The Landscape & Safety Committee of the Pelican Bay Services Division met on Tuesday,
August 29 at 1:00 p.m. at the Community Center at Pelican Bay, located at 8960 Hammock Oak
Drive,Naples, Florida 34108. The following members attended.

Mr. Cravens motioned, Mr. Hirniak seconded to approve the agenda as presented.
The motion carried unanimously.
APPROVAL OF 07/18/17 MEETING MINUTES
Mr. Cravens motioned, Mr. Ventress seconded to approve the 07/18/17 meeting
minutes as presented. The motion carried unanimously.
AUDIENCE COMMENTS
Ms. Sandra Doyle commented on her concerns over the recent PBSD proposal/discussion
to install concrete sidewalks throughout Pelican Bay including (1) cost, (2) county
contribution/cost-sharing, (3) impact on tree canopy, (4) impact on nature preserve setting, and
(5)unintended consequences.
Mr. Gerry Moffatt commented on the lack of grass around the trees and along the
sidewalk from Hammock Oak to the L'Ambiance front gate, resulting in slippery mud
accumulating on the sidewalk after every rainfall. Mr. Bolick commented that although wart
fern had been planned to be installed in these areas, he would work with L'Ambiance residents
on possible alternative landscape materials in these areas.
Ms. Molly Moffatt commented on (1) the oak trees on the streets bordering L'Ambiance
that need to be trimmed, and (2) the four foot high weeds growing within the canna lilies in the
L'Ambiance lake that need to be removed. Mr. Bolick commented that staff will identify the
weeds and address this issue.
Mr. Trent Waterhouse requested that the PBSD be vigilant and respective of the view of
the PBSD maintenance property by Chateaumere residents, and is appreciative of current and
future collaboration between Chateaumere residents and the PBSD.
Mr. Jim Issenmann commented that the Oak Lake Sanctuary board formerly approved an
offer of up to $5,000 to cost-share with the PBSD on the Gulf Park Dr. cut-through project.
Mr. John D'Aquanno commented on broken pavers in the Pebble Creek crosswalk.
Mr. Ray Kretz commented on how traffic flows during recent multi-day flooding on PB
streets would have been improved had there been a Gulf Park Dr. cut-through.
UPDATE ON GULF PARK DRIVE MEDIAN CUT-THROUGH
Mr. Dorrill confirmed that the County will provide for all engineering, design, and
project management costs associated with the Gulf Park Drive median cut-through project. A
copy of the preliminary opinion of cost of $33,327 for this project, prepared by our ABB
engineers, was included in the agenda packet.
Some of the committee members expressed concerns over "setting a bad precedent" if
cost-sharing funds are accepted from the Oak Lake Sanctuary Association. By consensus, the
committee agreed that the PBSD Board should make the decision as to whether to accept these
cost-sharing funds.
Mr. Shepherd motioned, Dr. Chicurel seconded to recommend to the full PBSD
Board that we proceed with the cut-through on Gulf Park Drive with a budget not
to exceed $40,000. The motion carried 4-0,with Mr. Ventress abstaining.

PB SIDEWALK REDEVELOPMENT UPDATE
COUNTY COST SHARING
Mr. Dorrill commented on his recent meetings with the County's Chief of Transportation
and Budget Director. Takeaways were (1) it is not possible to cost-share with the County for
replacement of sidewalks, and (2) the PBSD would be eligible to replace PB sidewalks. The
committee questioned whether the County, which currently maintains the sidewalks in PB,
would make an annual payment to the PBSD in lieu of sidewalk maintenance. Mr. Dorrill
commented that he would support this idea and would explore it further with the County.
DISCUSSION OF TAKING OVER SIDEWALK RESPONSIBILITY
Mr. Shepherd described the two separate issues for discussion by the committee as (1)
should the PBSD take over sidewalk responsibility, without changing to concrete, and (2) should
the PBSD replace our asphalt sidewalks with concrete throughout the community. The agenda
packet included copies of our engineer ABB's preliminary opinions of cost to replace sidewalks
from the Commons to the North Tram Station from (1) asphalt to concrete, or (2) asphalt to
asphalt.
Mr. Dorrill commented that if the PBSD were to take over the sidewalks, then any
contracts entered into for sidewalk replacement and/or maintenance would be pursued under the
County procurement process.
After discussion, the committee, by consensus, was in favor of taking over responsibility
for PB sidewalks, including replacing asphalt sidewalks with concrete.
PBSD ORDINANCE AMENDMENT
Staff provided a draft copy of an amendment to the PBSD ordinance which included the
addition of the words, "the installation of sidewalks" and "maintain any improvements" under
Section Four, "Purpose; powers." By committee consensus it was agreed to amend the ordinance
to add only the words "the installation and maintenance of sidewalks" following the words
"water management" in the first sentence under Section Four, "Purpose; powers."
Mr. Cravens recommended that if the PBSD approaches the Board of County
Commissioners to amend the PBSD ordinance, then the PBSD Board should consider the need
for any other amendments to our ordinance, such as removing the limitation of a one year
lifetime term for a PBSD board member to serve as chair.
The committee requested clarification from the County Attorney as to whether the PBSD
would be obligated to install and maintain PB sidewalks if the ordinance were amended to
include sidewalks in Section Four of the PBSD ordinance.
Mr. Dorrill commented that a request to amend the ordinance would require an advertised
public hearing.
Mr. Trent Waterhouse suggested that the PBSD should consider the timing of a request to
amend the PBSD ordinance in relation to the upcoming ruling on the PBF's appeal to designate
Clam Bay a manatee protection zone.
Mr. Streckenbein suggested that the PBSD Board vote on taking over sidewalk
responsibility before voting on an ordinance amendment.
Ms. Molly Moffatt questioned whether the PBSD would assume any additional liabilities
as a result of taking over sidewalk responsibility. Mr. Dorrill commented that the sidewalks
would remain "county sidewalks" and would continue to be under the umbrella of "sovereign
immunity."

Mr. Shepherd motioned, Mr. Ventress seconded to recommend to the full PBSD
Board that our ordinance be modified to add sidewalk maintenance and
replacement obligations to our current palette of other obligations (purposes and
powers). The motion carried unanimously.
UPDATE ON LANDSCAPE PROJECTS
Mr. Bolick provided an update on recently completed and ongoing landscape projects.
ELECTRIC POWERED BICYCLES ON PB SIDEWALKS
Dr. Chicurel expressed safety concerns over state law which permits electric-powered
bicycles on sidewalks, not to exceed 20 m.p.h.
OTHER COMMENTS
Mr. Trent Waterhouse commented on the new "Slidr" transportation now available in
downtown Naples, which will become available in Pelican Bay in 2018.

Good Morning,
We have already looked at this and met with the homeowner on site,this is caused by the 6" French drain system that was
placed in the side of the catch basin. I have already informed Frank Laney about this situation and let him know that we are not
going to repair these French drain issues anymore,this is either the homeowner or Pelican Bay who will have to restore or
remove the French drain.The homeowner was also given this information on the day of the site visit. I have pictures on my
personal phone that I took at that time to show the homeowner what was causing the sink hole.The road side drainage is not
showing any signs of failure at this time.This will continue to be an issue for the community as these French drains continue to
fail.

away from a storm drain. He's concerned it may be a "sinkhole" or that something has happened to the drain pipe."The mailbox
is what appears to be "sinking".
