DASAC Minutes 11/21/2017November 21.2017 MINUTES OF THE MEETING OF COLLTER COUNTY DOMESTIC ANIMAL SERVICES ADVISORY COMMITTEE Naples, Florida November 21,2017 LET IT BE REMEMBERED, that the Collier County Domestic Animal Services Advisory Committee in and for the County of Collier, having conducted business herein, met on this date at 6:30 PM in REGULAR SESSION at Domestic Animal Services Training Room, Davis Blvd., Naples, Florida, with the following members present: CHAIRMAN: James Spartz VICE CHAIRMAN: Marjorie Bloom SECRETARY: Patrice Worcester James Rich James Seabasty Mary Baker ALSO PRESENT: Darcy Andrade, Director, DAS Kyra Lynch, Shelter Operations Manager, DAS Dan Grossi, Field Operations Manager, DAS Karla Carlisle, Training Coordinator, DAS Kellie Carroll, Administrative Assistant, DAS I. Cdl to Order Chairmrn James Spartz called the meeting to order at 6:30 p.m. [. Attendence A quorum was established. Kellie Crroll presided over the projector displaying the Agenda packet. III. Approval of Agenda IV. Approval of Minutes of the July 18, 2017 Meeting November 21, 2017 Patrice Worcester made a motion to approve the minutes of the July 18, 2017 neeting, there was a second dnd the motion passed 6-0. V. Director's Report Dercy Andrade announced that artificial nrf has been installed in the Meet and Greet yard and that a new fence will be installed next week. Ms. Andrede advised the Board that five hundred thousand dollars ($500,000) was approved during the budget process for the design work for new shelter buildings and upgrades. The Request for Proposd will close on December 2, 2017. Ms. Andnde stated that breed names will be removed from kermel cards to encourage potential adopters to select animals based on personality, not breed. This change will occur late in January, after Chameleon softwale training for all staffhas occurred. Dercy Andrade provided an update on staffing. The new Volunteer Coordinator, Todd Golnick, has started working and is currently in naining. There arc two (2) openings for Veterinary Technician positions. Ms. Andrsde discussed the Memorandum of Understanding that DAS enter€d into with the Humane Society of the United States in the aftermath of hurricane Irma- Volunteers went to mobile home parks, Immokalee, and Everglades City to assist and pulled animals from the shelter to make room for an influx of animals post-storm. Many people evacuated with their pets and fewer animals arrived at the shelter than anticipated. Ms. Andrede provided a list ofthe Advisory Board meeting dates for 2018 and asked the board to consider changing the meeting time to 6:00 p.m. VI. Old Business [. ffirrmgns Treatnent. Ms. Andnde pr€sented a slide show of proposed changes to the Collier County Animal Control Ordinance, Chapter 14, Article II, Sections 14-28 and 14-35, Inhumane Trealrnent of Animals. i. Public Comment Tom Kepp inquired about penalties and was advised by Ms. Andndc that she would like to add language in the inhumane treatsnent section so that it would be a violation. Palrice llorcatcr made a motion to approved the proposed chonges to the Animal Control Ordinance, Chopter 14, Article II, Sections I4-28 and l4-35, there was a second and the motion passed 6-0. Novernber 21,2017 B. Breeder Ms. Andnde presented a slide show of proposed changes to the Collier County Animal Control Ordinance, Chapter 14, Article II, Section 14-28 and Chapter 14, Article IV Section 14-81 , Regulations for Breeders and Pet Shops. Mrriorie Bloom inquircd if DAS investigates advertisements that don't show a brreder permit number and was advised by Ms, Andrrde that DAS does not. Per direction from the County Attorney's Office, DAS should not go looking for violations, but should investigate based on complaints. i. Public Comment Tom Kepp asked if there is anything that rcquires hobby breeders to get veterinary care for their animals. Ms. Andnde responded that yes, they will be required to get veterinary car€ as part of the permitting process. Mr. Kepp thanked Darcy for taking the initiative to amerd the ordinance. Michelle Antonia stated that she thought this was great but wanted to know how DAS will stop people who want their animal to have one litter. Ms. Andrede advised that it should be r€ported to DAS for enforcement. Ms. Antonia also wanted to know if the decision by the County Attomey's Office regarding investigations has been revisited and was advised that it has not. Iamcs Seabosty made a motion to accept the proposed chonges to Collier County Animal Control Ordinqnce, Chapter I4, Article II, Section I 4-28 and Chapter 14, Article IV Section l4-81 , Regulations for Breeders and Pet Shops. There was o second and the motion passed 6-0. Darty Andnde described the process. The document goes to the Comty Attomey's Office, then is presented to the Animal Services Advisory Board and then goes before the Board of Cormty Commissioners. Ms. Andrede will also add changes that were proposed during the shelter assessment. New Business Dercy Andnde presented the Multi-Year Statistical Review. Patrice Worcester asked what is included in the field marked ..Other lntake.,, and was advised that it includes Safekeeping, Confiscate, etc. Jim Rich asked if DAS keeps statistics on how many animals are brought in for surrcnder but end up being kept in their home. Ms. Andnde stated that DAS doesn,t curr€ntly ke€p those statistics, but it is worth looking into for the future. November 21. 2017 Merjorie Bloom asked ifthe adoption numbers include rescues and was advised that it does. Mr. Rich inquired if the salary for a Veterinary Technician position is comparable to private clinics. Ms. Andnde advised that it is actually higher than many private clinics and that Krrla Crrlisle has r€ached out to other organizations to post the job opening. Ms. Andrade also mentioned that t}re Multi-Year Statistical Review, state mandated satistics and the live release rate will all be posted on Collierpets.com. VIII. Public Comment There were no additional public comments. IX. Advisory Borrd Member Comments Marjoric Bloom made a motion to chonge the time offinure Animal Services Advisory Board meeting to 6:00 p.m., there was a second and the motion passed 6-0. James Serbesty discussed the broken marquee sign and stated that he was willing to approach Growth Managernent to determine if the sigr could be replaced with one that is electronic. Jamcs Scabosty made a motion to recommend to the Board of County Commissioners that improvements be made to the generator power at DAS so that all buildings will be powered during any future oulages and there was a second. Jim Rich asked if fimding was readily available and was advised that it would have to be approved by the Board of County Commissioners. Mrriorie Bloom stated that this cannot wait for new buildings; it needs to happen now. There was a vote and the motion passed 6-0. Jamx SparE made a motion to replace Aimee Lelew for lack of attendonce, there was a second and the motion passed 6-0. Jim Rich thanked Dercy Andrede for all of the positive changes at DAS. Petrice Wortester agreed with Mr. Rich. tames Spafiz made a motion to adjoutn, there y)as a second and the motion passed 6-0.
