EXECUTIVE SUMMARY
Recommendation to approve retention of Joseph Roles and Associates, Inc., for expert
witness litigation support services for LASIP Project No. 51101 - Crews, Cope, Sandy Lane
in an amount not to exceed $30,000. Fiscal Impact$30,000.
OBJECTIVE: That the Board approves retention of Joseph Roles and Associates, Inc. for
expert witness litigation support services for the Lely Area Stormwater Improvement Project
("LASIP")No. 51101 —Crews, Cope Sandy Lane in an amount not to exceed $30,000.
CONSIDERATIONS: On June 11, 2013, the Board adopted Resolution No. 2013-129,
authorizing the condemnation of those perpetual and temporary easement interests necessary for
the construction of stormwater improvements known as the Crews Road, Cope Lane, and Sandy
Lane/Wing South Interconnect (LASIP Project No. 51101). In October 2014, the County filed
eminent domain suits against various parcels in the project. The owner of Parcel 251RDUE, SD
Corporation of Naples, Inc., has hired Thomas Harrison, P.E., of Coastal Engineering as its
expert witness for the Order of Taking hearing scheduled for March 2015. The County needs an
expert to counter the owner's expert.
Joseph Roles and Associates, Inc. is a professional engineering consulting service and the
County Attorney's Office wishes to retain their services for this project for analysis of
stormwater/drainage impacts to individual parcels, preparation of reports and exhibits, expert
testimony and other litigation support as may be required. Section 11.B.5 of the Purchasing
Ordinance (2013-69) provides that "The retention of services from experts or consultants for
purposes of ...litigation or administrative proceedings shall be exempt from all competitive
requirements of this Purchasing Ordinance, and must first be approved by the Board."
FISCAL IMPACT: Funds in the amount of$30,000 are available in LASIP Stormwater Capital
Improvement Project 51101. Source of funds is ad valorem.
LEGAL CONSIDERATIONS: This item has been prepared by the County Attorney's Office,
is approved as to form and legality, and requires a majority vote for Board approval. - HFAC
RECOMMENDATION: That the Board of County Commissioners approves retention of
Joseph Roles and Associates, Inc. for expert witness litigation support services for LASIP
Project No. 51101 - Crews, Cope, Sandy Lane in an amount not to exceed $30,000.

Proposal for Expert Witness Professional Engineering Services
Dear Ms.Ashton-Cicko:
We are pleased to submit our proposal to provide Consulting Engineering Expert Witness
Services for eminent domain right-of-way parcel acquisition for the Lely Area Stormwater
Improvement Project. The scope of our services will be determined by the County as the
project proceeds,but will generally be concerned with project design related to property impacts
from project construction, stormwater drainage and storm water management and other civil
engineering issues relative to the property or properties being acquired. The services may
include overall project review,on-site review of individual properties and parcels,research of
drainage and flood plain issues,review of plans and documents,analysis,including stormwater
computer modeling if appropriate,report preparation,preparation of cost estimates,meetings and
consultations, preparation of impact and cure sketches and providing deposition and court
testimony as requested.We have attached the resumes of Joseph W.Roles,Jr.P.E.and David W.
Garmizo P.E.who will be at the disposal of the County for the project.
Project Schedule
Work will proceed upon written authorization.The schedule for the project will generally be
coordinated according to the right-of-way acquisition process and the needs of the County.
Remuneration&Invoicing
All services will be provided on an hourly basis,in accordance with the attached Exhibit A, plus
out-of-pocket expenses. All billing will be hourly time plus expenses.Hourly rates will be
subject to annual increases. Out-of-pocket expenses will be billed at cost(mileage,travel,
printing,reproduction,phone and communications charges,etc). An initial budget amount of
$30,000.00 is requested,which may be subject to increase as the scope of services increases
based upon the needs of the County.

Invoices will be submitted monthly and are due and payable upon receipt.We have attached as
Exhibit B our Company Contact and Billing Fact Sheet for your information.
General Conditions
This agreement for services may be terminated by either party upon seven (7) days written
notice.If the contract is terminated,the engineer will be entitled to compensation for all work
completed and services rendered to the date of termination. Agreement of the percentage of
project completion shall be determined by a mutually agreed to third party in the event the
Engineer and Client cannot agree upon the percentage completed.

Mr. Roles, for the past 30 years, has been the owner and Chief Engineer of Joseph Roles and
Assoc., Inc. He is a civil engineer with 45 years of experience in project management, construction
administration, general civil and highway design. His professional responsibilities have included all
phases of design and management for hundreds of projects throughout South Florida. His experience
with both large projects and small scale public and private projects includes serving as the Design and
Permits Manager for the Sawgrass Expressway project, a major 24 mile long expressway system in
Broward, engineer of record for the civil design and construction of the 1.2 million square foot Galleria
Mall in Fort Lauderdale and the regional FEDEX Sort Facility at The Fort Lauderdale Hollywood
International Airport. Mr. Roles expertise encompasses all aspects of industrial, commercial and
residential land development, County and State highway design and construction contract administration,
from the initial facility planning to design through permitting and construction.
Mr. Roles has unique and specialized experience in Highway Construction Planning. He has

Roadway, Bridge and Transportation Project Work
• Eminent Domain and Construction related Expert Witness Services Expert witness services
for attorneys, property owners, contractors and public agencies. Public agencies include Broward
County, Florida Department of Transportation District 4 and 6 and Tallahassee Office , Palm
Beach County, City of West Palm Beach, City of Dania and Collier County.
• Sawgrass Expressway Design Management- Broward County - Overall Project Manager and
Permit Consultant for design of the limited access 24-mile long, 4-lane toll facility. The project
included 10 interchanges (one of which was with the Florida Turnpike), two barrier toll plazas
Responsibilities included management and supervision of in-house design staff for the General
Consultant for the project, participation in the selection and contract negotiation and design
management of the six design consultants and two survey consultants, determination of
expressway design parameters, interchange configurations, storm water management criteria
and master planning and liaison and coordination with the Florida Department of Transportation
and Expressway Authority Director and all permit agencies.
• Constructability Plans Review Consultant for FDOT District 4 - As a part of a constructability
review team. Projects included Dixie Highway and Olive Avenue projects in downtown West Palm
Beach, State Road 7 (US-441) is Miramar Florida, Sunrise Blvd. (SR-838) in Fort Lauderdale,
Florida, SR-68 Reconstruction in St. Lucie County.
• Florida Turnpike VMS sign construction Project Manager for design of Civil and Traffic Control
Plans Florida Turnpike design-build project for 20 variable message signs located on the
Turnpike from Homestead to Wildwood. Work entailed preparation of all site designs for sign
structures and utility installation, drainage, guardrail and barrier wall modifications and extensions
and maintenance of traffic for construction of each sign, including "rolling roadblocks" for turnpike
shutdown for overhead construction.
• Copans Road and Florida Turnpike Bridge Design/ Construction - Project manager, design
and construction engineer for 2.5 miles of four-lane, rural roadway and Florida Turnpike Bridge
and approaches for Copans Road crossing, Broward County, Florida
• Hillsboro Blvd. Reconstruction Project Manager and Engineer for design and construction for
widening of 2 miles of Hillsboro Boulevard from a two lane rural roadway to a six-lane divided,
urban roadway, as part of County Bond Program, Broward County, Florida.
• Sunrise Boulevard Bridge over the Middle River Project Construction Manager/ Engineer for
the widening and reconstruction of the Sunrise Boulevard Bridge over the Middle River in Ft.
Lauderdale and Sunrise Blvd. (SR-838).
• Highway Construction CPM Scheduling for over 40 major State and County highway projects
and civil construction projects for contractors in various location if the state of Florida and
principally in Miami-Dade, Broward and Palm Beach Counties. Project have included major and
minor arterial roadways, limited access projects on 1-95, 1-595, the Sawgrass Expressway and
the Florida Turnpike.
• Arena Drive - Sunrise Florida - (Contractor - State Contracting and Engineering Inc.) Project
manager for Value Engineering Redesign and permitting of a 1/2 mile long, 6 lane connector
roadway for access to the Broward County Arena from the Sawgrass Expressway as a part of a
contractor implemented alternate design. "Fast track" redesign work during construction required
complete development of alternate plans and permitting for roadway and drainage, including
changing the project drainage basin for discharge to lower water control elevation, use of
geogrid matting instead of demucking; using wet retention system to utilize on-site fill and change
of the pavement design.

• Palmetto Expressway (SR 826) and NW 58 Street interchange - Value Engineering,.
(Contractor - Community Asphalt, Inc.) Project Manager for culvert and drainage design and
permitting for a value engineering alternate design for a canal crossing of the Palmetto
Expressway at the NW 58 Street interchange in Miami-Dade County in FDOT District 6. The
unique VECP solution eliminated an extensive and costly box culvert canal closure by
construction of a triple barrel 72" reinforced concrete culvert which was microtunnelled under the
Palmetto Expressway. The VECP included a first of its kind, triple barrel microtunnel culvert
crossing design and the redesign of the drainage for one quadrant of the interchange. The
project resulted in substantial cost savings and enhanced constructability for the FDOT project.
• Sunrise Boulevard (SR 838)1 State Road 7 Value Engineering Change Design - (Contractor
- L.G. DeFelice, Inc.) Project Manager for five (5) VECP proposals including a major alternate
traffic control plan which created a temporary 6 lane wide bypass roadway plus left turn lanes,
and design of temporary at-grade signalized intersection for the two major urban arterial
roadways, to expedite existing bridge overpass replacement construction on SR 838. Project
included preparation of design plans for temporary roadway, temporary drainage facilities,
temporary intersection design with signalization and all necessary signing and markings and
complete project alternate traffic control plans and permitting. The remaining project VECP's
included a series of changes which facilitated the complete redesign and permitting of the project
drainage system. All project VECPs were successfully implemented resulting in substantial cost
and times saving to the State for the FDOT District 4 project construction. VECP and Traffic
control redesign reduced construction time by six months and saved in excess of$900,000.
• VECP Pembroke Road - Canal Closure (Contractor: Triple R Paving, Inc.) Project Engineer for
VECP for Broward County road construction project, including redesign to eliminate extensive
permanent steel sheet pile wall by securing approval for filling the adjacent canal and installing a
double barrel 84" culvert. Canal ROW was transferred from the drainage district to the City and
developed as a linear green space as a part of the VECP. ($250,000 savings)
• VECP State Road 9A - Duval County - Earthwork and Drainage (Contractor: Jensen of
Jacksonville, Inc.) Project Manager for VECP for FDOT(Dist. 2) limited access road construction
project, including redesign of the storm water retention and attenuation / conveyance system
saving 70,000 cubic yards of project fill.
• VECP Las Olas Blvd. (SR 842) - Broward County - Drainage and MOT (Contractor: State
Contracting and Engineering Corp.) Project Manager for VECP for FDOT (Dist. 4) road
construction project, including redesign of the storm water conveyance system to eliminate long
pipe runs by adding outfalls to the project and redesign of the project traffic control plan.
• VECP Rock Island Road - Alternate Pavement and Bridge Design (Contractor: Triple R
Paving Inc.). Project Manager for two VECP's for Broward County road construction project,
including redesign of a portion of the project pavement design and coordination of the redesign
of the project SFWMD C-13 canal bridge from a proposed three span, cast in place design to a
single span structure
• Miramar Parkway Widening - Project Manager for design and construction for widening of
Miramar Parkway from SW 160th Ave. to SW 172nd Ave. - One mile of urban roadway widening
including drainage, through lane construction, intersections and turn lanes, median improvements
and signal modifications.

responsible for preparation of maintenance of traffic plans and construction planning for various
County projects including Cattlemen Road reconstruction (2 projects), Little Five Points

design and construction for the 600,000 SF Fountains - Shoppes of Distinction - Plantation, FL:
60 acre Shopping Center, including all utilities, drainage, roadways, and parking facilities for
2,700 cars.
• University Park PUD Project Manager and Engineer for infrastructure design for University Park
PUD, a bond-financed, 300-acre, 2,500-unit residential subdivision in Miramar, Florida. Engineer
of record for backbone site development for roads, drainage, 30 acre lake construction, site
demucking and filling. Project engineer for infrastructure for 10 of 12 single family and multifamily
development parcels within the PUD.
• Miramar SuperTarget- Project manager for design and construction of the Miramar SuperTarget
project - a twenty acre development project including all on-site and of-site infrastructure

of the Broward County VA Outpatient Clinic in the City of Sunrise, Florida,
• Palm Meadows Thoroughbred Training Palm Beach County, FL. Project Manager for Design
and contract administration for on-site infrastructure for a portion of phase 1 development and all
of phase 2 development of the 240 acre 1,400 thoroughbred horse stall training facility located
west of Boynton Beach, Florida. On-site Infrastructure, included horse track drainage system,

• Amber Lake Estates Subdivision, Miramar Florida - Project manager and engineer for
planning, design and construction administration for 50 acre mixed use (120 single family homes
and commercial site) land development project in Miramar, Florida. Project included lake
excavations and fill, water, sewer paving grading and drainage facilities and all permits.
• Gulfstream Park Race Track, Hallandale, Florida. Project manager for portions of the
redevelopment work for Gulfstream Park, including water, sewer, paving and drainage, storm
water management, parking and roadway design and construction. Design of all unique horse
wash facilities which design has been patented. Management of stormwater modeling and major
drainage reconstruction for the site.
• Kehoe Preserve Subdivision, Orange County, Florida: Project Manager for Design and
permitting of a site infrastructure to serve a 104 lot residential development on 108 acre site
which contained extensive wetlands and a natural lake. Work included all site planning design
and development approvals, extensive stormwater modeling, mitigation for on-site and off-site
wetlands impacts, pond excavation and site fill, utilities, drainage, storm water management and
all environmental, utility and drainage permits and non-substantial DRI deviation processing.

Mr. Garmizo holds a Bachelor of Science in Civil Engineering degree and a Master of Engineering degree
from the University of Florida. Mr. Garmizo is a Registered Professional Engineer in the State of Florida
with over 26 years of experience in project management, design and permitting of civil and highway
projects and construction administration for both public and private sector clients. Mr. Garmizo has
extensive expertise in drainage analysis, design and permitting of land development and major highway
projects under the jurisdiction of State, County and local drainage authorities. Mr. Garmizo has a Florida
Advanced Work Zone Traffic Control certification and has prepared numerous Construction Traffic
Control plans for highway contractors and governmental agencies. Mr. Garmizo has broad experience in
construction planning for the preparation of traffic control plans and in preparing and processing Value

• City of Plantation Design-Build West Tropical Way & El Dorado Parkway Bridge
Replacements - Project Manager for design, permitting and construction inspection and
administration for the design-build replacement of two bridges for side street connections to
Broward Blvd. (SR-842). Both bridges were replaced with structural plate arch culverts. Project
included very complex traffic control planning, earthwork, culvert and endwall construction,
pavement construction and widening, two plateau intersections, signal and utility modifications,
drainage and all marking and signing.

• Florida Turnpike VMS Design-Build - Project Manager for civil and traffic control design for the
variable message sign construction program for the Turnpike Enterprise design-build project.
Project included 20 variable message sign structures supporting 22 signs, located on the Turnpike
from Homestead to Wildwood. Work included preparation of all site designs for sign structures
and utility installation, drainage, guardrail and barrier wall modifications and extensions and
maintenance of traffic for construction of each sign, including "rolling roadblocks" for turnpike
shutdown for overhead construction.
• Miramar Parkway Widening - Miramar, FL - Design Engineer for design, permitting and
construction inspection for Miramar Parkway widening for one mile of the westbound lanes from 2
lanes to 3 lanes and addition of intersections and turn lanes for property access to complete the
six lane arterial roadway section. Project included, traffic control planning, earthwork, utility
installations and relocations, drainage, curb and gutter and sidewalks, all marking and signing
and signalization.
• Commercial Boulevard Widening - Sunrise, FL - Design Engineer for design and permitting
for% mile widening project to facilitate plat required improvements for an existing six lane divided
arterial roadway in Broward County. Project included two new intersections, modification to three
existing intersections and construction of turn lanes and bus bay. Work includes traffic control
planning, earthwork, utility installations and relocations, drainage, curb and gutter and sidewalks,
all marking and signing and signalization modification.
• Douglas Road Drainage Design - Pembroke Pines, Florida- Design Engineer for the drainage
design and permitting for 3 miles of Douglas Road reconstruction and widening project from
Sheridan Street to Pembroke Road in Broward County(4-lane, divided, urban roadway).
• Pat Salerno Drive (Arena Drive) - Sunrise Florida - Project Manager for value engineering
design-build project to redesign and permit a % mile long, 6 lane connector roadway for access to
the Broward County Arena from the Sawgrass Expressway (SR 869) to NW 136th Avenue as a
part of a contractor implemented alternate design. "Fast track" redesign work during construction
required complete development of alternate plans and permitting for roadway and drainage,
including changing the project drainage basin for discharge to lower water control elevation, use
of geogrid matting instead of demucking; using wet retention system to utilize on-site fill and
optimization of the pavement design. Project design included earthwork, drainage, curb and
gutter, guardrail and barrier walls, paving for roadway, intersections and turn lanes, all marking
and signing.
• Davie Road Extension Drainage Design - Davie, Florida Project Manager and Design
Engineer for the drainage design and permitting for Broward County Highway Construction and
Engineering Department project for 11/2 miles of Davie Road Extension reconstruction and
widening from Stirling Road to University Drive in Broward County (4-lane, divided, urban
roadway)

maintenance of traffic plans, constructability reviews and construction planning for various

Value Engineering Change Proposals - FDOT and County Projects
• Palmetto Expressway (SR 826) and NW 58 Street interchange - Value Engineering,
(Contractor - Community Asphalt, Inc.) Project Engineer, drainage design and permitting for a
value engineering alternate design for a canal crossing of the Palmetto Expressway at the NW
58 Street interchange in Miami-Dade County in FDOT District 6. The unique VECP solution
eliminated an extensive and costly box culvert canal closure by construction of a triple barrel 72"
reinforced concrete culvert which was micro tunnelled under the Palmetto Expressway. The
VECP included a first of its kind, triple barrel micro tunnel culvert crossing design and the
redesign of the drainage for one quadrant of the interchange The project resulted in substantial
cost savings and enhanced constructability for the FDOT District 6 project.
• VECP State Road 9A - Duval County - Earthwork and Drainage (Contractor: Jensen of
Jacksonville, Inc.) Project Engineer for VECP for FDOT(Dist. 2) limited access road construction
project, including redesign of the storm water retention and attenuation / conveyance system
saving 70,000 cubic yards of project fill.
• Sunrise Boulevard (SR 838)/ State Road 7 Value Engineering Change Design - (Contractor
- L.G. DeFelice, Inc.) Project Engineer for five (5) VECP proposals including a major alternate
traffic control plan which created a temporary 6 lane wide bypass roadway plus left turn lanes,
and design of temporary at-grade signalized intersection for the two major urban arterial
roadways, to expedite existing bridge overpass replacement construction on SR 838. Project
included preparation of design plans for temporary roadway, temporary drainage facilities,
temporary intersection design with signalization and all necessary signing and markings and
complete project alternate traffic control plans and permitting. The remaining project VECP's
included a series of changes which facilitated the complete redesign and permitting of the project
drainage system. All project VECPs were successfully implemented resulting in substantial cost
and time saving to the State for the FDOT District 4 project construction. The project was
completed 6 months ahead of schedule.
• VECP Pembroke Road - Canal Closure (Contractor: Triple R Paving, Inc.) Project Manager for
VECP for Broward County road construction project, including redesign to eliminate extensive
permanent steel sheet pile wall by securing approval for filling the adjacent canal and installing a
double barrel 84" culvert. Canal ROW was transferred from the drainage district to the City and
developed as a linear green space as a part of the VECP.

• VECP Las Olas Blvd. (SR 842) - Broward County - Drainage and MOT (Contractor: State
Contracting and Engineering Corp.) Project Engineer for VECP for FDOT (Dist. 4) road
construction project, including redesign of the storm water conveyance system to eliminate long
pipe runs by adding outfalls to the project and redesign of the project traffic control plan.
• VECP Rock Island Road - Alternate Pavement and Bridge Design (Contractor: Triple R
Paving Inc.). Project Engineer for two VECP's for Broward County road construction project,
including redesign of a portion of the project pavement design and coordination of the redesign
of the project SFWMD C-13 canal bridge from a proposed three span, cast in place design to a
single span precast structure.
• VECP Okeechobee Blvd. (SR-704) - Palm Beach County - Drainage & MOT (Contractor: W
Jackson & Sons, Inc.) Project Engineer for two VECP's for FDOT (Dist. 4) road construction
project, including redesign of the project drainage system to eliminate extensive sheeting and
utility conflicts and, redesign of the project MOT. Combined VECP's allowed the project to
complete 4 months ahead of schedule.
• VECP Pines Boulevard (S.R. 820) Broward County - Drainage & Alternate Seawall
(Contractor: Russell Engineering Contractors) Project Engineer for two VECP's for FDOT (Dist.
4) road construction project, including redesign of the project drainage system and traffic control
plan to eliminate extensive sheeting, temp. barrier wall and utility conflicts and, redesign of 1,500
feet of a canal concrete sheet pile wall by installation of a grout fabric canal lining and a retaining
wall, resulting in a substantial impact reduction on the traffic during construction.
• VECP Collins Avenue (S.R. AlA) Miami-Dade County - Drainage (Contractor: Russell
Engineering Contractors) Project Engineer for VECP for FDOT (Dist. 6) road construction
project, including redesign of the project drainage system and traffic control plan to eliminate
deep drainage construction, extensive sheeting, temp. barrier wall and utility conflicts and,
redesign of the project traffic control plan and construction sequence.
• VECP State Road 7 - Broward County - Drainage (Contractor: Archer Western Contractors
Ltd.) Project Engineer for VECP for FDOT (Dist. 4) road construction project, including redesign
of the project drainage system to eliminate extensive sheeting and utility conflicts.
• VECP Flagler Street(SR 968) - Miami-Dade County- Drainage & MOT (Contractor: Golden
Eagle Engineering Contractors, Inc.) Project Engineer for VECP for FDOT (Dist. 6) road
construction project, including redesign of the project drainage system to eliminate extensive
sheeting and utility conflicts and alternate traffic control plan.

Select Land Development Project Work
• Gulfstream Park Thoroughbred Race Track - Hallandale Beach and Aventura. Florida -
Principal drainage engineer for 230 acre horse racing facility and mixed use development. The
property lies within two cities and two counties (Broward and Miami-Dade). Responsibilities
have included multiple modification to the conceptual permit conditions for continued
redevelopment and additions to the existing facilities. Responsible for management of ICPR
computer modeling and model updates for the storm water management system. Design
management of split storm water on-site drainage systems, which includes portions of the site
served by the original grading and drainage system (circa 1938-1940) and the redeveloped
drainage system meeting current regulations. Site includes race track, 330,000 SF clubhouse
facility, mixed use development (retail/ restaurants/ residential/ office/ recreational), dormitory
facilities, extensive stable areas for 1,500 horses, at grade and structured parking and a 22 acre
lake with two drainage pumping stations and gravity discharges into tidal waters. Broward
County had designated the property as the most complex drainage facility within the County.
• Metropica, Sunrise, Florida - Design Engineer for hydraulic analysis and drainage design for
rerouting extensive multiple user storm water management and drainage systems across future
"downtown" Sunrise development site; Design of backbone drainage and on-site drainage
systems. Extensive modeling of interconnected lake and pipe system for piping, wetland and
lake relocations and updating of City basin model using ICPR3. Drainage permitting for new
systems.
• Kehoe Preserve. Orange County, Florida: Project Manager and Design Engineer for design
and permitting of a storm water management and drainage system to serve a 104 lot residential
development on 108 acre property, including extensive wetlands and multiple lakes on site. The
design required hydraulic modeling of the lakes, wetlands and drainage system using ICPR3.
Permits were obtained from Federal, State and County drainage authorities as well as, the
Orlando Orange County Expressway Authority.
• SuperTarget, Miramar FL - Design Engineer for design, permitting and construction inspection
of the Miramar SuperTarget project - a twenty acre development project including all
infrastructure improvements, site planning, permitting and approvals and construction
administration.
• Sawgrass Lake Center - Sunrise FL. - Project Engineer for Site planning and Infrastructure
engineering design, permitting and construction inspection for a fast track development of a
multiuse project, including a 6 story, 250,000 square foot office building, a 10 story, 250 room
Crowne Plaza hotel and a 1,200 car parking garage.
• Palm Meadows Thoroughbred Training Facility - Palm Beach County, Florida - Design
Engineer for Civil engineering design and permitting of storm water management and drainage
for phase 2 of the 240 acre training facility. Work included design of horse training track
drainage, parking lots, interior roadways, drainage and specialty engineering work.
• Sawgrass Ford, Sunrise, Broward County: Project Manager for design, modeling and
permitting of a storm water management and drainage system to serve a 21 acre regional Ford
dealership, including all permits from state, county and city authorities.
