL IMPACT: Funding for the program is contingent on future legislative appropriations for state
Fiscal Year 2016/17. The total project cost in the proposal is $274,500. Should Collier County receive
funding from FDOT for the proposed project, funding would be awarded in the amount of$137.250. The
local match requirement would be $137,250. Match funds are anticipated to be provided by either Tourist
Development Council (TDC)funds or Parks and Recreation Operating Fund.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. -JAB
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
RECOMMENDATION: That the Board of County Commissioners approves, the after the fact,
submission of the attached State Discretionary Transit Service Development Program Proposal.

The Collier County Public Transit&Neighborhood Enhancement Division is applying for a State
Discretionary Transit Service Development Grant that will provide funding to add a new Collier Area
Transit Route 28. This new route would provide park and ride beach circulator service to Delnor Wiggins
and Vanderbilt beach from December 1-April 30. Tourism is a major economic driver for Collier County
and FY15 is being viewed as yet another record year for tourism. The new route would run from
December 1-April 30 Monday through Sunday,from 9a.m.to 3 p.m. The new route would begin service
at North Collier Regional Park, go to Connor Park,Bluebill Beach Access and Vanderbilt Beach and then
reverse direction and return to North Collier Park. The route will provide connection opportunities with
at least 3 other CAT routes as well as the Lee in Collier(LINC)Leetran route.
FDOT will provide funding in the amount of$137.250. The grant requires a 50%match and a 3 year
commitment. Matching funds in the amount of$137,250($45,750 a year for three years)will either come
from Parks and Recreation Fund 111 or from TDC funding. PTNE does not have budget to provide for
the 50% match.
The funding opportunity was announced on March 31,2015 with a due date of May 8, 2015. We are
requesting that you approve the application for submittal followed by after the fact approval by the Board
of County Commissioners at the June 9,2015 BCC meeting.

Project Title and Description: Collier Area Transit Route 28 — This new route would provide
park and ride beach circulator service to Delnor-Wiggins and Vanderbilt beach from December 1
through April 30. Tourism is a major economic driver for Collier County. Fiscal year 15 is
being viewed as yet another record year for tourism in Collier County. One of Collier County's
major tourism attractions is the beach. The Collier County Park and Recreation Division have
noted days where beach parking facilities are at capacity by 10 a.m. through 2 p.m. each day.
The route would run December 1 through April 30, Monday through Sunday, from 9 a.m. to 3
p.m.
Eligible Project Type and Duration: Project that improves system operations, with a three year
duration.
Project Location and Service Area: This new route would begin service at the North Collier
Regional Park, go to Connor Park, Bluebill Beach Access and Vanderbilt Beach and then reverse
direction and return to North Collier Regional Park. This route will provide connection
opportunities with at least 3 other Collier Area Transit routes, as well as the Lee in Collier
(LINC) Leetran route.
The proposed service would operate along segments of Immokalee Road and Vanderbilt Drive
that are not currently served by fixed route public transit. Service would be provided to North
Collier Regional Park and C'mon (Collier County museum), Delnor Wiggins State Park,
Vanderbilt Beach, multiple housing developments, grocery stores and pharmacies.

Florida Department of Transportation District: One
Prior Florida Department of Transportation Funding:
1. This project has not been funded previously by the State.
2. Collier County was previously awarded funding for the Lee Collier Connection. In lieu
of Collier County providing this service, the funding was provided to Lee County to run
this service. Collier County was awarded a service development grant for Americans
with Disabilities Act (ADA) improvements for bus stops on the State Highway System
on January 11, 2013. The total State participation for this grant is $237,919. The project
is anticipated to be completed by December 31, 2015. In addition, Collier County
received funding in FY 14/15 for the Route 27. Funding was awarded in the amount of
$1,100,000. The service related to this grant began service on January 2, 2015.
Project Objectives: The proposed service will serve an increased segment of our population
who currently has no fixed route public transit service.
Project Initiation/ Milestone or Progress/ Completion Dates: if funding is available on July 1,
2016, Collier County could begin service by December 1, 2016.
Operational Responsibilities: Collier County will manage the project. Collier County will alert
the public through media, take ones flyers and update the route schedules. Collier County will
commit to implement the new route in a courteous, reliable, safe, cost-effective and efficient
manner.

Planning Requirement: Attached you will find the applicable section of the 2010 Transit
Development Plan that supports this project.
Criteria for Success: Collier County will evaluate the route against proven performance
measures. The performance measure will be passenger trips per vehicle revenue. The goal will
be to carry an average of more than 17 passengers per revenue hour, which is the average based
on a peer analysis.
