EXECUTIVE SUMMARY
Recommendation to approve a Memorandum of Understanding between Collier County
and the Collier EMS/Fire Bargaining Unit, Southwest Florida Professional Firefighters
Local 1826,International Association of Firefighters,Incorporated.
OBJECTIVE: For the Board of County Commissioners to approve a Memorandum of
Understanding with the Collier EMS/Fire Bargaining Unit, Southwest Florida Professional
Firefighters Local 1826, International Association of Firefighters, Incorporated ("Local 1826").
CONSIDERATIONS: On August 20, 2014, September 25, 2014 and November 12, 2014,
representatives from Collier County met with representatives from the Southwest Florida
Professional Firefighters Local 1 826 International Association of Firefighters, Inc. (hereafter, the
"Union"), the Union representing the Collier Emergency Medical Services/Fire bargaining unit,
at publicly noticed meetings. The purpose for those meetings was to bargain the possibility of an
amendment to Article 20 — Wages & Incentives to the current collective bargaining agreement
("CBA"), as permitted under Article 42.1, Duration.
The Union proposed several various revisions to the current wages and incentive program for
Collier EMS Union employees. After good faith negotiations, the County and the Union reached
consensus on an amendment that promotes the health, safety and welfare of the public and
acknowledges and rewards performance for providing services that will advance the mission of
EMS to provide excellent care to its patients. The Negotiated agreement the parties reached,
subject to the approval of the Collier County Board of Commissioners and the Union, provides:
1) Increasing the total number of Field Training Officers ("FTO") from the
current number of five (5) to a total number of eighteen (18);
2) That the existing five (5) FTO's will continue to be compensated as
currently provided under the CBA but that the proposed new additional
thirteen (13) FTO's will receive a 2.5% increase to their base salary,
effective upon being selected, with an assurance that the County will
consider the possibility of increasing that incentive during the upcoming
2015 CBA negotiations, so as to be the same amount received as the
current FTOs;
3) That employees selected to participate in Search and Rescue, Special
Operations Response Team, Tactical and Med Flight shall receive a 1%
increase to their base salary effective upon being selected and shall
continue to receive that wage adjustment so long as they continue to
actively participate within that program throughout the duration of the
existing CBA; and
4) Notwithstanding the foregoing, employees participating in EMS Specialty
Incentive programs shall only be entitled to receive a single wage

adjustment, regardless of whether they participate in more than one
Specialty Incentive program at the same time.
On December 22, 2014, the Union certified the above modification to Article 20 of the CBA by a
vote of its membership. A copy of the Union's certification of its vote on this amendment to
the original 2012-2015 Year CBA is attached as Exhibit"A."
The proposed revision agreed upon for this Article shall run through the remainder of the current
CBA through and including, September 30, 2015 or until a new CBA is approved by the parties,
whichever comes first.
All remaining terms of the 2012-2015 Year CBA shall remain unchanged unless otherwise
agreed in writing by the Parties.
FISCAL IMPACT: The fiscal impact in FY15 is $47,018, which is available in the current
EMS Fund 490 budget due to attrition.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires
majority vote for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this action.
RECOMMENDATION: That the Board of County Commissioners: (1) approves the
Memorandum of Understanding with the Southwest Florida Professional Firefighters Local
1826, International Association of Firefighters, Inc., as endorsed by the EMS/ Fire Chief and
staff, and (2) authorizes the Chairman to approve the Collective Bargaining Agreement as
amended by the MOU.

MEMORANDUM of UNDERSTANDING BETWEEN THE
COLLIER COUNTY BOARD OF COUNTY COMMISSIONERS
AND THE
SOUTHWEST FLORIDA PROFESSIONAL FIREFIGHTERS
LOCAL 1826 INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, INC.
THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
(hereafter "County") hereby enters into this Memorandum of Understanding amending and
revising the Year 2012-2015 Collective Bargaining Agreement with the Southwest Florida
Professional Firefighters Local 1826 International Association of Firefighters, Inc. (hereafter
"Union")based on the mutual consideration specified herein and state and agree as follows:
1. On November 12, 2014, representatives from Collier County met with representatives
from the Southwest Florida Professional Firefighters Local 1826 International Association of
Firefighters, Inc. (hereafter, the "Union"); the Union representing the Collier Emergency
Medical Services/Fire bargaining unit. The purpose for this publicly noticed meeting was to
discuss and negotiate the possibility of an amendment to Article 20 —Wages & Incentives to the
current collective bargaining agreement ("CBA") as permitted under Article 42.1, Duration.
The Union proposed several various revisions to the current wages and incentive
program for Collier EMS Union employees. After good faith negotiations, the County and the
Union reached consensus on an amendment that promotes the health, safety and welfare of the
public and acknowledges and rewards performance for providing services that will advance the
mission of EMS to provide excellent care to its patients. This paragraph defines, in as few words
as possible, the purpose of the memorandum of understanding and outlines the terms of the
amendment to the current CBA.
As a result of that meeting, the parties negotiated, subject to the approval of the Collier
County Board of Commissioners and the Union: (1) increasing the total number of Field
Training Officers ("FTO") from the current number of five (5)to a total number of eighteen (18),
(2) that the existing five (5) FTO's will continue to be compensated as currently provided under
the CBA but that the proposed new additional thirteen(13) FTO's will receive a 2.5% increase to
their base salary, effective upon being selected, with an assurance that the County will consider
the possibility of increasing that incentive during the upcoming 2015 CBA negotiations, so as to
be the same amount received as the current FTOs, (3) that employees selected to participate in
Search and Rescue, Special Operations Response Team, Tactical and Med Flight shall receive a

the current CBA through and including, September 30, 2015 or until a new CBA is approved by
the parties, whichever comes first.
4. All remaining terms of the 2012-2015 Year CBA shall remain unchanged unless
otherwise agreed in writing by the Parties.
