Agenda 05/26/2015 Item #16A15 5/26/2015 16.A.15. n EXECUTIVE SUMMARY Recommendation to approve and authorize the receipt of two Arterial Monitoring Cameras from the City of Marco Island to the Collier County Traffic Operations Section. OBJECTIVE: That the Board of County Commissioners (BCC) approves the receipt of two cameras that were initially funded by the FDOT Joint Participation Agreement (JPA) Arterial Monitoring Cameras FM#430872-1-93-01 grant for use by the City of Marco Island. If accepted by the Board, these cameras will be added to the Collier County Traffic Operations capital asset inventory and will be installed and used on Collier County roadways. CONSIDERATIONS: On February 25, 2014 the Board approved the following BCC Agenda Item#16A8 a JPA for FM#430872-1-93-01 Arterial Monitoring Cameras (AMC). In accordance with the JPA, it was the County's responsibility to receive and distribute the equipment on behalf of the State. In October 2014, the City of Marco Island sent the County a letter declining the cameras and indicating it would like to return them to the County after determining that the cameras were not compatible with its traffic signal system upon attempted installation. In March 2015, FDOT authorized the return of the cameras to the Collier County's Traffic Operations inventory. FISCAL IMPACT: The value of each camera is $3,187.10, totaling $6,374.20 for the two. Each will be capitalized upon receipt. There is no additional Fiscal Impact associated with this item. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: That the Board of County Commissioners approves and authorizes the receipt of two Arterial Monitoring Cameras from the City of Marco Island to the Collier County Traffic Operations Section. We looked forward to being involved with the program. However, after we received delivery of the two cameras we discovered that they were not compatible with our current signal network. The City of Marco Island does not have the same network capabilities that the County may have. Therefore, we would respectfully request that the City be allowed to return the two cameras that we picked up from the County warehouse. In addition, we will not execute the Interlocal Agreement that was sent to my office on October 3rd, 2014. If this is acceptable,we will return the cameras after receiving your authorization. Will FDOT approve the return of the two (2) Arterial Monitoring Cameras from JPA 430872-1 to Collier County from the City of Marco Island after Marco's refusal to accept them?The Collier County Clerk's office will not allow Traffic Ops to take the equipment back into custody until FDOT approves the return of the equipment from Marco Island. Collier County still has several available signal locations that these two cameras can be used to monitor Arterial Traffic with the County's traffic system. The City of Marcos Island would like to return the cameras back to Collier County to be repurposed.The Collier County Traffic Operations asks that FDOT either approve of the cameras return to Collier County Traffic Ops, or give further direction on what to do with these two (2) Arterial Monitoring cameras. Attached is the City of Marcos Islands letter of refusal.They discovered after physically receiving the cameras that they did not want to use them. For the County Traffic Operations to repurpose these two (2) Arterial Monitoring Cameras we need permission from FDOT and the authorization of the Board of County Commissioners to receive back our donation to the City of Marcos Island.
