MINUTES
I. Call to Order
The meeting was called to order at 4:00 P.M. by Ms. Spencer. Attendance was called and a quorum was
established.

Ms. Spencer moved to approve the Agenda of the Golden Gate Advisory Committee as submitted.

VI. Landscape Maintenance Report – Hannula Landscaping & Irrigation
A maintenance report by Hannula Landscaping will be available for the December 2017 meeting.
VII. Landscape Architect’s Report – McGee & Associates
Mr. McGee reported on the status of landscaping for Tropicana Boulevard, Sunshine Boulevard,
Coronado Parkway & Hunter Boulevard, Collier Boulevard and Golden Gate Parkway, noting written
summary reports will commence in December 2017.
A list identifying storm damage on all roads was submitted to Mr. Schumacher.

Tropicana Boulevard – Median #5: Road flooding and debris accumulation resulted in
automobile traffic transgressing the median. Potentially soil and irrigation heads will require
replacement.
Crown of Thorns will not recover from hurricane damage; replacements are recommended.
Recommend landscaping crew tour the medians with a certified Arborist and identify which trees
require structural and annual maintenance pruning.
Mr. Schumacher will secure quotes and schedule pruning and stump removal with Hannula
Landscaping and Irrigation. Time frame for Purchase Order issuance is two to three weeks.
Irrigation System
Mr. Schumacher met with the Hannula Landscaping irrigation team to address the following issues:
The Motorola components have been upgraded; however Mr. Sells is not receiving warning
alarms. The Golden Gate irrigation system and field functions are not in succinct
communication; verification the signal from the controller is working will be confirmed.
The Hannula team is activating zones in medians and conducting “wet checks.”
Mr. Schumacher will communicate with Ms. Acevedo and ensure the system is functioning as
intended.
VIII. Project Manager’s Report
A. Budget Report
Mr. Schumacher summarized the Golden Gate MSTU Fund Budget 153 dated November 21, 2017
noting:
FY18 Ad Valorem property tax revenue budget is $376,900.00, an increase of 11.88%.
Total revenue FY18 is $735,800.00 including investment interest, transfers and contributions
(minus a 5% reserve of $18,900).
The Millage rate is 0.5000.
FY18 planned Operating Expense Budget is $340,800. Current commitments total $121,075;
expenditures $5,017.
Uncommitted Operating Expense funds available are $214,707.68.
The Purchase Order for Hannula Landscaping & Irrigations FY18 Contract is reflected in the
budget.
A Purchase Order for Florikan ESA for fertilizer has been issued. Mr. McGee and Ms.
Acevedo are in the process of updating the schedule for seasonal fertilization.
Hart’s Electrical repaired the light pole on Sunshine Boulevard damaged by an auto accident.
The driver of the vehicle has not been identified; a police report of the accident has not been
filed.
Improvements General Fund of $345,200. (Line 31) is reserved to finance special projects
subject to review and approval of the County accounting office.
Total available balance less committed expenses totals $609,130.
B. Nomination of Officers
Mr. Schumacher reported the Board of County Commissioners (BCC) has reappointed Patricia
Spencer and Florence Holmes to the Golden Gate Advisory M.S.T.U. Committee for a four year term.
C. Irrigation – Coronado & Hunter Design – Conduits Out for Bid
Mr. Schumacher reported a “Request for Quote” (RFQ) has been re-distributed to qualified
bidders for installation of the irrigation control system valve wiring and conduits on Coronado
Parkway and Hunter Boulevard utilizing HydroPoint controls.

D. MSTU Priorities to Commissioner Saunders
Mr. Schumacher distributed a recap of the Golden Gate Beautification M.S.T.U. Advisory
Committee’s Priorities submitted to Commissioner Saunders. Installation of sidewalks and
enhanced lighting were identified as important improvements.

A. Stormwater Refurbishment Status – following the November 16th Public Information
Meeting (PIM)
Mr. Schumacher published a News Release on the “Golden Gate City Stormwater Drainage
Improvement Project Northwest Quadrant Public Information Meeting” held Thursday, November
16, 2017. The purpose of the meeting, sponsored by Collier County’s Growth Management
Division, highlighted Golden Gate City’s needs for an updated stormwater system as follows:
Construction is planned to start in the spring of 2018 in the northwest quadrant of Golden
Gate City to replace nearly 4,000 feet of failing stormwater drainage pipe.
Another 4,000 feet of pipe is expected to need redlining.
More rehabilitation of the stormwater system is expected over the next ten years as funding
becomes available.
The upgrades are planned to improve stormwater flow, help to alleviate flooding and to
address safety issues.
B. Santa Barbara and Golden Gate Refurbishment Status – Public Information Meeting (PIM)
Scheduled for December 7th.
Mr. Schumacher attended a meeting on November 9th that included Dave Lykins, Commissioner
Saunders’ aide, representatives from the Growth Management and Zoning Divisions and others at
which redevelopment within Golden Gate City was discussed along with a median landscaping
project on Santa Barbara and Collier Boulevards.
Highlights included the following two Landscape Beautification Master Plan projects:
Collier Boulevard (Golden Gate Boulevard to Immokalee Road), 3 miles – Landscape
Architect: Q. Grady Minor
Santa Barbara (Bridge at I-75 to Copperleaf) 1.7 miles – Landscape Architect: Johnson
Engineering.
- Landscaping at the southeast corner of Golden Gate Pkwy & Santa Barbara Blvd has
been modified to place trees thirty feet from the roadway to prevent potential blockage
from downed trees in the future.
- The new design specifications by Johnson Engineering incorporate routing irrigation to
this corner area, potentially a positive impact to M.S.T.U. assets.
During Committee discussion the following was considered:
Formulating a methodology for working with the Metropolitan Planning Organization
(MPO).
Generating interest in creating a “downtown” Golden Gate incorporating mixed use
development design with emphasis on a pedestrian friendly concept.
Coordinating sidewalk and curb installation with low height decorative lighting.
Protecting the width and length of the Medians with lighting height below the tree canopy.

Design and installation of a “park” area on the southeast corner of Santa Barbara (area
illustrated in McGee & Associates renovation plan for reference).
Exploring financial avenues to secure funding for the project including state, local and grant
options.
Mr. Schumacher will check the Master Plan in the Overlay District for original sidewalk design
and installation.
Mr. Schumacher informed the Committee the Growth Management Division will hold a public
meeting at the Golden Gate Community Center Thursday December 7, 2017 to review design plans
for the Landscape Beautification Master Plan projects.
C. Canal Bridge Fencing (Golden Gate Parkway)
Mr. Schumacher reported the purchasing department recommended Grainger Industrial Products
as a source for fencing materials; however, the vendor responded they do not provide the type of
fencing desired for this project.
Mr. Schumacher will investigate alternative fencing contractors who are capable of supplying
aesthetically enhanced bridge fencing.

Santa Barbara and 55th Street Project
Mr. Schumacher reported he has not received an estimated completion date for the County project.
Light Pole Replacement Bulbs
Mr. Schumacher updated the Committee on street light bulb replacement with LED’s as follows:
The Lumec LED lamp fixtures are ordered through Graybar and installed by Hart’s
Electrical, Inc.
Cost per lamp is approximately $350.
Delivery time is eight to twelve weeks.
Lumec does not grant quantity discounts; however freight charges will be waived with the
purchase of one dozen units.
Mr. Schumacher recommended replacing the street light fixture on Sunshine Boulevard with a Lumec
LED and reported on success of the replacement program in the Lely community. A quote will be
presented to the Committee for approval.
Mr. Schumacher will report to FPL that light fixtures on Golden Gate Parkway are non-operational.
Child Safe Zones
Mr. Haeger recommended creation of “Child Safe Zones” in Golden Gate.
Mr. Schumacher noted the Fire and Police Departments are the agencies responsible for
implementing the program. He will contact the appropriate individuals to ascertain the procedure to
establish qualified entities for “Safe Zones.”

Mr. Schumacher will provide Mr. Haeger with James Cunningham’s (Fire Chief, North Naples
Fire Control and Rescue District), contact information.
There being no further business to come before the Committee, the meeting was adjourned

Median #12 – 29 (3-19) X 41 Medians that contain turf areas. M&A: 02-13-14 The broadleaf weed treatment program
needs to continue for all turf areas. M&A: 12-12-14 It is
estimated that all median with turf have broadleaf
weeds within over 75% to 90% of the turf areas. M&A:
06/11/15 Turf replacement planning is in process.
Multiple medians have been reviewed for replacement
by County staff and the Contractor. An on-site meeting
was held and the following issues were discussed. The
broadleaf weed coverage within the turf areas has
improved, but many median turf areas still need review
for replacement of the turf. It is also recommended that
all planting beds be reviewed with regards to the turf
edges being too close to the plants causing a conflict to
occur between the plants, mowers and edger’s. If the
turf is too close then it is recommended to remove one
or two strips of turf with a sod cutter so to expand the
plant bed and create a open mulch area between the

removal may result in a turf area that is too small to
mow between the back of curb and the plants. It is
recommended that these small turf areas be removed
entirely and the areas be mulched. There will also be
areas between planting beds that will become smaller
turf areas and it may be better to remove these small
turf areas and expand the plantings from the existing
beds to cover these areas where the turf is removed
thus tying the planting beds together. M&A: 8/13/15
Plan preparation is underway for turf renovations in all

damaged area, but we feel it will have weaken the main trunk to a point of possible
major failure in the future.
