EXECUTIVE SUMMARY
Recommendation to award Bid No. 14-6327, "Elevator and Stairs for the South County Water
Reclamation Facility," to Heatherwood Construction Company, in the amo nt of $495,623 for
Project No.73969,South County Water Reclamation Facility Technical Suppoit for ADA,Fire and
Building Code compliance and safety enhancements.
OBJECTIVE: To provide building safety enhancements for the South County Water Reclamation
Facility (SCWRF) main building to bring it into compliance with the Americans with Disabilities Act
(ADA),Fire and Building Code and gain a Certificate of Occupancy(CO).
CONSIDERATIONS: The South County Water Reclamation Facility was built tin 1986 and services
approximately 25,000 residents. The SCWRF has the permitted capacity to treat up to 16 million gallons
of wastewater per day. The plant returns approximately 90% of the treated wastewater flow back to the
community as irrigation quality water for beneficial reuse by the local communities to keep up with
demand and continuous growth.
The facility and buildings have been expanded over the years requiring modifications. As part of a
comprehensive building review and asset management study, it was deemed necessary to bring the main
building into ADA,NFPA, and Building Code compliance. These improvements ilclude the addition of
several improvements to provide compliant building egress and access, as well as compliant fire
protection.
To meet the building and fire codes, a new exterior stairway must be constructed an existing stairway
needs to be widened, and existing windows adjacent to the new stairs need to be replaced with fire-rated,
impact resistant windows.To meet and comply with the ADA standards,an elevator must be added which
will allow the County to gain a permanent CO.
Bid No. 14-6327 was posted July 21, 2014, with 2,041 email notices sent to vendors that provide these
services. Forty-nine bidders downloaded full packages, and four bids were timely received. The four
qualified bids are summarized below and in the bid tabulation information in the attachments.

County staff and the project design architect, Schenkel Shultz, determined the 1dw bid to be fair and
reasonable and recommend awarding the contract to Heatherwood Construction Company, the lowest
responsive and qualified local bidder. The low bid was above the design architect's estimate of$450,000.
The architect's letter of recommendation is Attachment 3.
The bid specifications informed the bidders there may be unforeseen conditions associated with the
project. The bid amount incorporates a$50,000 allowance for owner-directed additional work including,
but not limited to, modifications to concrete footing locations due to existing underground piping, etc.
The price for additional work will be negotiated prior to commencement in accordance with the county's

Purchasing Ordinance and the terms of the agreement. A constructability review has been completed by
AMEC to ensure planned construction will address all current building code requirements.
FISCAL IMPACT: Funding is available in, and is consistent with, the FY15 Capital Budget approved
by the Board on September 18, 2014. Funds are available in the Wastewater User Fee Fund(414). The
project is expected to be completed by May 31, 2015. The operating budget impact of the completed
project is reflected in the table below, based on an estimated useful life of 25 years. The operating budget
impact funding source will be user fees.

LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval.—SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, Ex-officio the Governing Board of
the Collier County Water-Sewer District, award Bid No. 14-6327 for Project No. 73969, "SCWRF
Technical Support Project," to Heatherwood Construction Company in the amount of $495,623 and
authorize the Chairman to sign the attached Agreement following final review by the County Attorney's
Office.

Construction in the amount of$495,623.00.
0 At this time SchekelShultz has not been in contact with the references listed by the low bid
construction firm within the bid documents. Please advise if it is necessary to do so on the
County's behalf regarding further verification of the firm's qualifications and capabilities.
