Recommendation to update the estimated annual expenditure for Contract No. 14-6229,
"Installation and Maintenance of Traffic Signals and Roadway Lighting," to include
work for the Emergency Vehicle Signal Priority System, within the approved fiscal year
budget.
OBJECTIVE: To include work associated with the Emergency Vehicle Signal Priority System
into the estimated annual expenditure for Contract No. 14-6229, which is used for routine and
emergency traffic signal and roadway lighting installation and maintenance and repair work by
all county departments on an as needed basis.
CONSIDERATIONS: The purpose of Contract No. 14-6229 is to enable Collier County
Traffic Operations and other county departments and agencies, including the Community
Redevelopment Area (CRA), to perform routine and emergency traffic signal and roadway
lighting maintenance and repair work. Services are obtained by purchase order in accordance
with the county's purchasing policy.
The Emergency Vehicle Signal Priority System was approved by the Board of County
Commissioners (Board) at its April 9, 2013, meeting as Item 11E. That agenda item provided
that $400,000 was to be taken from the Intersection Safety and Capacity Fund, No. 60016,
annually for this purpose. It provided further that the work should be included in an annual
contract for the installation and maintenance for traffic signals and roadway lighting.
The Request for Proposal for Contract No. 14-6229, which was awarded to Southern Signal and
Lighting, Inc. at the Board's June 10, 2014, meeting (Item 16A17), contained a historical annual
expenditure of$580,000. The estimated $400,000 expenditure amount approved in the executive
summary represented the typical and emergency work that Traffic Operations expected each year
and did not include the $400,000 for the Emergency Vehicle Signal Priority System discussed in
the above paragraph. At this time, staff proposes to revise the estimated annual expenditure
amount for the contract to include the work for the Emergency Vehicle Signal Priority System,
which was included in the FY 2015 budget approval process.
Please note that the solicitation and contract for Contract No. 14-6229 did not specify a lower or
upper limit of estimated annual expenditures that could be requested by Traffic Operations and
other county departments or county agencies. This adjustment to estimated annual expenditure
streamlines and consolidates the future performance of Emergency Vehicle Signal Priory System
and routine roadway lighting maintenance repair work under Contract No. 14-6229.
FISCAL IMPACT: The additional funds of $400,000 required for this action are available in
the Intersection Safety and Capacity Fund,No. 60016. Source of funds are gas tax.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.

EXECUTIVE SUMMARY
Recommendation to accept a priority listing, installation schedule and project budget for
emergency vehicle pre-emption and confirmation beacons on the Collier County traffic
signal system.
OBJECTIVE: To obtain Board of County Commissioners (Board) pproval of staff's
recommendation of the priority listing, installation schedule and project bu43get for emergency
vehicle pre-emption and confirmation beacons on the County's traffic signal system.
CONSIDERATIONS;: The Traffic Operations Section of the Transportation Engineering
Department, Growth Management Division, has been installing emergency vehicle pre-emption
devices on all new traffic signal installations over the past several years to augment those
previously constructed signals that already had pre-emption devices installed. Traffic Operations
has recently begun to install confirmation beacons in addition to the pre-emption devices to alert
emergency vehicles and motorists that the signal has been pre-empted for an approaching
emergency vehicle.
The Board, at its March 12, 2013 meeting, asked staff to prepare a priority listing of signals that
require emergency pre-emption and confirmation beacons, an installation schedule and a project
budget to complete the installation throughout the remaining traffic signal system. Collier
County Traffic Operations currently maintains 205 signals, 107 of which have, or will have,
emergency pre-emption devices. Only 5 intersections currently have, or will have, pre-emption
devices with confirmation beacons.
Staff developed a list of those intersections that currently do not have pre-emption equipment
and each Fire District and the EMS Department added their prioritization to the list,noting which
intersections should have top priority as well as those intersections that could wait for one or two
years. The input provided was evaluated and used to create a master list(attached).
Given the number of signals involved and available funding, staff proposes to complete the
installation of pre-emption devices and confirmation beacons over the next three years. Work is
proposed to first begin with the installation of pre-emption devices and confirmation beacons on
the"A"list of intersections. This methodology will continue through the remaining"B"through
"D"intersections.
In an effort to save the markup and taxes on the pre-emption equipment, staff proposes to request
the pre-emption system under a separate executive summary. Staff intends to install the pre-
emption equipment using the County's Contract 10-5503 "Installation and Maintenance of
Traffic Signals and Roadway Lighting,"which was awarded on November 9,2010,Agenda Item
16A8.
FISCAL IMPACT: The estimated total cost of the improvement is$1.2 million. This project is
planned over a three year period with expenditures of approximately $400,000.00 per year for
labor and materials. Funds in the amount of $400,000.00 will be taken annually from the
Intersection Safety and Capacity Project Fund No. 60016. Source of funds will be from gas tax.
/ • The proposed program for pre-emption and confirmation beacons will require currently
programmed intersection projects to be reprioritized, with first phase of the proposed program
receiving top priority. The estimated annual cost for on-going maintenance and repair associated
with the added equipment is$200.00 per location,for a total annual amount of$18,800.00.

LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a majority vote for
approval—SRT.
GROWTH MANAGEMENT IMPACT: This action will result in no growth management
impact.
RECOMMENDATION: That the Board 1) Accepts the priority listing, installation schedule
and project budget for emergency vehicle pre-emption and confirmation beacons on the Collier
County traffic signal system; 2) Directs the County Manager or his Designee to implement the
installation as outlined.

the primary contractor and Simmonds Electrical of Naples, Inc., as the secondary contractor.
(estimated annual fiscal impact is $400,000).
OBJECTIVE: To obtain routine and emergency traffic signal installation, maintenance and repair work,
and roadway lighting installation, maintenance and repair work for all Various County Departments to use
on an as needed basis.
CONSIDERATIONS: The purpose of RFP No. 14-6229 is to assist the Collier County Traffic
Operations Department and other County Departments and Agencies, including the Community
Redevelopment Area (CRA) in performing routine and emergency traffic signal maintenance and repair
work, and roadway lighting maintenance and repair work in all areas of Collier County including, but not
limited to those that are under the jurisdiction of Collier County Traffic Operations Department.
RFP No.14-6229 was posted on March 17, 2014. Notices were sent to 2,234 contractors and 34 full
solicitation packages were downloaded. Two responsive proposals were received on April 16, 2014. A
selection committee met on April 22, 2014, and by consensus of the members selected Southern Signal &
Lighting, Inc. and Simmonds Electrical of Naples, Inc., as the top two (2) contractors to perform the
services, as outlined within the RFP.
Staff recommends award to Southern Signal & Lighting, Inc., as the primary contractor and Simmonds
Electrical of Naples, Inc., as the secondary contractor. If the Primary contractor is not available/incapable
to perform work in the timeframe requested,the Secondary contractor may be utilized.
Southern Signal & Lighting, Inc. was selected as the primary contractor due to their expertise in the
ability to install, troubleshoot, and maintain Collier County's computerized solid state traffic controller
systems. Southern Signal & Lighting, Inc., has approximately ten years experience assisting Traffic
Operations and meets all of the requirements of the International Municipal Signal Association, Inc., for
technician qualification levels for performing this work. Services will be obtained by purchase order in
accordance with the County's Purchasing Policy.
FISCAL IMPACT: Funds for these services shall come from each individual using department's
budget's as projects are identified.Annual estimated cost of these services is $400,000.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
Executive Summary.

waive minor inconsistencies between the RFP document and authorize the Chairman to execute the
