5/26/2015 16.A.13. EXECUTIVE SUMMARY Recommendation to adopt a resolution authorizing the condemnation of permanent and temporary easement interests necessary for the construction of roadway and related drainage and utility improvements at the intersection of Lake Trafford Road (CR 890) and North 19th Street in Immokalee. (Intersection Improvement Project No.60016.) Estimated fiscal impact: $66,100. OBJECTIVE: To acquire easements needed to construct improvements to the intersection of North 19th Street with Lake Trafford Road(CR 890). CONSIDERATIONS: North 19th Street is a two-lane roadway that intersects with Lake Trafford Road in an"off-set" manner. (See attached aerial photograph.) Vehicles on North 196 Street passing through the intersection must veer to the right as they cross Lake Trafford Road. In order to correct this condition, dedicated left turn lanes are being added on North 19th Street, both north and south of the intersection, while the through-lanes are being shifted slightly such that vehicles will no longer have to skew through the intersection. In addition to the turn lanes being added at the intersection, traffic signals will be suspended by strain poles, and the pavement will be marked with pedestrian cross-walks and managed by pedestrian signals on all corners. The Board of County Commissioners (Board)is herewith being advised of the various factors considered by its professional engineering staff and consultants, which include the environmental impacts, costs, public health, safety and welfare considerations, and the long-range planning needs and impacts. In this regard the Board is referred to the attached Right-of-Way Acquisition Justification prepared by Marlene Messam, P.E., Principal Project Manager, Growth Management Department. By its review, concurrence and approval of this Executive Summary, the back-up documentation, and the proposed resolution, the Board will have determined that the legal descriptions and the interest in real property specified on each legal description attached to the resolution represent the most feasible location and are necessary for the construction of the proposed improvements to the intersection of North 19th Street and Lake Trafford Road in Immokalee. In addition to the direct cost of the easements required for construction,the County is also required to pay severance damages and/or costs to mitigate damages to remaining properties ("cost-to-cure" expenses) caused as a result of the loss of the part taken to construct the Project, any business damages, all expenses for title work,real estate appraisals,and those expenses related to condemnation,when necessary, such as property owner attorney fees and expert witness fees according to Sections 73.091 and 73.092, F.S. To the extent settlements are achieved in lieu of litigation,these costs may be reduced significantly. FISCAL IMPACT: It is estimated that the total cost of the right-of-way which must be acquired for this project will be $66,100. A budget amendment is needed to use funds from Impact Fee District 5 (Fund 339) reserves and appropriate into Project No. 60016. Collier County Traffic Operations currently utilizes funding of approximately $600,000 annually to maintain 205 signalized intersections (an estimated $3,000 annual maintenance cost per intersection). Incremental maintenance costs ultimately related to the roadway and signal improvements will be minimal compared to the overall benefits of the project. The additional right-of-way acquisitions will add minimal acreage and will have minimal impact on the mowing and garbage removal maintenance. GROWTH MANAGEMENT IMPACT: As part of the County's proposed 5 year transportation work program, the Intersection Improvement Project No. 60016 is an integral part of Collier County's Growth Management Plan. NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY,FLORIDA,that it has been determined by the Board that it is necessary and in the public's best interest to acquire the permanent and temporary Packet Page -472- 5/26/2015 16.A.13. easement interests described in Exhibit"A"("the Property")for the purpose of constructing roadway and related drainage and utility improvements at the intersection of Lake Trafford Road (CR 890) and North 19th Street,Immokalee(Intersection Improvement Project No. 60016) in order to protect the health, safety and welfare of the citizens of Collier County. AND IT IS FURTHER RESOLVED that acquisition of the Property and construction of the Project upon the Property is an integral part of the County's long range planning effort, and is included in the Capital Improvement Element of the Collier County Growth Management Plan, as approved by the Florida Department of Economic Opportunity. AND IT IS FURTHER RESOLVED that the Board has reviewed the Right-of-Way Justification and considered the presentation concerning alternative locations for the Project, various impacts to the environment,public health, safety and welfare considerations associated with the design and construction of the Project, and the costs associated with the design, property rights acquisition, and construction of the Project; and the Board finds that after consideration of these issues,the most feasible location for construction of the proposed improvements is collectively represented by the legal descriptions comprising Exhibit "A", attached hereto and incorporated herein. AND IT IS FURTHER RESOLVED that the taking of the perpetual non-exclusive drainage and utility easements will provide the County with the right to place and/or excavate materials for the purpose of constructing, operating,and maintaining drainage structures including but not limited to ditches, swales,earthen berms,rip-rap and retaining wall systems, underground pipes, various types of water control structures and any and all manner of public and private utility facilities within the easement areas. AND IT IS FURTHER RESOLVED that the taking of the temporary construction easement will provide County with the right to place and/or excavate materials for the purpose of constructing roadway and related improvements, including but not limited to traffic signal and sidewalk improvements, drainage structures and any and all manner of public and private utility facilities in the public right-of-way immediately adjacent thereto. AND IT IS FURTHER RESOLVED that all property acquired pursuant to this Resolution shall be put to public purposes. AND IT IS FURTHER RESOLVED that the County Manager or his designee and the Office of the County Attorney are hereby authorized and directed to immediately acquire by gift, purchase or condemnation, in accordance with the provisions of Chapters 73, 74 and 127,Florida Statutes, the Property more particularly described in Exhibit "A", attached hereto and incorporated herein. AND IT IS FURTHER RESOLVED that no mobile homes are located on the property sought to be acquired and therefore it will not be necessary to remove any mobile homes from the property to be acquired. Right-of-Way Acquisition Justification Lake Trafford Road (CR890) at N. 19th ST Intersection Improvements BACKGROUND On June 26, 2012, the Collier County Board of County Commissioners (Board) granted a public petition and directed staff to prepare a traffic signal warrant study for the intersection of Lake Trafford Road and N. 19th Street intersection in the unincorporated town of Immokalee. This Traffic Signal Study Report was to investigate the operation and safety of the intersection and to determine if specific warrants identified within the Manual of Uniform Traffic Control Devices (MUTCD) are met. The Traffic Operations Section of the Growth Management Department performed 24-hour traffic volume counts during peak season on February 13, 2013 along each roadway approach to the intersection. After the data was analyzed, the results showed that the warrants for a traffic control signal were met. In addition, the study found that the skew along N. 19th Street did not meet standards, and the roadway needed to be realigned. The Traffic Signal Study Report was concluded on March 4, 2013. On April 9, 2013, under Item 16.A.14, the Traffic Signal Study Report was brought to the Board with a recommendation to accept its findings and to approve the programming of funds in the FY 2014 budget for intersection improvements and the installation of a traffic signal at Lake Trafford Road and N. 19th Street Intersection. The item received unanimous approval by the Board. EXISTING CONDITIONS This intersection is located in Section 32, Township 46 South, and Range 29 East, in Immokalee, Collier County, Florida. It is west of N. 15th Street (SR-29) and east of Carson Road. Lake Trafford Road is an east-west, two-lane, undivided roadway (posted speed of 35 mph) and is functionally classified as a collector roadway, providing access to area businesses and residents. N. 19th Street is a north-south, two-lane, undivided roadway (posted speed of 30 mph) functionally classified as a local street and provides access to residential areas in western Immokalee, north and south of Lake Trafford Road. GOALS AND OBJECTIVES OF THE IMPROVEMENTS The Lake Trafford Road and N. 19th Street intersection capacity analysis and traffic signal warrant study identified operational and safety deficiencies. Therefore, based on the recommendations of the approved studies, the goal is to design, permit and construct improvements to the intersection that will correct these deficiencies. On December 2, 2013, RWA, Inc. was hired to provide professional engineering services to design and permit a set of construction plans and specifications to build a new traffic signal, and to add turn lanes and sidewalks at the intersection. Aspects of the design will include turning movement counts and data analysis to determine turn lane warrants (lane calls) for the intersection. The consultant will also determine what levels of transportation improvements are necessary to provide the highest level of service when the traffic signal is installed. The consultant will also identify temporary and permanent right-of-way easements that are necessary to construct the improvements. At the completion of the design phase, the objective is to prepare a bid and award a construction contract so that the improvements can be implemented, thereby enhancing the health, safety and welfare of the community. ALTERNATIVES CONSIDERED There are a limited number of alternatives available to meet the objectives of the desired improvements. The alternatives considered and analyzed are described in the "Turn Lane Warrant Analysis" report dated 2/10/2014 (attached). The following two recommended alternatives are presented with some discussions of the advantages and disadvantages of each. 1.1. Lake Trafford Road (CR 890) Alternative: Based on the turn Lane Warrant Analysis, the recommendation for this alternative is to add separate eastbound and westbound left turn lanes; and, a separate eastbound right turn lane (existing westbound right turn lane to remain). The advantages of this recommendation are; this configuration addresses the intersection capacity needs. The analysis used the minimum queue and deceleration turn lane length as recommended by the Florida Department of Transportation (FDOT). The result shows excessive delays and queuing for the westbound and eastbound through movements. To provide relief for the through queues, the turn lane lengths were extended over the minimums recommended by FDOT standards. �-. 1.2. Shoulders provide an extra measure of safety for the roadway user and 2-feet was the preferred minimum width. In order to provide a 2-foot paved shoulder on each side of the roadway, the lane widths would have to be reduced to 11 feet for the through movements and 10 feet for the turn lanes. While these lane widths are permissible according to the FDOT MUMS standards, experience shows that 10-foot lane widths cause driver discomfort. Therefore, all lanes widths were designed for 11 feet, and the shoulder widths were reduced to 1 foot where necessary. 1.3. N. 19th Street Alternative: The existing south leg and north leg of N. 19th Street is offset by approximately 25 feet. This separation does not meet the minimum offset criteria established by the FDOT. One disadvantage of meeting the allowable offset for N. 19th Street required encroachment into the clear zone for the existing Lee County Electric Corporation (LCEC) poles. The existing LCEC pole at the northwest corner of the intersection will have to be relocated or the turning radius would be reduced below the 40 feet recommended for WB-40 vehicles. Due to the constraints of the roadway geometry, the right of way and utility impacts, and as this is a low through volume roadway, it is recommended that the northbound and southbound movements be combined as a through/right. SAFETY OF THE TRAVELING PUBLIC The intersection of Lake Trafford Road and N. 19th Street is the primary access point for a large residential development just to the north of the project area. The community of Immokalee is a farming community with a substantial number of residents who walk or ride bicycles as their principal mode of transportation. The traffic data and analysis show an increase in left turn and right turn volumes on Lake Trafford Road. Between2005 to2011, crash data shows that this intersection has experienced one or more right angle, left turn or pedestrian crashes for each of these years. These types of crashes can be corrected by a traffic control signal. Other safety enhancements proposed for this intersection include the elimination of the severe intersection skew for N. 19th Street. This allows traffic to flow more efficiently through the intersection. Sidewalk connectivity, curb-cut ramps and crosswalks are being added for improved pedestrian mobility. Combining these features will enhance the health, safety and welfare of the traveling public. 3. LONG RANGE PLANNING The goals and objectives of Long Range Transportation Planning (LRTP) are to improve the efficiency, operation and interconnectivity of the transportation system in Collier County. The benefits realized from effective planning include, but are not limited to, improved traffic flow and mobility, safer roadways and intersections. At the intersection of Lake Trafford Road and N. 19th Street, the proposed new traffic signal, turn lane additions, sidewalk connectivity and drainage improvements are consistent with the Metropolitan Planning Organizations LRTP for this community. 4. ENVIRONMENTAL FACTORS The proposed improvements will require minimal impact to the natural environment. The South Florida Water Management District (SFWMD) issued an Exemption Permit No. 11-03553- P for construction of improvements after reviewing the project design documents. To qualify for a permit exemption from SFWMD, the design must demonstrate that the improvements will not impact adjacent wetlands or other surface waters. 5. COST The current opinion of probable construction costs is $827,876.39 and is based upon current unit prices for recently completed projects. This estimate is 44.8% below the estimated cost that was presented to the Board on April 9, 2013, under Item 16.A.14.The funding for the Page 7 of 8 Packet Page-486- 5/26/2015 16.A.13. Count Data Turning movement hand counts were conducted over a two day period during the AM (0700-0900 hrs) and PM (1600-1800 hrs) periods in December of 2013 to determine the existing turn lane warrants (lane calls) for the intersection. The raw hand counts were converted to peak season volumes using the 2012 FDOT Peak Season Count factor (PSCF) corresponding to the same week the counts were conducted in 2013. Accordingly, the FDOT table for SR82 & SR 29, N of 1-75 has a PSCF of 1.11 (Refer to Appendix C) which was used to convert raw hand count data to peak season values. Table 1 summarizes the peak hour counted volumes for the project, which are converted to peak season values. These values were used for the turn lane warrant analysis. Improvement Analysis Based on the turn lane warrant recommendations the proposed turn lane improvement lengths are proposed for the intersection using FDOT Index 301 deceleration criteria and a recommended queue. The design speed for Lake Trafford Road is 45mph. Based on FDOT Index 301, the minimum turn lane length is 185 ft (which includes a 50 ft taper) plus required queue. The design speed for 19th Street North is 35mph. The growth factor is based on an assumed 2%traffic growth for a 20 year period (rounded up). Based on the recommended queue and deceleration requirements, the project minimum turn lane lengths are illustrated in Table 3 below.
