EXECUTIVE SUMMARY
Recommendation to authorize a process for Parks and Recreation to re-instate delinquent accounts.
OBJECTIVE: To re-instate the accounts for individuals with previously delinquent amounts to keep
members of the public engaged in Parks and Recreation programs.
CONSIDERATIONS: Pursuant to Resolution 2006-252, Parks and Recreation staff(staff) worked with
Finance and a collections agency to follow due process in collecting delinquent accounts. The process as
outlined by the Resolution has the following requirements:
• Provide past-due notice after 30 days.
• Provide a second past-due notice after 60 days.
• After a 10-day grace period from the second past-due notice,the account is sent to collections.
• Prior to the end of the fiscal year, staff must take all outstanding delinquent accounts to the Board
for removal from Accounts Receivable.
Staff has followed the procedure as outlined above. On September 23, 2014 (Item 16D4), staff asked the
Board to approve the removal of 334 delinquent accounts dating as far back as 2004 from the financial
records.
These records of delinquent accounts remain in the Parks and Recreation program management system.
As such, staff is recommending the implementation of a process allowing patrons with prior delinquent
accounts the continued use of park facilities without additional burden on the taxpayers. The process
would require the patrons to provide cash or credit card as immediate form of payment in full for services
and/or programs they wish to participate in within Parks and Recreation facilities. Customers with
previously delinquent accounts will not be able to pay for services with personal checks and will not be
eligible for payment plans.
FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS:- This item has been approved as to form and legality and requires
majority vote for approval.—CMG
RECOMMENDATION: For the Board of County Commissioners to authorize a process for the re-
instatement of delinquent accounts for continued use of park facilities and/or programs.

RESOLUTION NO. 2015 -_
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, ESTABLISHING A POLICY
FOR THE PARKS AND RECREATION DEPARTMENT TO
REINSTATE PREVIOUSLY DELINQUENT PATRON ACCOUNTS
TO ALLOW PATRONS CONTINUED ACCESS TO PARKS AND
RECREATION PROGRAMS.
WHEREAS,the Collier County Parks and Recreation Department has a Board approved
policy to follow due process when collecting delinquent accounts in Resolution No. 06-252; and
WHEREAS, the Parks and Recreation Department is seeking to establish a Board
approved policy to reinstate previously delinquent patron accounts to allow patrons continued
access to the Parks and Recreation programs; and
WHEREAS, the Board of County Commissioners approves this policy and finds that
there is a public purpose to allow the patrons the continued use of Parks and Recreation
programs; and
WHEREAS, the Board of County Commissioners hereby establishes this policy to
reinstate previously delinquent patron accounts in the Parks and Recreation Department.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY THAT:
I. Purpose. The purpose of this policy to provide patrons with continued access to Parks
and Recreation programs despite previously delinquent patron accounts.
II. Procedure.
A. Pursuant to Resolution 2006-252, Parks and Recreation may seek collections on
delinquent accounts. Prior to the end of the fiscal year, Parks and Recreation staff must take
all outstanding delinquent accounts to the Board for removal from Accounts Receivable.
B. After Board approval, accounts will be adjusted to a zero balance in the Parks and
Recreation Department database software to reinstate the account.
C. Patrons with previously delinquent accounts are required to provide cash or credit card as
payment in full for services and/or programs they wish to participate in within Parks and
Recreation facilities. Patrons with previously delinquent accounts must follow this procedure
for two years.
