6/9/2015 16.C.3. EXECUTIVE SUMMARY Recommendation to award Request For Quotation No. 14-6213-24 "Wiggins Pass Water Main Replacement,"to Douglas N. Higgins,Inc.,in the amount of$623,897,Project Number 71010. OBJECTIVE: To improve the water quality at the northern portion of the Collier County Water-Sewer District and provide a compliant and reliable potable water system to customers on West Lane and Center Lane. CONSIDERATIONS: The proposed scope of work for Project 71010"Distribution System Renewal and Replacement," is consistent with the Capital Improvement Program (CIP) contained in the Water, Wastewater,Irrigation Quality Water, and Bulk Potable Water User Rate Study approved by the Board of County Commissioners (Board) on June 10, 2014, as Agenda Item 11C. Funding for project 71010 is available in, and is consistent with,the FY2015 CIP Budget. The approximately 5,000 linear feet of 12-inch cast iron potable water main along Wiggins Pass Road was installed in 1972. The 1,600 linear feet of asbestos cement(AC)pipe water mains on West Lane and Center Lane were also installed in 1972. The water main on Wiggins Pass Road feeds seven other water mains, and the water mains on West Lane and Center Lane directly serve 31 residential connections. This project is part of the potable water iron and AC pipe replacement program. The project was elevated in priority because the water lines are not reliable and have reached the end of their useful lives. In July 2014, the Planning and Project Management Division contracted an engineering consultant to sample and analyze the internal and external conditions of the cast iron pipe. The results showed corrosion with the internal cement lining separated from the pipe. The condition of these assets is defined as "Red: Level 3 — Risked Compliance" as reported to the Board at the October 1, 2013, Asset Assessment and Management Workshop. The Procurement Services Division distributed Request For Quotation (RFQ) No. 14-6213-24, "Wiggins Pass Water Main Replacement" (Attachment 3), on February 3, 2015,to the six vendors under the Fixed- Term Underground Utilities Contract No. 14-6213. The RFQ included an alternate line item to install the new water main using directional drilling in lieu of the open cut technique along Wiggins Pass Road. Alternate items also included the removal and replacement of the AC pipes along West Lane and Center Lane. After evaluating the base bid (items 1 - 22) and the alternate costs (items 23 - 30), staff recommends the open cut technique(included in the base bid)and the removal and replacement of the AC pipe(included in the alternate bid items 24- 30). Item 23 was for comparison purposes and is not an approved alternate. All six contractors submitted quotes on February 23, 2015, which are summarized below and in Attachments 1 and 2. Higgins, Inc., the lowest responsive and qualified vendor. The quote received was 18 percent less than the engineer's cost opinion. In a letter dated February 26, 2015, (Attachment 5), the design professional, Johnson Engineering, recommends awarding the work order (Attachment 4) to Douglas N. Higgins, Inc., who has a satisfactory performance and warranty record on previous, similar, utility-related projects. An initial neighborhood information meeting was held March 5, 2015,to present the overall project to the residents of West Lane and Center Lane. Following the award of the contract, a second neighborhood information meeting will be held to familiarize the residents with project specifics and to introduce the project delivery team. In addition to the neighborhood information meeting, an informative flyer was distributed door to door to all the residents that live off Wiggins Pass Road but are not immediately impacted by the project. FISCAL IMPACT: Funding is available in, and is consistent with,the FY2015 Capital Budget approved by the Board on September 18, 2014. The source of funding is the Water User Fee Fund (412) project 71010. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of the Collier County Water and Sewer District, award Request For Quotation No. 14-6213-24, "Wiggins Pass Water Main Replacement,"to Douglas N. EXECUTIVE SUMMARY Recommendation to authorize the County Manager or his designee to electronically enter an amendment in the Federal Transit Administration Transportation Electronic Award Management system to the grant award for the Congestion Management System/Intelligent Transportation System grant award revising the number of shelters to be constructed from 12 to 24 and reallocate funds for construction management. OBJECTIVE: To secure funding for shelter construction to benefit the passengers of the Collier Area Transit("CAT") System. CONSIDERATION: On April 23, 2013, the Board approved agenda Item 16D4 approving the Congestion Management System/Intelligent Transportation System grant award in the amount of $336,872 for the construction of 12 shelters for CAT. The grant award is for construction only. Staff is requesting an increase to the number of shelters from 12 to 24 to be constructed with these funds as well as to reallocate 5% ($16,844) of the construction funds to construction management. The construction management funds will be utilized for staff time associated with managing the construction and grant requirements of the project. The design and purchase of the shelters will occur with a separate approved Federal Transit Administration ("FTA") grant (project # 33372). The amendment must be entered into the Federal Transit Administration Transportation Electronic Award Management system in order to be considered by FTA. FISCAL IMPACT: There will be no fiscal impact for this item. The funds associated with this action were approved on April 23, 2013. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this Executive Summary.
