EXECUTIVE SUMMARY
Recommendation to appoint a member to the Coastal Advisory Committee.
OBJECTIVE: To appoint a City of Naples representative to the Coastal Advisory Committee to
a term expiring on May 22, 2019.
CONSIDERATIONS: This 9 member committee was created on February 13, 2001 by
Ordinance 2001-03 to assist the Board of County Commissioners with its establishment of
unified beach erosion control and inlet management programs within the unincorporated and
incorporated areas of Collier County, and to advise the Board of County Commissioners and the
Tourist Development Council (TDC) of project priorities with respect to funding sources that are
available to Collier County for restoration and protection of its shoreline. The committee is
composed of 3 members from the unincorporated area of Collier County, 3 members from the
City of Naples and 3 members from the City of Marco Island. Appointments of members from
the City of Naples and the City of Marco Island shall be appointed from a list containing one or
more qualified applicants submitted by the respective governing bodies of those Cities.
Selection for membership on this committee will be based upon the applicant's familiarity with
coastal processes, inlet dynamics, coastal management programs, or demonstrated interest in
such programs; relevant education and experience; leadership and involvement in community
affairs; and willingness to attend meetings and to undertake and complete assignments. Terms
are 4 years. A list of the current membership is included in the backup.
Mr. Robert Raymond, representing the City of Naples, resigned from this committee effective
January 1, 2015. The vacancy was advertised and upon review of the applications by the City of
Naples, the following applicant is recommended for appointment:

RECOMMENDATION: At its meeting on January 21, 2015, under agenda item 8, the Naples
City Council approved a recommendation to appoint Mr. McCann to fill the vacancy left by Mr.
Raymond's resignation. Mr. McCann would serve the remaining months of Mr. Raymond's term
(which expires May 22, 2015), followed by a full four year term which would expire on May 22,
2019.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the City of Naples
Recommendation, and directs the County Attorney to prepare a resolution confirming the
appointment.

I left a message for you as well, but just in case I miss you. Today the City Council endorsed Robert
Meister for reappointment as a contractor on the Contractors Licensing Board. I assume the term will
be 3/1/15 — 2/28/18.
Also, Council selected Thomas McCann for Coastal Advisory. He is finishing out Mr. Raymond's term
until 5/22/15 and then gets a full term of 5/23/15 — 5/22/19. If you have any questions, let me know.

I spoke with Dinny yesterday and she said the County typically allows someone who gets a term with
less than 6 months, to at the same time get a full term.
We now have 4 candidates for our one CAC opening. When Bob Raymond left, the term had only
until May 22. We are going to have the successful candidate get the balance plus a 4-year term. The
end date will be 5/22/19. Is that good?

At its January 20 Workshop, the City Council interviewed Nancy Kerns and Wynn Phillips for the
Code Enforcement Board and Austin Howell, Alfred Katz, Thomas Lansen and Thomas McCann for
the Collier County Coastal Advisory Committee.
RECOMMENDED ACTION:
