EXECUTIVE SUMMARY
Recommendation to approve and authorize the chairman to sign a one-year extension to the
Memorandum of Understanding between the Collier County Board of County Commissioners and
the Early Learning Coalition of Southwest Florida Inc. to provide local match funding in the
amount of $75,000 in Fiscal Year 2018.
OBJECTIVE: Implement policies to strengthen and diversify our local economy, including
building partnerships with other groups to assist in the development of Collier County’s economy, as
provided by this Memorandum of Understanding (“MOU”) for services to aid employees or job
seekers with child care needs, to enable career opportunities that would not be possible otherwise by
considering and approving the sixth extension of the MOU between Collier County and The Early
Learning Coalition of Southwest Florida (“Coalition”) and continue the provision of Early Learning
Child Services to eligible families in Collier’s School Readiness Program.
CONSIDERATIONS: This is the eighth year that the Board has budgeted funds for the Early
Learning Coalition of Southwest Florida Inc. The Coalition provides services (resource and
referral, eligibility and enrollment, reimbursement to child-care providers, child developmental
screenings, provider monitoring and inclusion, infant and toddler training services) to families, children
and child care providers in Collier County. By linking families to child care and Pre-K services,
the Coalition supports parents’ ability to work and helps prepare children for success in school.
On September 8, 2011, during the budget hearings, the Board directed the County Manager to work
with the Coalition during future budget preparation for commitment of future funding. As such,
$75,000 has been budgeted in Fiscal Year 2018 for continuing support of the Coalition.
The terms covering this funding commitment, including requirements for both the County and the
Coalition, are contained within the original MOU, along with modifications that have been included
in subsequent extensions. This extension incorporates previously approved changes and provides for
updated dates for Fiscal Year 2018.
FISCAL IMPACT: The total cost of the agreement will not exceed $75,000 in FY 2018. Funding is
included in the FY 2018 Business and Economic Development budget within General Fund (001).
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the
Economic Element of the Collier County Growth Management Plan, which states: “Collier County
will support programs that are designed to promote and encourage the recruitment of new industry, as
well as the expansion and retention of existing industries in order to diversify the County’s economic
base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority
vote for Board action. - JAB
RECOMMENDATION: Approval and authorization for the Chairman to sign, an extension to the

THE EARLY LEARNING COALITION OF SOUTHWEST FLORIDA, INC.
This Sixth Extension of Memorandum of Understanding ( also referred to as the Extension") is entered into
this day of December, 2017, between the Collier County Board of County Commissioners, hereinafter
referred to as "COUNTY" and the Early Learning Coalition of Southwest Florida, Inc., a Nonprofit
Corporation registered under the laws of Florida Chapter 617, operating under the laws of the State of
Florida and, hereinafter referred to as the "COALITION."
This Sixth Extension shall begin October 1, 2017, and end September 30, 2018, unless terminated by either
party as provided for herein.
1. The Memorandum of Understanding, as previously extended, a copy of which is attached hereto as
Exhibit A, is hereby extended to September 30, 2018.
2. The COALITION will invoice the COUNTY for monthly expenditures incurred beginning October
15 2017 through September 30, 2018, for the preceding month's expenditures in a form acceptable
to the COUNTY.
3. All terms and conditions of the Memorandum of Understanding, as previously extended, shall
continue to be in full force and effect.

COUNTY contributions from this agreement will be provided to COALITION
staff upon request. COUNTY staff may also be contacted annually to verify
compliance with the cited federal grant program requirements, specifically:
i. COUNTY funds/contributions received by the COALITION are not included as
contributions/match for any other federal award, and
ii. COUNTY funds/contributions are not funded by federal grant program monies
unless expressly authorized by Federal statute to be used for cost sharing or
matching.
4. All terms and conditions of the Memorandum of Understanding, as previously extended,
shall continue to be in full force and effect.
