Agenda 12/12/2017 Item #16G212/12/2017 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, acting as the Airport Authority, adopts the attached Resolution approving the proposed rate schedules for the Everglades Airpark, Immokalee Regional Airport and Marco Island Executive Airport for 2018. OBJECTIVE: To approve rate schedules for the Everglades Airpark (X01), Immokalee Regional Airport (IMM), and Marco Island Executive Airport (MKY) for 2018. CONSIDERATIONS: Ordinance 2010-10, Section Five C.6 states that the Authority has the power to adopt by resolution a schedule of rates, fees, and other charges. The Airport Leasing Policy, Section II, states that a “Rate Structure” updated and approved by the Authority annually will serve as a guide when negotiating fees. The notable changes to the attached updated rate schedules from the 2017 rate schedules, based on market comparisons, current costs, or previously approved methodology, are: ALL AIRPORTS - Office space rates have been increased 2.4% based on the Consumer Pricing Index (CPI) per signed lease agreements. ALL AIRPORTS - Hangar rental rates have been increased 2.4% based on the Consumer Price Index (CPI) per the standard t-hangar agreement approved by the BCC on March 8, 2011, Agenda Item 16G3. ALL - The Rental Car Operating Fee has been deleted from the established rates and charges. These fees are based on proposals that have been competitively solicited and Board approved; there is no need for rates to remain in the fee schedule. ALL AIRPORTS - The charge to cleanup a fuel or oil spill of up to 10 gallons has been changed from direct cost to $250; over 10 gallons, remains direct cost. ALL AIRPORTS - Transient commercial usage fees have been deleted from the established rates and charges. Fees are negotiated per event, and the agreement then brought to the Board for approval prior to the event. IMM - Land lease rates have been increased based on CPI. IMM - AvGas fueling fees have been revised to maintain a minimum margin while providing flexibility that will allow IMM AvGas fuel prices to be more competitive with area airports. Prices will be updated as necessary based on market conditions, or upon receipt of fuel IMM - Jet-A full-service fueling has been increased slightly based on market comparisons. IMM - The full-service fuel discount for tenants with current agreements has been increased from $.05/gallon to $.10/gallon, and the AirnavAirboss Fuel Discount has been replaced with a Shell Contract Fuel Discount. IMM - The flight school fuel discount has been eliminated. IMM - The annual volume discounts for full-service fueling has been increased by $0.25. IMM - A 5% hangar sublease fee has been added. MKY - The land lease rate has been increased based on CPI. MKY - Several daily, and the majority of weekly and monthly tie-down and overnight parking fees have been increased slightly based on market comparisons. MKY -The parking fee exemption for jets has been adjusted based on market comparison. MKY - AvGas fueling fees have been revised to maintain a minimum margin while providing flexibility that will allow MKY AvGas prices to be more competitive with area airports. Prices will be updated as necessary based on market conditions, or upon receipt of fuel. 12/12/2017 MKY - Jet-A full-service fueling has been increased slightly based on market comparisons. MKY - The AirnavAirboss Fuel Discount has been replaced with a Shell Contract Fuel Discount. MKY - The flight school and annual volume discount for self- service AvGas discounts have been eliminated. MKY - The minimum purchase amount or number of gallons purchased required to waive ramp fees has been increased for most aircraft. FISCAL IMPACT: Modest increases are expected in certain revenue line items. Impacted revenue categories are expected to meet or exceed the FY2018 budget. GROWTH IMPACT: There is no growth impact associated with this Executive Summary. Customers must commit to purchase the minimum gallons during the current fiscal year (October 1 through September 30). Customers wishing to take advantage of this program will be charged the non- discounted rate for the first tier (i.e.: 30,000 gallons of Jet -A). Once the minimum gallons have been purchased, the customer will receive a credit to be used for future fuel purchases for the remainder of the fiscal year. Credit balances remaining at the end of the fiscal year revert back to the Authority. Customers will be billed twice per month. Customers electing to pay with a credit card under this program will be charged a service fee of 3%. Customers wishing to take advantage of this program must inform the Airport Authority before October 1 each year. Additional or replacement keys shall be purchased for a non-refundable fee of $20 each. Upon termination of a leasehold, all keys issued to tenants will be returned to the Airport Authority. If all keys are not returned, a charge of $70 for a lock change, tax included, will be charged. If the tenant requests a lock change, there will be a charge of $70 for the lock change.
