Agenda 02/10/2015 Item #16H2 2/10/2015 16.H.2. EXECUTIVE SUMMARY Recommendation to reappoint a member to the Contractors Licensing Board. OBJECTIVE: To reappoint one City of Naples representative to the Contractors Licensing Board to a three year term expiring on February 28, 2018. CONSIDERATIONS: This 9 member quasi-judicial board was created by Ord. No. 78-2, as amended, to determine the qualifications of applicants for the various categories of the Contractors' Certificates of Competency. They also hold hearings to determine if a certificate of competency of any contractor, master or journeyman should be revoked. A minimum of 2 members shall reside within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City Council. Section 489.131(10), Fla. Stat., states that 3 members must be consumer representatives. The consumer representatives may be any resident of the local jurisdiction that is not, and has never been, a member or practitioner of a profession regulated by the board or a member of any closely related profession. Members of the Contractors Licensing Board who are not consumer representative members should be either a licensed architect, a licensed general contractor, a licensed engineer, a licensed electrical contractor, a licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing contractor, a licensed residential, or a licensed building contractor. These categories are merely directory and failure to have a member of each of the trades is not grounds for voiding any action of the Board. Terms are 3 years. A list of the current membership is included in the backup. The term of Robert Meister, a City of Naples representative, expires on February 28, 2015. RECOMMENDATION: That the Board of County Commissioners adopts the City of Naples Recommendation, and directs the County Attorney to prepare a resolution confirming the reappointment. We now have 4 candidates for our one CAC opening. When Bob Raymond left, the term had only until May 22. We are going to have the successful candidate get the balance plus a 4-year term. SUMMARY: The City Clerk's Office has posted notice of the vacancies listed below on the City Clerk's website. In addition, notices have been provided to the media, various associations and other entities. Board of Trustees of the General Retirement System Pursuant to Sec. 29-81 of the Code of Ordinances, the Board of Trustees of the General Retirement System shall contain one bargaining unit member to be appointed by the City Manager from a list of three bargaining unit members submitted by the president of the bargaining unit. The current trustee is John Gardella, who is the president of the unit. He has indicated his willingness to serve another term; no other candidate names have been submitted. In addition, he has been recommended to serve by the American Federation of State, County and Municipal Employees (AFSCME) Region 3 Director. The aforementioned section also requires the City Manager to appoint one non-bargaining unit member and one member of the administrative staff. The City Manager has approved the reappointment of both current trustees Lori McCullers and David Graff. Lastly, one retiree, currently receiving benefits from the general employees retirement system, is to be selected by the current Board of Trustee members. At its December 12, 2014 quarterly meeting, the Board voted unanimously to reappoint current trustee Voncile Whitaker. Collier County Contractor's Licensing Board The term of current member, Robert Meister, who serves as a contractor and one of two City representatives on the Collier County Contractor's Licensing Board, will expire on February 28.
