EXECUTIVE SUMMARY
Recommendation to provide direction for operations and management of the County's dependent
fire districts.
OBJECTIVE: To review proposals received for the management and delivery of fire services in the
County's dependent fire districts and select an option or options for the future.
CONSIDERATIONS: At the December 9, 2014 BCC meeting, the Board directed the County Manager
to solicit proposals from the County's fire districts (both dependent and independent) for the provision of
fire services to the County's dependent fire districts.
Solicitation documents were sent on February 18, 2015 to the County's Bureau of Emergency Services,
Greater Naples Fire District, North Collier Fire District, and Immokalee Fire District with a due date of
March 19, 2015 for submissions. An informational meeting was held on February 26, 2015 at which
representatives of all the districts invited to submit proposals were in attendance. At that meeting, the
collective group requested additional time to prepare their proposals and a new submission date of April
16, 2015 was mutually agreed upon.
Two proposals were received by the due date, one from Greater Naples Fire District and one from the
County's Bureau of Emergency Services. A workshop was held on June 2, 2015 at which both proposers
were given an opportunity to present their proposal for service provision and Commissioners were able to
ask questions.
At this time, staff asks the Board to make a final decision as to the future of fire service provision in these
areas.

FISCAL IMPACT: The fiscal impact will be based upon the decision made by the Board and the
requisite tax rates that will be set.
LEGAL CONSIDERATIONS: This item has been reviewed by the County attorney, is approved as to
form and legality, and requires majority vote for approval. —JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
item.
STAFF RECOMMENDATION: That the Board provides direction to staff as to how fire services will
be provided to the County's dependent fire districts and authorizes staff to take the necessary next steps
for implementation.
