1. CALL To ORDER
Steve Hruby calted the meeting to order at 8;30 A.M. and read the procedures to be observed during the
meeting. He led in t]le Pledge ofAllegiance.

Six members were in attendance; therefore, a quorum was established. [Carlos Portu ioined the group at

3. APPRoVAL oF AGENDA AND MINUTES
a. A motion was made to approve the agenda by Mary Waller and was seconded by Litha Berger.
Those present, agreed to approve the agenda (6-0)
b. Mary Waller made a motion to approve the minutes from tlle meeting of october 2, and Litha
Berger seconded. Those present, agreed to approve (6-0).

5. PUBLIC CoMMENT
There were two public speakers. Patricia Young said she was pleased to nnd out that the County
wants to make housing affordable. She stated that she felt the schools were not functioning well as a
result of economic segregation. she said that in Philadelphi4 Pulte Homes build smaller homes witlin
bigger developments and that worked well.
Michael Puchalla said he would like to see a website that contains all the current housing resources.
This would be a great avenue for the videos that were created for the media giving affordable housing
definitions. Mary Waller asked ifshe could get the videos to put on the NABOR website.
6. DIscUssIoN ITEMS AND PRESENTATIONS
SHIP Program Disaster Response - Lisa Carr, SHIP Grant Coordinator, told the group about the
BCC direction to use all of the unexpended funds in the SHIP program for Irma disaster recovery.
The SHIP down payment will be closed for now. The Board of County Commissioners approved
the recommendation on October 10s. Applications were taken in Everglades City, Immokalee
and Naples at the main omce. Triage was set-up to talk to 233 people regarding applications and
eligibility. Applications must be turn in by November 9t. The rehabilitation pro$am will allow
$15,000 maximum for insurance deductible reimbursement and out ofpocket expenses. The
disaster grant offers a 1s-year forgivable loan for demo and replace of mobile homes and repairs
ofextensive home damage of owner-occupied and homesteaded properties.
b. Apartment Report - Jason Rummer told the group that apartnent rentals have Eone up in cost
an average of 17.296 since lastyear. He also stated that 10% of all available rental units are
currently under construction due to Hurricane lrma.
Cirrus Point PUD - Cormac gave the affordable housing density bonus recap in regard to Cirrus
Point PUD. Although the AHAC recommended approval, the Planning Commission voted 7-0 to
deny the approval. foe Schmitt explained tlat it was denied because t}Ie size ofa one bedroom
unit was changed to 650 sq. ft, the representation was poor and the application itself was poorly
written. The petitioner withdrew the application instead ofcontinuing on to t}Ie BCC due to this
action. Steve Hruby stated that he felt that insurmountable damage was done in regard to
affordable housing in Collier County because ofthe denial and Taylor McLaughlin called it
"appalling".

d. Housing Plan - The AHAC recommended adoption ofthe plan at the BCC meeting held on
October 25. The Board voted 5-0 to accept tlle plan. Cormac is currently working with t}Ie
County Manager to bring back items by order ofimportance to be discussed and approved by the
Board. At the Board meeting in December staff will bring an item for the Board to approve the
RFI for the Bembridge, Manatee Park and Grey Oaks properties in order to send a letter to
potential developers ofinterest regarding the properties. In February, staffwill take additional
items for adoption including the definition ofaffordable housing, tlust fund and changing t}Ie
impact fee program among others. The rest of the Housing Plan implementation will follow in
the early part ofnext year.

after being motioned by Mary Waller, seconded by Scott Kish and haYing a final vote of8-0
