Introduction
The James V.Mudd Fellowship Aw ard was created bytheLeadershipCollierFoundation,a program of theGreaterNaplesChamberofCommerce,to honorformerCountyManagerJimMuddandacknowledgehisoutstandingpublicservice.
The Fellowship annually acknowledges an outstandingleaderwhosecontributionsmirrorthoseofManagerMudd’s devotion to enhancing leadership andpromotingstewardship.
Each year ’s fellowship recipient is granted a fullscholarshiptotheLeadershipCollierprogram.

2017 Fellowship Recipient –LT C Shannon Horne
}Shannon is originally from Barrington, IL.
}She is a West Point graduate and received an active duty
commission as an Ordinance Officer in 1995.
}LTC Horne holds a Bachelor of Science degree in Engineering
from West Point, not unlike the former County Manager.
}Her militar y education includes numerous professional schools
and course work .
}LTC Horne has held diverse career assignments in the active
Army, National Guard, and Reser ve component. Her ser vice
includes overseas postings to Germany, Belize, and
Guantanamo Bay, Cuba.

}Shannon has worked as a marketing consultant for several
local companies and is currently a Realtor with Premier
Sotheby’s International Re alty.
}She is married to Paul Horne, the Naples High Offensive
Coordinator and a Social Studies teacher.
}Shannon is a mother of five: Colby (19), Kirby (18), Darby (16),
Abby (15) and Toby (13). Colby is a football player and an Army
ROTC scholarship winner. Kirby is a Cadet Candidate at West
Po int Prep. The rest of Team Horne is also interested in ser vice
to countr y through the militar y.

Lieutenant Colonel
Shannon Horne (USAR)
LTC Shannon Horne is from Barrington, IL. She received her active duty commission in the U.S. Army in 1995
from the United States Military Academy at West Point as an Ordnance Officer.
Her diverse career assignments include active Army, National Guard and Reserve assignments at Aberdeen
Proving Ground, MD; Fort Stewart, GA; Fort Lauderdale, FL; United States Military Academy, West Point, NY;
US Forces Command, Atlanta, GA and US Southern Command, Miami, Florida. Her most recent assignment is as
the Individual Mobilization Augmentee (IMA) Reserve Officer, Directorate of Admissions, United States Military
Academy at West Point, NY.
LTC Horne mobilized and rapidly deployed to Haiti for US SOUTHCOM Public Affairs, from January to March
2010. In addition to this, LTC Horne has traveled on active duty for the Army Reserves for up to three months per
year for the last decade. During these times, she has traveled to several overseas assignments including Germany,
Belize, and Guantanamo Bay, Cuba. LTC Horne holds a Bachelor of Science degree in Engineering from West
Point. Her military education includes the Ordnance Officer Basic Course, Adjutant General Advance Course,
Captains Career Course, Intermediate Level Education Course (ILE/CGSC) and the Public Affairs Q ualification
Course at the Defense Information School.
In Naples, Shannon has worked as a marketing consultant for several local companies. However, recently
Shannon transitioned to work as a licensed REALTOR® for a top sales producer, Larry Roorda, at Pre mier
Sotheby’s International Realty.
LTC Horne is married to her amazing husband, Mr. Paul Horne, the Naples High School Football Offensive
Coordinator and a Social Studies teacher. They have five children; Colby (19); Kirby (18); Darby (16); Abby (15)
and Toby (13). Colby is a football player and Army ROTC 4-year scholarship winner at Rose-Hulman Institute of
Technology in Terre Haute, IN. Kirby is a Cadet Candidate at the United States Military Academy Prep School at
West Point. TeamHorne’s younger three squadmates are also interested in serving their Country through the
military.
