EXECUTIVE SUMMARY
Recommendation to approve a Resolution superseding Resolution No. 2013-28, the Collier Area
Transit Bus Fares and Transit Fee Policy, and authorize staff to establish a student summer pass
program.
OBJECTIVE: To ensure that students have access to affordable transportation to broaden their
accessibility to libraries, parks, museums and summer internships, employment opportunities and gain
familiarity with the transit system.
CONSIDERATIONS: Young people experience learning losses when they do not engage in educational
activities during the summer. In addition to the academic knowledge loss, children tend to gain weight
more rapidly when they are out of school during summer break. Collier County has many parks,
museums, libraries and other summer programs available to our youth; however, many students are
limited due to their lack of affordable transportation alternatives. Public Transit & Neighborhood
Enhancement (PINE) staff is proposing to create the Collier Area Transit "Summer Paw Pass" to
encourage our youth to visit libraries, parks, museums, summer internships, employment opportunities
and gain familiarity with the transit system. Students age 17 and under would be eligible for the paw
pass. It would be valid from June 1 each year through August 31 to coincide with summer break. The
cost of this pass would be$30.00.
PINE staff recommends Board approval of the creation of the Summer Paw Pass and a Resolution
establishing the program superseding Resolution No. 2013-28.
PTNE staff will monitor the pass usage on an annual basis.
FISCAL IMPACT: Staff anticipates approximately 100 students who don't currently utilize the transit
system to participate in this program in the first year. Therefore, it is anticipated that farebox revenues
will increase by $3,000 for the current fiscal year. Existing staff will be responsible for printing the
smartcards. Printing materials and staff time is anticipated at approximately $2 per pass, this includes the
cost of the smartcard.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners approves the attached Resolution
superseding Resolution 2013-28, the Collier Area Transit Bus Fares and Transit Fee Policy, and
authorizing the creation of the Collier Area Transit Summer Paw Pass program.

A RESOLUTION SUPERCEDING RESOLUTION NO. 2013-
28, WHICH REVISED THE COLLIER AREA TRANSIT
(CAT) BUS FARES AND TRANSIT FEE POLICY, AND
AUTHORIZING STAFF TO CREATE A NEW FARE
CATEGORY KNOWN AS SUMMER PAW PASS.
WHEREAS, the Board of County Commissioners has the authority to approve
the Collier Area Transit(CAT)bus fares and transit fee policy; and
WHEREAS, on October 23, 2012 and after.due consideration on its agenda and
majority vote, the Board adopted Resolution 2012-192 establishing the CAT bus fares
and transit fee policy; and
WHEREAS, on February 12, 2013 and after due consideration on its agenda and
majority vote, the Board adopted Resolution 2013-28 establishing the CAT bus fares and
transit fee policy; and
WHEREAS, Collier County would like to extend affordable transportation
alternatives to our area youth to encourage participation in education, recreational and
employment opportunities; and
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY THAT:
1. Collier Area Transit(CAT) is hereby authorized to set bus fares in accordance with the
below schedule:

A RESOLUTION SUPERSEDING RESOLUTION NO. 2012-
192, WHICH ESTABLISHED THE COLLIER AREA
TRANSIT(CAT) BUS FARES AND TRANSIT FEE POLICY,
BY ADDING AN ADDITIONAL NEW POLICY
PROVIDING FOR AN ELDERLY/DISABLED REDUCED
FARE FOR THE SUBCONTRACTED TRANSPORTATION
PROVIDER WITH THE FLORIDA COMMISSION FOR
THE TRANSPORTATION DISADVANTAGED THAT
PROVIDES TRANSPORTATION SERVICES UNDER THE
NON-EMERGENCY TRANSPORTATION MEDICAID
CONTRACT FOR COLLIER COUNTY.
WHEREAS, the Board of County Commissioners ("Board")has the authority to
approve the Collier Area Transit(CAT)bus fares and transit fee policy;and
WHEREAS, on March 27, 2012, the Board voted to provide notice to the Florida
Commission for the Transportation Disadvantaged (FCTD) and the community of the
intent to discontinue providing Medicaid transportation service in Collier County
effective June 30, 2012; and
WHEREAS, on July I, 2012, Medical Transportation Management, Inc. (MTM)
began providing transportation services as the subcontracted transportation provider with
the FCTD under the non-emergency transportation Medicaid contract;and
WHEREAS, on October 23, 2012, the Board adopted Resolution 2012-192
establishing the CAT bus fares and transit fee policy; and
WHEREAS, in December 2012, MTM notified the FCTD of the intent to
discontinue providing Medicaid transportation services in Collier County because it is
operating at a loss; and
WHEREAS, on December 5, 2012, the Local Coordinating Board for the
Transportation Disadvantaged endorsed the County's provision of assistance to MTM,
Inc., in order to continue Medicaid transportation services in Collier County.
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY THAT:
