Recommendation to approve a $365,690.30 work order to Quality Enterprises USA, Inc., under
Request for Quotation 14-6213-20 for Underground Utility Contracting Services for the Bluebill
Avenue Forcemain Replacement, Project Number 70044.
OBJECTIVE: To bring outdated utility infrastructure into compliance with current standards while
meeting the demand for service, protecting public health and safety, and providing proactive
environmental protections.
CONSIDERATIONS: On June 10, 2014, as Agenda Item 11C, the Board of County Commissioners
(Board) approved the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate
Study. The proposed scope of work is consistent with Project 70044, “Forcemain Transmission System
TSP,” on page 3-186, line 74 of the user rate study. Funding for project 70044 is available in and is
consistent with the FY2015 CIP Budget.
The purpose of this project is to proactively replace critical infrastructure that is aging to prevent an
accidental wastewater discharge. The Bluebill Avenue force main is an approximately 40-year-old
subaqueous (underwater) crossing made of iron pipe. This force main provides wastewater service to all
entities west of the Vanderbilt Channel. The condition of this asset is defined as “Red: Level 3 – Risked
Compliance” as reported to the Board at the October 1, 2013, Asset Assessment and Management
Workshop. This project was designed under the Wastewater Basin Program.
The scope of work includes a replacement HDPE force main directionally drilled under the Vanderbilt
Channel. The Public Utilities Department coordinated with the Vanderbilt Beach Beautification
Municipal Service Taxing Unit to minimize disruption to the ar ea and its residents, and to optimize other
underground utility work.
The Procurement Services Division electronically distributed Request for Quotation 14-6213-20, Bluebill
Avenue Force Main, on February 25, 2015, to the six vendors under the Fixed-Term Underground
Utilities Contract No. 14-6213. Five of the vendors submitted quotations by the March 20, 2015,
deadline. The quotations are summarized below.

The engineer’s opinion of probable construction cost is $455,218. Staff reviewed the quotations and
determined Quality Enterprises USA, Inc., to be the lowest qualified and responsive bidder at
approximately 20 percent below the engineer’s cost opinion. The quote tabulation and graph are
Attachments 1 and 2, respectively. The Procurement Services Division concluded that bidding was
competitive and representative of market conditions. The project design professional for the Wastewater

101 Basin, CDM Smith, Inc., also recommends award of this work order to Quality Enterprises USA,
Inc., per the attached letter dated April 8, 2015 (Attachment 3).
Quality Enterprises USA, Inc. has a satisfactory performance and warranty record on other similar county
utility-related construction projects. The bid specifications informed the bidders there may be unforeseen
conditions associated with the project. The project cost includes an allowance of $55,000 for owner-
directed work due to unforeseen corrosive or geological conditions that include, but are not limited to,
repairs due to structural deterioration, and/or replacement of defective mechanical equipment and
deficient electrical components. Subject to the Purchasing Ordinance, staff will negotiate a price for any
additional work due to unforeseen conditions prior to the start of any such work.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY2015 Capital Budget approved
by the Board on September 18, 2014. The source of funding is the Wastewater User Fee Fund (414). The
total capital cost to implement Project 70044, Bluebill Avenue Force Main, is $365,690.30. This asset
is a direct replacement; therefore, operational costs are not expected to change.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio Governing Board of the
Collier County Water-Sewer District, approve a $365,690.30 work order under Request For Quotation
14-6213-20 to Quality Enterprises USA, Inc.; and, authorize the Chairman to sign and execute the work
order after approval by the County Attorney’s Office.

Low Quote Evaluation – Recommendation for Contract Award
Dear Mr. Pajer:
On March 20, 2015, quotes were received by Collier County for the Bluebill Ave. Force Main
project (RFQ No. 14-6213). Five quotes were received. The apparent low quote was
submitted by Quality Enterprises USA, Inc. in the amount of $365,690.30 for Quote Items 1
through 4, including the identified project allowances. This is approximately twenty percent
less than CDM Smith’s opinion of probable construction cost of $455,218. The other four
quotes were submitted by Mitchell & Stark Construction Company, Inc. ($376,545.20),
Douglas N. Higgins, Inc. ($406,818.80), Haskins Inc. ($461,612.00), and Southwest Utility
Systems, Inc. ($530,264.00). The quote tabulation summary is attached.
CDM Smith has reviewed the quote submitted. The price appears reasonable to properly
complete the work. Quality Enterprises USA, Inc. is on the County’s Annual Contract for
Underground Utility Contracting Services and as such should be qualified to properly perform
the work on this project.
In summary, CDM Smith believes that Quality Enterprises USA, Inc. is the lowest, responsive,
responsible quoting firm and is qualified to perform the construction of the Bluebill Ave.
Forcemain project. CDM Smith recommends that Collier County award the project for the total
quote for Items 1 through 4 including the project allowance.
