Item (9) Residential Recycling pilot Program in Willoughby Acres
George Yilmaz, Solid Waste Director and Larry Berg, Waste Management, Inc.
Goals: To investigate altematives to solid waste collection service for recycling program
enhancements toward preservation of landfill space as well as conserving natural
resources. A pilot program is being implemented in accordance with contract
requirements to serve this goal. This pilot project includes larger recycling cart service
for convenience with a larger collection capacity for residential recyclables. Through this
pilot project, assessment of different alternatives will be evaluated. This pilot project is
designed to be consistent with the Integrated Solid Waste Strategy to preserve landfill
space.
Background: A pilot project was included in the current collections contract to evaluate
enhancement options to current solid waste and recycling collection service with the goal
of saving landfill space and resource conservation. The Third Amendment to the Solid
Waste Collection Service Agreement with Waste Management, Inc. of Florida ("the
Contractor"), Section 2, I., (3) requires the Contractor to conduct a pilot program for the
County to evaluate whether the County would collect significantly more recyclable
material by applying different alternatives.
This pilot project includes larger recycling cart service for convenience with a larger
collection capacity for residential recyclables. Through this pilot project, assessment of
different alternatives including a "single stream" recycling where all recyclables are put
into one cart will be evaluated. This pilot project is designed to be consistent with the
Integrated Solid Waste Strategy to preserve landfill space.
Current Residential Recycling Pilot Program Timeline: 1. January 11, 2004, project execution start date.
2. April 17, 2004, project completion date.
3. May 17, 2004, program data report completion date.
