EXECUTIVE SUMMARY
Recommendation to approve Change Order#12 in the amount of$114,853.20 to Deangelis Diamond
Construction on Contract 13-6137, Collier County J-1 HVAC System Replacement, and authorize
the necessary Budget Amendment to install security related devices in the J-1 Section of the Naples
Jail.
OBJECTIVE: To increase the security and safety for inmates in the J-1 Section of the Naples Jail in
accordance with the recommendations of a technical resource working in conjunction with the National
Institute of Corrections(NIC), Department of Justice.
CONSIDERATIONS: The Division of Facilities Management is responsible for the maintenance,
repair, capital replacement, and construction of over 900 County structures, including the Naples Jail
Facility which houses Collier County Sheriff's Office inmates.
The upgrading of Heating, Ventilation, and Air-Conditioning (HVAC) systems in the J-1 Section of the
Naples Jail Center is a five million six hundred thousand dollar ($5,600,000); four (4) year project
contracted with Deangelis Diamond Construction (DDC)and is currently in its final year of completion.
On July 10, 2014, a technical resource, working in conjunction with the Sherriff s Office and the
Department of Justice's National Institute of Correction (NIC), provided recommendations for the Naples
Jail Facility, which if performed, would increase the security and safety of inmates held in 312 individual
holding cells. A specific safety and security recommendation requires the customization of each
individual holding cell. The method and installation procedure for this customization was developed and
tested in one (1) individual holding cell by Corrections Staff and DDC, and has been approved by the
Sheriffs Office Corrections Staff as an appropriate modification in accordance with the recommendation
identified in the NIC Technical Assistance Report. This type of work requires that inmate pods be vacant
while the work is performed. DDC is currently working in vacant Jail Pods 3 and 4 and will be starting
the final two Jail Pods in April which will be vacated at that time.
Staff is recommending this change order and upgrade in the amount of one hundred fourteen thousand
eight hundred fifty three dollars and twenty ($114,853.20) be issued to DDC to complete the
customization of the entire 312 individual cells to comply with the NIC Technical Assistance Report
recommendations based on the following:
- The contractor's personnel developed the specific installation procedure for the customization of the
individual cells to work in conjunction with the upgraded HVAC system;
• The contractor is currently working in the jail and has qualified personnel who are experienced at
working inside the jail and its environment;
• The contractor has already completed the process of having its personnel obtain the required
Correctional Security clearances;
- Since the contractor will be working in the vacated Jail Pods 5 and 6, they can customize those two
pods while completing the final phase of the HVAC project, a three (3) month schedule savings over
mobilizing another contractor after the HVAC project is completed; and
• The installation of the customization in the other, previously HVAC upgraded Pods 1, 2, 3, & 4; will
require significant cooperation and coordination between the Correctional Staff and the contractor, a
relationship that has been highly successful with DDC.
This item and Staffs recommendation has been reviewed by the Chief of Corrections and is fully
supported.

The details of this project are exempt from Florida's Public Records Law as provided for in Section
119.07 and Section 281.301, Florida Statutes.
FISCAL IMPACT: A Budget Amendment in the amount of $114,853.20 is required to transfer
funds from County-wide Capital Project Fund 301 Reserves to increase Naples Jail Project 52008.
J,EGAL CONSIDERATIONS: This item has been approved as to form and legality and
requires majority vote for approval.—CMG
GROWTAMANAGEMENTIMPACT: There is no impact to the Growth Management Plan related
to this action.
RECOMMENDATION: That the Board of County Commissioners approves Change Order #12 in the
amount of $114,853.20 to Deangelis Diamond on contract 13-6137 Collier County J1 HVAC System
Replacement and authorizes the necessary Budget Amendment to install security related devices in the J-1
Section of the Naples Jail.

After the award of this contract the CCSO requested a specific safety and security modification to portions of the HVAC duct system.
This specific safety and security recommendation requires the customization of each individual holding cell.The method of installation

Diamond Construction (DDC)and has been approved by the Sheriffs Corrections Staff as an appropriate modification to the
