Agenda 05/12/2015 Item #16A 3EXECUTIVE SUMMARY Recommendation to accept a Resolution Amending Exhibit “A” to Resolution No. 2013- 239, the list of speed limits on County maintained roads, to establish a speed limit of forty (40) mph for Hacienda Boulevard (f/k/a Benfield Road), approximately 1-mile east of Collier Boulevard (CR 951) from Rattlesnake Hammock Road to a point approximately 1.5 miles north. OBJECTIVE : To obtain Board of County Commissioners (Board) approval of a Resolution establishing a speed limit on Hacienda Boulevard (f/k/a Benfield Road, hereinafter referred to as Hacienda Boulevard) east of Collier Boulevard (CR 951). CONSIDERATIONS : The Transportation Engineering Division (Traffic Operations Section) and the Transportation Planning Division of the Growth Management Department, reviewed an engineering and traffic investigation study prepared by Trebilcock Consulting Solutions (TCS) to determine the appropriate speed limit on Hacienda Boulevard. Hacienda Boulevard is being proposed as a north-south four-lane rural arterial roadway approximately 1-mile east of Collier Boulevard from Rattlesnake Hammock Road to tie into the Wilson Boulevard Extension. The segment of the roadway, which lies 1.5 north of Rattlesnake Hammock Road is within the Hacienda Lakes Development of Regional Impact (DRI) and will be constructed as a two –lane roadway as part of a development commitment (Collier County Ordinance 2011-41). This study prepared by TCS establishes the required speed limit for the two-lane segment as 40 mph. A revised resolution will be brought back to the Board to establish the speed limit of the ultimate roadway footprint. Florida Statutes require that the proposed speed zone values as outlined in Sections 316.183 and 316.189 be based upon an engineering and traffic investigation study. Upon completing an engineering and traffic investigation study, Section 316.189 F.S. provides that the Board may set speed zones after the investigation determines such a speed is reasonable and in conformity with criteria promulgated by the Florida Department of Transportation. The completed engineering and traffic investigation study found that a speed limit of 40 mph on Hacienda Boulevard east of Collier Boulevard, north of Rattlesnake Hammock Road, is warranted and that the proposed speed limit is reasonable and in conformity with the defined criteria. FISCAL IMPACT : The cost of installing the speed limit signs will be borne by the developer improving the roadway. No public funds are required to implement these improvements. LEGAL CONSIDERATIONS : This item is approved as to form and legality, and requires majority vote for Board approval.—SRT GROWTH MANAGEMENT IMPACT : This action will result in no growth management impact. RECOMMENDATION : That the Board accept the attached Resolution Amending Exhibit “A” to Resolution No. 2013-239, the list of speed limits on County maintained roads, to establish a speed limit of 40 mph for Hacienda Boulevard (f/k/a Benfield Road) from approximately 1.0 miles east of Collier Boulevard (CR 951) and from Rattlesnake Hammock Road to a point approximately 1.5 miles north and authorize the Chairman to execute the Resolution. Hacienda Boulevard (fka Benfield Road) – Speed Limit Study Report — Nov 2014 Trebilcock Consulting Solutions, PA Page | 4 Roadway Description ‐ Background Hacienda Boulevard (fka Benfield Road) is a proposed arterial roadway located within the Hacienda Lakes Development of Regional Impact (DRI). The purpose of this report is to determine the appropriate speed limit for the subject roadway within the Hacienda Lakes Development of Regional Impact (DRI). Hacienda Boulevard is proposed as a north ‐south road way approximately 1 mile east of Collier Boulevard and it is being constructed by the Hacienda Lakes DRI developer as part of a development commitment (Collier County Ordinance 2011 ‐41). This roadway will tie into and be part of the Wilson Boulevard Extension/Benfield Road Corridor, which Collier County completed a study repo rt for in December 2009. Within the Hacienda Lakes DRI, there are 1.5 miles of the 20 mile long study area. Based on Wilson Boulevard Extension/Benfield Road Corridor Study – Chapter 3.1 Design Criteria, the future Benfield Road will be under Collier County jurisdiction and it will be a four ‐lane rural ar terial, with suburban and urban sections, with design speeds ranging from 45mph to 55mph. Section 336.045 of the Florida Statues requires that “Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways” (aka Florida Greenbook), be utilized for all public roads in the state unless a municipality or county has adopted other cr iteria. Collier County utilizes this manual as the minimum standards for all of the roads in its highway network. The Florida Greenbook states that the safety characteristics of the design should be given primary consideration. The primary intent for establishing a speed limit is to im prove vehicular and pedestrian safety by reducing the probability and severity of crashes. An established speed limit notifies the driver of the maximum and/or minimum speed that is considered reasonably safe in optimum weather and visibility conditions. Roadway Design Characteristics Roadway design characteristics are extracted from the approved Hacienda Boulevard (fka Benfield Road) Design Criteria Report (DCR). Hacienda Boulevard is being proposed as an initial two lane mixed shoulder/curb and gutter roadway that will ultimately be a four Packet Page -398- 5/12/2015 16.A.3. The interim 2 ‐lane roadway design proposes 11 foot wide travel lanes and undesignated bike lanes; the build ‐out 4 ‐lane roadway is designed with 11 foot travel lanes and 4 foot bike lanes on both sides of the roadway. Based Florida Greenbook criteria, as captured in th e Hacienda Boulevard DCR, the design speed for this roadway project is 45 mph with a posted speed limit of 45 mph. As an interim measure, the initial 2 ‐lane roadway condition will have a posted speed limit of 40mph. However, as coordinated with Collier County Staff, a design speed of 50 mph will be utilize d for the horizontal alignment and the calculation of turn lane lengths. Based on the adjacent land uses and on the existing planned connection points within the community, the recommended roadway access spacing classification, within Hacienda Lakes DRI is Access Class 3, as illustrated in the Hacienda Boulevard DCR. Surrounding Characteristics ‐ Environmental Considerations Hacienda Boulevard will provide access to mixed ‐use developments such as Hacienda Lakes MPUD, Hammock Park Commerce Center CPUD and McMullen MPUD, via Rattlesnake Hammock Road extension. Section 336.045 of the Florida Statues requires FDOT to provide compatibility of transportation facilities with the surrounding natural or manmade environment. Transportation projects often pro duce unintended consequences for wildlife and habitat. The new proposed Hacienda Boulevard encroaches on panther and black bear habitat. Recommendation The primary purpose of speed limits is to enhance safety by reducing the risks imposed by drivers in their choice of speed. Another function of speed limits is to achieve an orderly flow of traffic and improve traffic flow efficiency. Our speed limit recommendation was based on achieving a balance between tran sport system safety, mobility and environmental impact. Packet Page -399- 5/12/2015 16.A.3. As an interim measure, it is recommended to establish the speed limit for the initial 2 ‐lane roadway condition at 40mph. These recommendations are based on the Hacienda Boulevard DCR – access m anagement roadway functional classification data, adjacent land uses and environmental conservation.
