EXECUTIVE SUMMARY
Recommendation to authorize execution of the 2014/2015 Federal Highway Administration Flexible
Funds grant award for the purchase and installation of bus shelters in the amount of 5287,124 and
appropriate a budget amendment.
OBJECTIVE: To obtain grant funds for the construction of bus shelters and amenities to support Collier
Area Transit system.
CONSIDERATION: On June 24, 2014, the Board approved Agenda Item 16D13 authorizing the
submittal of a grant application for the 2014/2015 Federal Highway Administration Flexible grant funds
in the amount of$287,124 for bus shelter design, purchase and installation for up to 12 shelters. The
grant requires a 20% match. Collier County received authorization from Florida Department of
Transportation (FDOT) on August 19, 2014, to use toll revenue credits in the amount of$71,781 as a soft
match for the grant.
On February 23, 2015, county staff received notification of award from the Federal Transit
Administration (FTA). Execution of the grant is processed through the FTA Transportation Electronic
Award Management System.
Management
IMPACT: A budget amendment is required in FY14 in the amount of$287,124 to recognize
the grant revenue funds to Collier Area Transit (CAT) Grant Fund (424), Project 33369. Collier County
has received approval from the Florida Department of Transportation for the use of toll revenue credits in
the amount of$71,781 as soft match in FY 14 Capital Grant Funds.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: Transit capital and operations supports goals and objectives of
the Transportation Element of the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners (1) authorize execution of the grant
award for the 2014/2015 Federal Highway Administration Flexible Fund grant award in the amount of
$287,124 through the FTA Transportation Electronic Award Management System and (2) approves the
necessary budget amendments.

This is in response to the memorandum dated August 9,2014, requesting the Department's authority
to grant a request by Collier Area Transit to use state toll revenue credits in the amount of$71,781 as
soft match for Collier Area Transit's pending capital portion of their FTA application. In accordance
with Title 23 United States Code Section 120(j) and the State of Florida's adopted policy regarding the
use of toll revenue credits for public transit capital projects,we concur with your determination of
eligibility and hereby authorize Collier Area Transit to use $71,781 in State of Florida toll revenue
credits as soft match for these FTA projects.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects
at a 100%federal share. When providing a copy of this authorization to Collier Area Transit please
ask them to reference the use of these credits in their project budget sheets of their FTA application,
and send a copy of this authorization letter to their FTA Project Manager. Also include the item
number reference where these projects are included in the STIP. FDOT will work with the Federal
Highway Administration to ensure that the use of the toll revenue credits is properly accounted and
recorded.
