Recommendation to award RFQ# 14-6213-28, "Bay Colony Shores Fire Main Conversion" to
Douglas N.Higgins,Inc for the cost of$687,720.40,Project Number 71010.
OBJECTIVE: To provide a compliant and reliable potable water system to Collier County Water-Sewer
District(CCWSD)customers in Bay Colony Shores.
CONSIDERATIONS: The proposed scope of work for Project 71010"Distribution System Renewal and
Replacement" is consistent with the 2010 Water CIP Update, page 3 of 4, line 90, as identified in the
2011 User Fee Rate Study. Funding for project 71010 is available in, and is consistent with,the FY2015
CIP Budget.
The potable water main in Bay Colony Shores was installed in 1988. There are approximately 6,000
linear feet of cast iron pipe 4 inch and 6 inch in diameter. Currently, there are 65 residential connections.
In addition to the potable water main, there are approximately 5,500 linear feet of 6 inch and 8 inch in
diameter PVC fire line installed in 2006. Typically, potable water and fire protection are provided to
residential neighborhoods by one dual purpose main.
This project is part of the potable iron pipe replacement program. It was elevated in priority because the
pipe is not structurally sound or reliable and has reached the end of its useful life.
In order to most efficiently construct the project with a minimum of neighborhood disruption, the newer
PVC fire line will provide combined potable water and fire protection to Bay Colony Shores. Excavation
will be limited to eight areas where the existing fire line needs to be extended to loop the water system,
and where the installation of new meters and back flow preventers is required. A Bill of Sale(Attachment
6), that re-conveys the existing fire line to the CCWSD was executed on March 13, 2015 from Bay
Colony Community Association,Inc.to Collier County.
The county distributed Request for Quotation #14-6213-28, "Bay Colony Shores Fire Main Conversion"
(Attachment 3) on February 24, 2015, to the six vendors under Fixed-Term Underground Utilities
Contract No. 14-6213. Four contractors submitted quotations by the March 13, 2013, deadline. The
quotations are summarized below and in Attachment 1 and 2.

County staff determined the lowest quote to be fair and reasonable and recommends awarding the project
to Douglas N. Higgins, Inc., the lowest responsive and qualified vendor. The quote received was 17
percent more than the engineer's cost opinion.In a letter dated March 18,2015(Attachment 5),the design
professional, Q. Grady Minor, recommends awarding the work order (Attachment 4) to Douglas N.
Higgins, Inc. Douglas N. Higgins, Inc. has a satisfactory performance and warranty record on previous,
similar utility-related projects. .

FISCAL IMPACT:Funding is available in,and is consistent with,the FY2015 Capital Budget approved
by the Board on September 18,2014.The sources of funding are the Water User Fee Fund(412).
LEGAL CONSIDERATIONS:This item is approved as to form and legality,and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, as Ex-officio the Governing Board
of the Collier County Water and Sewer District approve the award of RFQ# 14-6213-28, "Bay Colony
Shores Fire Main Conversion"to Douglas N. Higgins, Inc for the cost of$687,720.40; and authorize the
Chairman to sign and execute the work order after final approval by the County Attorney's Office.

can only enter as group due to security concerns and Bay Colony policy.

• It was requested that the Bid Schedule for the project will be reissued.
RESPONSE: See attached Bid Schedule titled "Bay Colony Bid Form Revised 20150309.pdf'
• It was requested that the Direct Purchase Materials List be provided to all bidders.
RESPONSE: See attached Direct Purchase Materials List titled "County Direct Purchase Materials
List for Bay Colony 20150309.pdf"
• It was requested if the Bid due date will be extended.
RESPONSE: The new bid due date will be Friday (3/13/2015).
• An internal lay-down site will need to be confirmed/identified with Luann Giovannelli with Bay
Colony Community Association (BCCA). The potential addresses for lay-down areas inside the Bay
Colony Shores project are: 385 Colony Drive, 7318 Tilden Lane, and 323 Cromwell Court.
RESPONSE: At this time after positive discussions with the Bay Colony Community Association
representatives, the prospective bidders are directed to complete their bids assuming that an onsite
laydown area will be available within the Bay Colony Shores project area.
• Clarification of Note 9 of the Supplemental Project Requirements was requested in relation to
the required underground utility markings per the Florida Administrative Code.
RESPONSE: See modified note 9 language: 9. Contractor shall locate all underground utilities prior
to starting construction per F.A.0 556.114. Chalk based or water soluble marking paint may be used
.-. on sidewalks, curbs, and all paver brick surfaces in accordance with Low-impact Marking practices.
Offsets of underground utilities may be utilized to minimize impact to existing project hard service.
• Clarification concerning how water meters that may need to be moved greater than 10 feet

from the existing meter locations will be addressed for payment purposes. 4/14/2015 16.C.3.
RESPONSE: The following note will be added to the end of the Supplemental Project Requirements
section of the Bid documents: 37. All service relocations less than 10 feet from the existing meter
locations should be included in the per meter price and should be coordinated with Collier County
Water Department. In the event of relocated services more than 10 feet from the existing service, the _
Contractor will be compensated on a Time and Materials basis, with the rate provided in the bid.
• Clarification was requested on whether or not the sections of sidewalks that need to be
removed in order to complete the proposed water service connections and water main extensions can
be reinstalled at one time near the end of construction.
RESPONSE: Sidewalk shall be reinstalled on a street by street basis after the installation of the
proposed water service connections and water main extensions on each individual street. After the
proposed water service connections have been completed, the affected area between the remaining
sidewalk sections will be backfilled with 57 stone and compacted flush with the existing sidewalk on
either side on a temporary basis until all other water connections are completed on the associated
street. The excavation/removal of the temporary material for the forming and poring of the final
sidewalk section will be considered incidental to the project and additional fees will not be considered.
• It was requested that a deviation from Collier County Standard utility detail W-12 removing the
requirement for the installation of a 4 inch PVC sleeve for all water service installations underneath
the existing roads inside the Bay Colony Shores project will be allowed to limit impact to the adjacent
property.
RESPONSE: The prospective bidders are directed to complete their bids assuming that the 4 inch
PVC sleeve will not be required. Collier County will prepare and provide a copy of the approved
deviation prior to start of construction.

Dear Ms. Dueri:
We have reviewed the four quotes received by the County for RFQ #14-6213-28 Bay Colony
Shores Fire Main Conversion. The bidders and their quoted prices are identified below as
provided by the County Purchasing Department. The apparent low quote is from D.N. Higgins,
Inc. in the amount of$687,720.40.

D.N. Higgins has successfully completed other construction projects for Collier County and is on
the County's list of approved utility contractors. The engineer's estimate is $590,312.35.
Therefore, we recommend award of this construction contract to D.N. Higgins in the amount of
$687,720.40 subject to a final review by the Purchasing Department of the quotation documents.
