t" EXECUTIVE SUMMARY
Recommendation to approve a $354,900 work order to Youngquist Brothers, Inc., under Board
approved contract 12-5871 for Well Drilling,Testing and Maintenance Contracting Services(Quote
#5) for the Livingston Road Irrigation Quality Water Aquifer Storage and Recovery Well System
Monitoring Well Modification,Project Number 74030.
OBJECTIVE: To deepen the existing monitoring well, LHZ2MW-1, at the Livingston Road Irrigation
Quality(IQ)Water Aquifer Storage and Recovery(ASR)Well site,as required by the Florida Department
of Environmental Protection(FDEP)-issued Underground Injection Control(UIC)permit for cycle testing
ASR Well#2.
CONSIDERATIONS: On June 10, 2014, as Agenda Item 11C, the Board of County Commissioners
(Board) approved the Water, Wastewater, Irrigation Quality Water, and Bulk Potable Water User Rate
Study. The proposed scope of work is consistent with Project 74030, "IQ Aquifer Storage and Recovery
—Livingston Road"on page 3-188, line 121 of the user rate study. Funding for project 74030 is available
in and is consistent with the FY2015 CIP Budget.
Collier County has developed a robust and sustainable IQ water program that provides more than five
billion gallons of reclaimed water annually. However, even with the extensive reuse program, excess IQ
water must be disposed of via deep injection wells during rainy periods when irrigation demand is low. To
expand and maximize the effectiveness of its existing reuse program, the county embarked on the
Livingston Road IQ Water ASR project. ASR wells provide the most cost-effective means to store IQ and
supplemental well water during wet weather conditions for use during the dry season. With adequate
seasonal storage, reclaimed water can be used much more effectively, reducing water withdrawals from
surface or groundwater systems during critical dry season periods, and reducing the loss of valuable
freshwater resources.
The goal is to operate five ASR wells with the potential of storing 375 million gallons of IQ water annually
for use during the dry season. Two ASR wells have been constructed. On September 11, 2012, as Agenda
Item 11F,the Board approved the construction of ASR Well #1. On December 10, 2013, as Agenda Item
11D, the Board approved the construction of ASR Well #2. During the permitting of ASR Well #2, the
FDEP changed the UIC monitoring well permit conditions for cycle testing the two ASR wells. To meet
these new FDEP requirements, monitoring well LHZ2MW-1 must be drilled deeper to approximately 620
to 840 feet below land surface.
The Procurement Services .Division electronically distributed Request for Quotation 12-5871-05,
Livingston Road IQ Water ASR System Monitor Well Modification, on February 18, 2015, to the two
vendors under the Well Drilling, Testing and Maintenance Contract No. 12-5871 - Category 4. One
contractor submitted a letter declining to submit a quote (Attachment 1) and the other contractor
submitted a quote by the February 27,2015,deadline as summarized below.

Staff reviewed the quotation and determined Youngquist Brothers, Inc. (Youngquist), to be qualified and
responsive;however,the original $398,765 quote was considered to be too high. Per the Board approved
contract, staff met with the contractor on March 9, 2015, to negotiate terms and conditions. During the
negotiation meeting, Youngquist stated that their price included repair of an adjacent pond liner because
the pond needed to be temporarily filled to support the drill rig. To address this, a lesser base cost of .
$319,900 was agreed to, plus the addition of a$35,000 owner-directed time and materials allowance for
pond liner and site repairs should damage occur during construction. This negotiation reduced the cost by
$43,865 if the entire $35,000 allowance is used. If the $35,000 allowance is not used,there is a $78,865
cost reduction. As a result of the negotiation, the contractor provided a revised quotation on March 12,
2015 (Attachment 2) for $354,900 including the allowance. As a result of this revised quote, staff
considered two options: 1)Accept the revised quote from Youngquist for$354,900;or,2)Bid the project
out to more contractors. Public Utilities staff and CDM Smith, Inc. recommend accepting the quote and
awarding the work order to Youngquist because the resultant quote is within 6% of the Engineer's
estimate once allowances are accounted for(Attachment 3).

RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, approves the attached $354,900 work order under contract 12-
5871 (Quote # 05) to Youngquist Brothers, Inc.; and, authorizes the Chairman to sign and execute the
work order after fmal review by the County Attorney's Office.

Quote Evaluation-Recommendation for Contract Award
Dear Ms. DelToro:
On March 12, 2015,a quote was received by Collier County for the Livingston Road IQ Water
ASR System Monitor Well Modification project.The quote was solicited through the Well
Drilling,Testing and Maintenance contract (#12-5871). The quote submitted by Youngquist
Brothers, Inc. (YBI)was in the amount of$398,765.0o. Layne Christensen,the other well
driller under the 12-5871 contract, declined to submit a quote. Subsequent to receipt of the
YBI quote,a meeting was held between Public Utilities Planning and Project Management
Division, Purchasing,YBI and CDM Smith. Based on the meeting a negotiated project price
of$354,900 was reached. The project price includes an owner directed time and materials
allowance of$25,000 and a time and materials pond liner repair allowance line item in the
amount of$35,000. The negotiated project price less the allowances is$294,900. This
amount is approximately 18 percent higher than the$250,000 estimate provided on
September 25, 2014 by CDM Smith.
CDM Smith has reviewed the quote provided by YBI and while it is above the planning level
estimate obtained early in the design phase, it appears reasonable given the requirements of
the final design and the level of risk in the project. When the planning level estimate was
requested in September 2014, CDM Smith provided draft design plans of the monitoring
well improvements. Specifications for the project were not provided at that time.
Subsequent to the request for the cost estimate,the County identified several modifications
to the design plans and identified specific project requirements which were to be included
in the project specifications. The major changes reflected in the final design are the
inclusion of a flow meter and additional piping on the discharge of the monitoring well,
strict requirements for protection of existing infrastructure and landscaping and limitation
on the techniques which may be used for performing the drilling work. The cost for the
flow meter and additional piping is included in line item six of the quote,which was
$30,000. Adjusting for the difference in cost for the flow meter and piping results in a
variance of approximately 6%above the estimate. The cost of the protection of existing
infrastructure and limitation on the construction techniques is likely carried in the
Mobilization and Demobilization and Well Construction line items.

CDM Smith believes that YBI is qualified to perform the construction of the Livingston Road
IQ Water ASR System Monitor Well Modification project and that the negotiated price
represents a reasonable project cost. CDM Smith recommends that Collier County award
the project for the total Quote, for Base Quote Items 1 through 7 plus the project allowance.
