Call to Order Chairman Branco called the meeting to order at 2:03 PM. A quorum was established. II. Attendance Members: Chairman Tony Branco,Robert Slebodnik,Kathleen Dammert, Linda Jorgensen, Vacancy County: Dan Schumacher- Project Manager Others: Mike McGee - Landscape Architect; Gary Gorden—CLM (non-Excused); Wendy Warren—Juristaff; George Barton, 110 Doral Circle III. Approval of Agenda Ms. Jorgensen moved to approve the Agenda of the Lely Golf Estates Beautification M.S.T.U. subject to the following change: Add: Item VII. G. Project Managers Report: Mulch Second by Mr. Slebodnik. Carried unanimously 4-0. IV. Approval of Minutes—November 16,2017 Ms. Jorgensen moved to approve the minutes of the November 16, 2017 subject to the following change: Page 2, Item V. A. - Chairman's Report: Auto Accident Saint Andrews Entrance: from"...Ms. Jorgensen provided photographs)...,"to ... Chairman Branco provided photographs...). " Second by Mr. Slebodnik. Carried unanimously 4- 0. V. Chairman's Report—Tony Branco Chairman Branco reported on the community with Mr. Schumacher and Mr. Gorden as follows: A. Post Irma Status Landscaping • Seasonal plant installation at the bed entrance, Saint Andrews Median#1, has been completed. • Saint Andrews and Forest Hill Boulevards have been trimmed. • The leaning Palm tree on Treasure Point has been up righted. • The Christmas light outage evidenced on Doral Circle has subsequently been repaired. Other locations were functioning as intended and lighting decoration is superior to last year. • Mulch should be installed on the medians to refresh areas impacted by wash outs. • A missing irrigation head at the intersection of Doral Circle and Rattlesnake Hammock Road has now been replaced. • Mr. McGee noted there is evidence the irrigation system is not functioning properly resulting in browning of sod. 1/7 B. Damaged Street& Traffic Signs MSTU's Role for Signage Repair/Replacement Chairman Branco proposed further exploration of the MSTU's ability to participate in the street sign replacement project. Mr. Schumacher advised if street signs are in production the MSTU cannot participate in the project. Alternately, if a contract has not been entered into,the MSTU can investigate opportunities to contribute to the process. Mr. Schumacher will submit an inquiry to the Road Maintenance Department to update the status of traffic sign installation and repairs and confirm MUTCD (Manual Uniform Traffic Control Devices)requirements for traffic and street signs relating to Lely Golf Estates. Chairman Branco will confer with Judy Kee, Manager, Anchor Associates, Inc., and Lisa McGarity, President, Board of Directors, Lely Golf Estates, to ascertain the status of the street sign replacement project and report his findings to Staff. C. Stormwater Utility Public Meeting Chairman Branco reported on a Collier County Stormwater Utility Study Public Workshop during which the consulting firm noted: • Handling stormwater in Collier County is a major requirement and currently underfunded. • The County is studying how to best fund the regulatory and water quality requirements as well as flood control and property protection. • The goal is to treat all property owners equally and provide incentives for best management practices along with enhanced water quality. • The study recommends a"user fee"to fund the improvements calculated on the following conditions: o Lot size o Impervious surfaces versus vegetated areas. • A survey was distributed to obtain public's input on the concept. Mr. Schumacher noted the goal is to provide a dedicated stream of capital to fund drainage projects. VI. Landscape Architects Report—McGee & Associates A. Summary, Detail Mr. McGee summarized the"Lely Golf Estates Landscape Observation Report" dated December 4, 2017 noting the report identifies items to address when the Committee is ready to discuss replacements. General • Schedule damaged fronds removal within the next 30 days. • Mr. Schumacher issued a Notice-to-Proceed to CLM for spraying for the caterpillar activity on Bougainvillea plantings. • The Juniper beds should be treated for insects (e.g. spider mites and chinch bugs)due to dry conditions. • Turf areas at US 41 and St. Andrews Boulevard appear to be water stressed and should be reviewed for potential treatment of chinch bugs. 2/7 • A pruning proposal will be submitted from CLM. • A two inch mulch application is recommended. Irrigation • The irrigation system is not functioning properly. US41 and Saint Andrews Boulevard • Prune all damaged foliage and branches from Oaks and Black Olives for safety purposes; follow up with structural and/or corrective pruning. • One Oak tree is leaning at the newspaper stand location. Reset and stake the tree or remove and replant with a Shady Lady Black Olive or Crape Myrtle. • Nine Bougainvillea Silhouette plants are missing(light pole# 5 and by the first Oak tree along the back side of the sidewalk. • Sixteen to eighteen Allamanda shrubs are missing/dead along parking lot edges. Shrubs are part of County LDC requirement for screening and should be replaced with same type or Variegated Schefflera. • Golden Tabebuia tree has been removed along the east parking lot of the plaza and should be replanted with a Crape Myrtle tree. Outbound R/W North • Prune all damaged foliage and branches out of the Oaks for safety purposes; follow up with structural and/or corrective pruning. • Eight to ten Dwarf Bougainvillea`Helen Johnson' shrubs are missing. Saint Andrews Boulevard • Median#1 o Replace Bougainvillea Silhouette on end of median. o Flush cut or grind stump of removed Washingtonia Palm; consider removal of all remaining Washingtonia Palms. o Prune three Tabebuia trees of large branches; follow up with structural/corrective pruning. • Median#2 o Prune damaged Crown of Thorn to even level to encourage regeneration or remove plants and replant with Perennial Peanut. o Review(1) Tabebuia and(1)Black Olive tree for hazardous branch removal; follow with structural and/or corrective pruning. • Median#3 o Remove or grind stump of removed Washingtonia Palm; consider removal of remaining Washingtonia Palms and consider alternative replacement palms. • Median#5 o Address 164: Reset and stake two leaning Queen's Crape Myrtle. • Median#6 o Address 246: Remove or grind stump of one removed Washingtonia Palm; consider removal of all remaining Washingtonia Palms and replacing with alternate palms. • Medians#9 and#10 o Holly Trees removed or require corrective pruning in multiple locations. Consider replacements with Crape Myrtles or smaller palms. Forest Hills Boulevard • Median#11: Replace Fox Tail Palm on south end removed due to auto accident. • Addresses 407-419 and 426: (4) Tabebuia and(1) Holly Trees have been removed; consider replacement with Crape Myrtle trees. 3/7 Forest Hills and Golf Cart Crossing o Cut back Crown of Thorn or remove plants and replant with Perennial Peanut. o Lake side: four Mahogany trees should be reviewed for removal based upon main trunk damage. Valley Stream Circle • Remove Queen Palm. Pebble Beach Boulevard • Median#15 o Address 32: Remove Holly tree and consider replacement with Crape Myrtle. • Median#17 o Addresses 116, 12, 132 and 140: Remove damaged trees as noted on summary report and replace with same or Crape Myrtle species. • Median#18 o Remove or grind stump of one removed Washingtonia Palm; consider removal of all remaining Washingtonia Palms and replant with smaller plants. Thorncrest Lane Cul-de-Sac#20 • Replace three Sabal Palms and remove or grind stumps. Briar Cliff Lane Cul-de-Sac#21 • Replace about sixty Bougainvillea plants damaged by storm. • Remove or grind stump and replace removed Sabal palms. Doral Circle East of Right of Way • Remove and replace uprooted Yellow Tabebuia tree with a Golden Tabebuia tree. • Remove 50 foot gray wood Royal Palm with broken out bud and replace with smaller tree. Mulch • Recommend two inch dusting of mulch on medians due to storm wash outs as well as pump station area. Warren Street Pump Station The total potable water use is 100,023 gallons versus 1,023 as indicated on the report. Irrigation appears to be occurring with potable water; reuse water potentially not available to draw from. The problem should be addressed with the water treatment plant. Mr. Schumacher reported he emailed the water department to relay the concern and is awaiting their response. VII. Landscape Maintenance Report—Commercial Land Maintenance A. Summary Comments With CLM not in attendance,the report was tabled to the January 2018 meeting. Mr. Schumacher will request a quote from Commercial Land Maintenance for both storm damage pruning and seasonal pruning. VIII. Project Managers Report-Dan Schumacher A. Budget Report Mr. Schumacher summarized the"Lely MSTU Fund Budget 152 dated December 13, 2017" for information purposes and provided an overview of the budget noting: • $37,769.00 of the FY18 Ad Valorem property tax revenue budget of$255,500.00 has been collected. 4/7 • Total revenue FY18 is $563,500.00 including investment interest,transfers and contributions (minus a 5%reserve of$12,900). • Current Operating Expense budget is $192,000 of which commitments total $116,525 and expenditures $8,862.32. • Uncommitted Operating Expense funds available are $66,612.68. • Purchase orders for vendor services have been submitted to the Procurement Services Division, with Notices-to-Proceed to be issued as available. • A Purchase Order for Hole Montes to survey the monuments has been requested and will be reflected in the January 2018 budget. • Florida Land Maintenance, Inc.,dba CLM, submitted an invoice for$2,354.50 for installation of seasonal plant material on Median#1 —per estimate. • Florida Land Maintenance submitted an estimate of$8,675.00 for remaining Irma Storm cleanup,to be submitted to FEMA by the MSTU. • Reserves for Insurance and Catastrophic/Hurricane funds total $179,400.00, an increase of $9,400.00. • Total available balance less committed expenses $436,485.64. B. Lighting Inspection Report Mr. Schumacher provided a lighting report compiled by Commercial Land Maintenance noting two or three outages on Saint Andrews and Pebble Beach Boulevards. Mr. Schumacher will secure an updated quote for replacing two on/off switches (two circuits) on the photo cell which controls the light function for Doral Circle. C. Lumec LED Retrofit—PO issued 12 additional Led retrofits ordered 11/06 Twelve LED Streetlight fixtures ordered on November 6, 2017 by Hart's Electrical have been shipped to Graybar with an estimated delivery date mid-December. Mr. Schumacher will have Hart's Electrical replace lamp outages as instructed by the Committee. The Committee agreed a re-order for the lamps should be placed when inventory stock level reaches two or three units. D. Lely HOA Sign Replacements—Damaged STOP& Street Signs Mr. Schumacher will research replacement status of damaged signs on Pebble Beach, Saint Andrews and Forest Hills Boulevards and Doral, Pinehurst and Valley Stream Circles as discussed in the Chairman's Report. E. Irrigation Status Mr. Schumacher reported on the irrigation system as follows: • The water usage on Valley Stream Circle is not registering through the Bermad control valves. • Possibility of replacing the County potable reading meter should be investigated. • Mr. Schumacher will follow up with Mr. Gorden on the status of the meter function. 5/7 F. PO Requested—Monuments Land Survey—Hole Montes Mr. Schumacher reported a Purchase Order and Work Order have been requested for Hole Montes, Inc. to survey the two (2) Lely sign monuments at the US-41 & Saint Andrews Boulevard entrance to Lely Golf Estates in the M.S.T.U. in preparation for potentially larger Entry and Exit monuments. G. Mulch Mr. Schumacher reported the Eucalyptus mulch previously installed is no longer available. Forestry Resources suggested two replacement alternatives: 1) Brown A and 2) Specialty Red. The Committee chose Specialty Red mulch for their application. During Committee Discussion the following was noted: • The County orders mulch purchase and application as a separate contract. • 1,820 bags of mulch are needed to refresh the existing mulch in the medians. • There is a line item for the Spreading of mulch is included in Florida Land Maintenance's contract with the MSTU. • Alternately, a request for quotes (RFQ) can be issued to other vendors for this service. Mr. Schumacher will determine a cost-effective way to have Mulch applied within the MSTU district. IX. Old Business A. Refurbishment of Entry Monuments 1. Land Survey (Monuments) Mr. Schumacher noted Holes Montes is planned to survey the monuments the week ending December 23, 2017. 2. County Sign Review Specialist Mr. Schumacher will schedule a meeting to review the criteria established by the County Sign Specialist upon completion of the survey by Hole Montes noting: a. Center lane of west-bound US-41 can be used as the reference for maximum 8 ft. sign height. b. Survey is conducted by the MSTU, not the County. c. Suggested investigating the hiring of a full-service sign company going forward. d. Easements for both entry and exit side of St. Andrews monuments to be confirmed. B. New Lift Station @ Hidden Valley Drive 1. FY-18 Public Utilities project. Mr. Schumacher resubmitted his request for a project plan. A response had not been received as of this meeting. C. Roadways 1. Tentative road maintenance repaving schedule sequence—pending. Updates on this project will be provided at a future meeting. D. Unfinished Business 1. Insurance for Pebble Beach Light Pole. 2. Auto Accident Median 3 Insurance reimbursement is pending for both claims. 6/7 X. New Business A. Project Proposals for the FY-17 Year The following project is under consideration and will be addressed in 2017: 1. Lighting Pebble Beach Circle, Pebble Beach Cart Crossing, Forest Hills Cart Crossing and potential for Doral Circle. 2. Inquiry—Treasure Point FPL light poles. XI. Member Comments Ms.Jorgensen requested the median on U.S. 41 in front of the East Naples Library be landscaped. Mr. Schumacher will submit a request to the Road Maintenance Department to improve the landscaping on the median. XII. Public Comments None There being no further business to come before the Committee, the meeting was adjourned by the Chair at 3:34 PM.
