EXECUTIVE SUMMARY
Recommendation to award ITB #15-6393 for the Traffic Signal Upgrade at the intersection
of Golden Gate Parkway and Tropicana boulevard to Highway Safety Devices, Inc., in the
amount of$479,967.30 for Project#60172.
OBJECTIVE: The purpose of the project is to upgrade the existing span wire traffic signal
installation to a steel mast arm assembly at the intersection of Golden Gate Parkway and
Tropicana Boulevard.
CONSIDERATIONS: Span wire traffic signals within ten miles of the coastline are subject to
damage by high winds and possible complete destruction during a hurricane. Replacement of
this existing span wire traffic signal with a steel mast arm assembly will result in a more secure
traffic control installation during inclement weather. Signal upgrades will also be included with
this work. The Engineer's Opinion of Probable Cost for this improvement was $455,756.79.
On December 19, 2014, notices were sent to 2,280 prospective bidders and 49 bid packages were
downloaded for ITB #15-6393, Traffic Signal Upgrade at the intersection of Golden Gate
Parkway and Tropicana Boulevard. A pre-bid meeting was held on January 6, 2015. Bids were
opened on January 20, 2015, and staff evaluated the three submittals listed below:
Highway Safety Devices, Inc. $479,967.30
American Lighting and Signalization, Inc. $619,538.00
OnPower Services, LLC (Non-Responsive) Non-responsive
OnPower Services, LLC, was deemed non-responsive as the contractor did not provide itemized
unit prices or alternate pricing; therefore, the bid was disqualified. American Lighting and
Signalization, Inc.'s bid was $139,570.70 greater than Highway Safety Devices, Inc. for the
painted mast arm assemblies.
The Highway Safety Devices, Inc. bid was 5.04% above the Engineers Opinion of Probable
Cost. Following review, staff recommends awarding ITB #15-6393 to Highway Safety Devices,
Inc., as the lowest, qualified and responsive bidder. The mast arm assemblies shall be painted
per Board of County Commissioners' (Board) direction as noted from the February 10, 2015,
Board meeting.
FISCAL IMPACT: Funds in the amount of$479,967.30 are available in the Traffic Operations
Intersection Enhancement Project(#60172). Source of funds is Gas Tax.
The Traffic Operations Section currently utilizes funding of approximately $600,000 to maintain
205 signalized intersections (an estimated $3,000 annual maintenance cost per intersection). The
upgrade of this intersection should not impact ongoing maintenance costs, as this intersection is
not incremental to the county network, but rather a safety enhancement.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT

GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
RECOMMENDATION: That the Board award ITB #15-6393, Traffic Signal Upgrade at the
intersection of Golden Gate Parkway and Tropicana Boulevard to Highway Safety Devices, Inc.,
in the amount of $479,967.30 and authorize the Chairman to execute the attached agreement
after final review by the County Attorney's Office.
