Dear Commissioner Solis and County Manager Ochs,
My name is Jeff Lane, a homeowner in Pelican Bay in the Oakmont subdivision. My address is
6915 Oakmont Pkwy. Commissioner Solis, you may remember me from the town hall meeting
you held at the Pelican Bay Community Center on October 19th. I am writing you today for 2
reasons.
First, I would like to say a heartfelt Thank You to both of you and to every Collier County
employee that I met or spoke with over the last few months. This exceptional group of people
were not only kind and efficient, they came up with an elegant solution to a problem that was
literally collapsing my home into a hole (photo attached). Once the problem was identified and
your team determined which department was responsible, the speed of response was
remarkable and I am truly grateful. I come away from this experience with a profound respect
for the quality of service and professionalism of the Collier County staff. Knowing that this type
of service doesn’t occur by accident, please accept my sincere thanks and appreciation for your
leadership, especially considering all the challenges that Irma has brought to your desks.
Your (cc’d) team is very familiar with my case so I’ll summarize as simply as I can. My roughly
30 year old home sits next to a storm drain line in an easement that has zero setback. This line
feeds storm water from a large section of the Oakmont subdivision into Oakmont
Lake. Unbeknownst to me, this drain line has been failing over the last 3 years but Irma
brought it to a head. This created a very large collapse (1 of 2) right next to my home, and my
family room, my new 1 year old travertine lanai, and garage all starting cracking and leaning
towards the collapses. It was more than a little scary, and every one of your employees who
came to the site agreed.
The initial plan to repair the leak in the pipe would have involved digging up the pipe and
replacing it, putting my home (and my neighbor’s home) in further jeopardy. Not only was this
going to cost the County more to fix, it would have taken more time which would have added
to the cost due to there being potentially more damage to my home. This option would have
also increased the preventative measures I would have had to make to protect my home during
the repair. One of your Managers estimated that this repair option would cost “in the
hundreds of thousands of dollars” and take quite a while. Time was of essence so I went into
action.
Thankfully, your team came up with an elegant solution to gently and carefully clean out the
existing line and then install basically a stent inside the old line (Zero Dig Trenchless Pipe
Repair). The crew your team subcontracted to do the work came in from Nebraska to do the
work on the line next to my home and also the longer feeder line that goes under Oakmont
Pkwy which had also collapsed in the road causing a major public safety issue. That crew stayed
until 1:15 AM to finish the job. Incredible.

Once the root cause of the problem was taken care of, your team then processed the permits
my General Contractor requested to prop my house back up in an expeditious manner, then
they came to the site on the days of installation of the helical piles and a reinforced concrete
grade beam pouring, in a prioritized fashion. Again, very thankful. Those repairs are now
complete and by all professional and County employee accounts, my home is now safe again.
That brings me to the second reason I am writing you both today. I am respectfully requesting
your assistance and guidance of how to be reimbursed for the costs I have borne to date due to
this drain line collapse. I have fronted all of these expenses to date so as to minimize the total
project cost and to save my home. I have spoken with several members of your team and they
have recommended that I start with you two.
I do not have the total amount yet as I am awaiting final invoicing from the various contractors
and engineering firms, but I expect that I will have all of this ready next week. What I do know
is that these expenses are already well over $10,000.
Knowing that this is an unusual case and that my request for reimbursement is not ordinary,
this letter is meant simply to give you a heads up so you may begin gathering the informatio n
you need to bring this issue to closure.

Dear Mr. Sheffield,
Per our discussion, I would like to formally request to submit a petition to speak at the next
Collier County Commissioners meeting on January 9th, 2017.
Attached you will find my petition form (entitled scan 0007) as well as attachments providing a
photograph of the hole next to my home, the history of my case, and a summary of my
expenses totaling $17,764.84 that I am respectfully requesting reimbursement for.
Per my conversation with Jeff Walker on 12/19, my understanding is that there is a procedural
issue involved between the County and the Pelican Bay Services Division of Collier County that
the County’s legal department is currently reviewing. As I understand the issue metaphorically,
it is like a football play: A pass was thrown, but it was never completed, intercepted, knocked
down or a flag thrown on the play. It appears that the ball is still in the air, and has been since
the 1980’s…. In the meantime, I am out $17,764.84, hence my request for closure.
I look forward to hearing from you prior to January 9 th to determine the exact time and place of
the meeting so I may communicate this information to my fellow neighbors who are very
concerned about this issue as there are at least 6 other collapses in the Oakmont subdivision of
Pelican Bay. We are all very concerned about the negative impact on our property values due
to this long neglected infrastructure issue.

the meeting of January 9, 201 8 regarding the above referenced subject.
Your petition to the Board of County Commissioners will be limited to one speaker for no more than ten
minutes. Please be advised that the Board will take no action on your petition at this meeting. However,
your petition may be placed on a future agenda for consideration at the Board's discretion. If the subject
matter is currently under litigation or is an on-going Code Enforcement case, the Board will hear the item
but will not discuss the item after it has been presented. Therefore, your petition to the Board should be to
