EXECUTIVE SUMMARY
Recommendation to approve and adopt, by Resolution, the updated Collier County's
Multi-Jurisdictional Local Mitigation Strategy (LMS) (formerly the Hazard Mitigation
Plan) for Collier County and its jurisdictions.
OBJECTIVE: To adopt, by Resolution, the updated Collier County Multi-Jurisdictional Local
Mitigation Strategy (LMS) (formerly the Hazard Mitigation Plan) for Collier County.
CONSIDERATION: On December 14, 2004, the Board of County Commissioners approved
Resolution No. 2004-390 thereby approving the Local Mitigation Strategy, formerly the Hazard
Mitigation Plan. Collier County's current LMS expires on April 13, 2015. The LMS has been
under revision since June 2014. The main modifications have addressed updating local hazards
and vulnerability analyses. The LMS plan seeks continuous input from the public and local
municipalities with quarterly meetings, website posting of documents, and public notices. The
plan is required by the Federal Disaster Mitigation Act of 2000. The LMS is part of the
Department of Emergency Management's disaster recovery program planning efforts.
The updated document is over 230 pages. This document has been posted on the CollierGov.net
website at: (http://www.colliergov.net/index.aspx?page=7387) for comment since October 2014.
A copy of the document will be posted at the South Regional Library's reference section and will
be available upon request.
The Florida Division of Emergency Management has given a provisional approval of the plan,
pending the Board's approval and subsequent approval by recognized local jurisdictions.
(NOTE: FEMA defines the jurisdictions as the municipalities and the local school board. Each
jurisdiction has a year from the date on the signed FEMA approval letter for the first jurisdiction
to adopt the LMS.)
This updated document was approved by the Collier County Local Mitigation Strategy Working
Group of the Citizen Corp's Advisory Board on January 16, 2015.
FISCAL IMPACT: The following Stafford Act and National Flood Insurance Act mitigation
grants require a FEMA approved LMS as referenced above:
• Pre-Disaster Mitigation (PDM) Grant Program
• Hazard Mitigation Grant Program (HMGP)
• Flood Mitigation Assistance (FMA)Program
• Severe Repetitive Loss (SRL)Program

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: Approval of this plan is an integral part of the
Community Rating System an on-going Floodplain Management Program.
RECOMMENDATION: Adopt, by Resolution, the updated Collier County Multi-
Jurisdictional Local Mitigation Strategy (LMS).

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPROVING THE MULTI-
JURISDICTIONAL LOCAL MITIGATION STRATEGY FOR COLLIER
COUNTY
WHEREAS, post-disaster funding will be received more quickly by pre-identifying
mitigation projects; and
WHEREAS, communities with a mitigation plan will be entitled to receive Hazard
Mitigation Grant Program, Pre-Disaster Mitigation Grant Program & Flood Mitigation
Assistance Grant Program funding; and
WHEREAS, substantial savings will be realized because the costs of mitigation are less
than the costs of recovery and rebuilding; and
WHEREAS, On December 14, 2004 the Board of County Commissioners approved
Resolution No. 2004-390 thereby approving the Hazard Mitigation Plan; and
WHEREAS,the Hazard Mitigation Plan will expire on April 13, 2015 and it is necessary
to approve an updated Local Mitigation Strategy in order to continue to be eligible to receive the
aforementioned benefits; and
WHEREAS, because the Multi-Jurisdictional Local Mitigation Strategy is voluminous it
was on-line prior to the adoption of this Resolution and will be maintained by the Clerk's Office
in the Board's Minutes and Records after adoption of this Resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,FLORIDA that the Local Mitigation Strategy,
located at http://www.collieraov.net/index.aspx?page=7387 is hereby adopted.
This Resolution adopted after motion, second and majority vote in favor of adoption this

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY,
FLORIDA, APPROVING AND ADOPTING A
UNIFIED HAZARD MITIGATION PLAN.
WHEREAS, the Federal Emergency Management Agency and the Florida
Department of Community Affairs have made funds available for a statewide
Mitigation Strategy;and
WHEREAS, Collier County entered into an Agreement with the State of Florida
Department of Community Affairs on Jul 29, 2003, to develo p a county-wide
ida
Mitigation Plan;and
WHEREAS, the Collier County Comprehensive Plan in Policy 12.2.1., provides
for routine the review and update of the County's Hazard Mitigation procedures;
and
WHEREAS, post-disaster funding will be received more quickly by pre-
