EXECUTIVE SUMMARY
Recommendation to approve a Memorandum of Agreement with the National Park Service for
utilization of a Park Service tower for the County’s P25 Radio system
OBJECTIVE: To improve radio system coverage and performance, as part of the P25 system upgrade, in
the Everglades area.
CONSIDERATION: Contract 15-6409 for the P25 radio system implementation, which was approved
by the Board on April 14, 2015, Agenda Item 11A, included funds for new communication sites.
Collier County currently leases tower space at a commercial tower on Loop Road near the Dade County
line to provide coverage in the southeast section of the County. The current location is at the eastern
boundary of the County. The Oasis Ranger Station in the Everglades National Park is more centrally
located and will improve radio system coverage along the Tamiami Trail corridor. In addition, co-locating
with the National Park Service at this tower will facilitate interagency communication critical to public
safety response in this area.
The term for the arrangement is five years and either party may terminate with 60 days notice to the other.
FISCAL IMPACT: Costs associated with relocation of the Loop Road site will not exceed the amount
established in contract 15-6409. Costs for equipment maintenance and site operation are budgeted in the
800 MHz Inter-Governmental Communications Program, account number 188-140480. There are no
costs associated with utilization of the National Park Service tower or for the required radio equipment
space. This relocation will eliminate lease payments for the commercial tower space with an annual
savings of approximately $15,000.
GROWTH MANAGEMENT: There is no Growth Management Impact associated with this Executive
Summary.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
RECOMMENDATION: To approve the Memorandum of Agreement with the National Park Service
and authorize the Chairman to execute same.

ARTICLE I―BACKGROUND AND OBJECTIVES

ARTICLE II―AUTHORITY
● This agreementis entered into underthc authority of 16 U.S.C.§lb(5).
ARTICLE HI‐STATEⅣIENT OF WORK
A.Thc Prcscrvc shall:
1. Providc thc ncccssary space on the Preserve owncd guyed tower located at 52105 Tamiami Trail East,
Ochopee,FL 34141,to accommodate and support the County's antenna system,which is a critical
element ofthe County's radio system.
2.Provide the necessary space in thc Preserve owned faciHty,attaCent to the tower,that will housc thc
equipment necessary to supportthe County's antcnna system.
B The County:
1. Based on the deterlnination of the attached structural analysis, the to、vcr can support the County's
proposed loading,two 2 Db 812 antcnnas,with nlinor:nodiflcations. The modiflcations would entail
replacemcnt ofthc cxisting guy wires and structural bracing to the tower at the location ofthe County's
antennas.These modiflcations、vill bring the tower into compliance with the curcnt building code and
are basic tower inaintenancc activitics.
2.Ate対 sting facility,the County wiH occupy interior space necessary to accommodatetwo communication
equipment racks and an unintcrruptiblc power supply(UPS).The county win complete any required
facility modiflcations to accommOdate County usc of the site which may include electrical,
environmental,or grounding systems.
3. All instaHation and site modincation plans wiH be subnlitted to the Big Cypress National Park for
approval prior to cominencement ofany、vork.

ARTICLE IV―TERM OF AGREEMENT

ARTICLE VII _ REPORT AND/OR OTHER DELIVERABLES
Upon request and to the full extent permitted by applicable law, the parties shall share with each other final reports of
incidents involving both parties.
ARTICLE VIII _ PROPERTY UTILIZATION
Unless otherwise agreed to in writing by both parties, any properfy furnished by one party to the other shall remain
the property ofthe furnishing party.

ARTICLE IX - MODIFICATION AND TERMINATION
A. This agreement may be modified only by a written instrument executed by both parties.
B. Either parry may terminate this agreement for reasons other than unsatisfactory performance of the other party,
provided that they notify the other party with sixfy (60) days advance written notice. In the event that one party
provides the other party with notice of its intention to terminate, the parties shall meet promptly to discuss the reasons
for the notice and to try to resolve their differences amicable. The parties commit to using every reasonable means
available, including the use of a neutral mediator if necessary, to try to avoid terminating this agreement.
ARTICLE X _ STANDARD CLAUSES
A. Civil Rights
During the performance of this agreement, the participants agree to abide by the terms of the USDI-Civil Rights
Assurance Certification, non-discrimination, and will not discriminate against any person because of race, color,
religion, sex or national origin. The participants will take affirmative action to unsure that applicants are employed
without regard to their race, color, religion, national origin, disabilities, age or sex.
B. Promotions
The Commission shall not publicize or otherwise circulate promotional material (such as advertisements, sales
brochures, press releases, speeches, still and motion pictures, articles, manuscripts or other publications) which states
or implies Governmental, Departmental, Bureau or Government employee endorsement of a product, service, or
position which the (parfy) represents. No release of information relating to this agreement may state or imply that
Government approves of the Commission's work product to be superior to other products or services.
C. Public Information Release
The Commission must obtain prior Government approval from the Superintendent of Big Cypress National Preserve
for any public information release which refers to the Department of the Interior, any bureau, park unit, or employee
(by name or title), or to this agreement. The specific text, layout, photographs, etc. of the proposed release must be
submitted with the request for approval.
D. Liability Provision
Each party to this agreement will indemni$, save and hold harmless, and defend each other against all fines, claims,
damages, losses, judgments, and expenses arising out of or fiom, any omission or activiry of such person organization,

KCI rechnologies, lnc. has completed a feasibility structural analysis of the oasis
tower. communications lntemational is proposing to add appurtenances to the tower.
KCI sfudied a single loading case whlch consisted of the existing and proposed
appurtenances with a 158-mph wind speed (uftimate $second gust) per the 2Oj4
Flodda Building Code for Collier County, Florirla with Exposure Category C,
Topographic category 1 and Risk category ll. lce was not considered in this analysis.
This analysis assumes that communications lntemational shall stack their propo$d
transmission lines in a back lo back configuration on the Nortrwest tower face, such
that one new line is exposed to wind.
The resuhs indicate that with modifications, none of the struc{ural components of the
tou,er will exceed the nominal loads established by the ANSI/T|A-222$ standa(dfor
the poposed appurtenance configuration at the specified loadings.
This rcport assumes modifications have been completed in accordance with the KCI
Modification Drawings, dated 21 Apnl2017.
Quality Tower completed the stuctural mapping of the tower and in the prccess
discovered a few items that required maintenance. Please refer to
Recommendations Section for further details. These are incorporated into the
modification design as well for convenience.

transmission lines to the existing struc,tur€, including whether or not structural
modifications are required. Any modifications recommended herein are
conceptual only. This is not a construction document. This report may not be
suitable for bidding and definitely is not a substitute for completo and properly
engineered plandspecifications required to accomplish any r€commended

A. PURPOSE / BACKGROUND
Pursuant to the request of Mr. Rick Rewiskiwith Communications lnternational, KCI
Technologies, lnc. was retained to conduct a structural analysis of the Oasis Tower.
Communications lnternational is proposing to add appurtenances to the tower.
Communications lnternational provided the following information for this analysis:
- Proposed appurtenance information.
KCI contracted Quality Towers to complete a structural mapping of the tower and to verify
the general condition of the tower.
- Geotechnical Evaluation Report by BJ Rock, BJR 17-128,14 April 2017.- Tower Study Foundation Report by BJ Rock, BJR 17-128, 13 April 2017 .
KCI did not visit the site for this analysis.
B. CONDITIONS INVESTIGATED
The 220-ft guyed tower was originally designed and manufactured by Rohn. KCI could
not obtain the original tower design loading.
The tower is located on US Highway 41, Monroe Station, Collier County, Florida.
KCI analyzed the self-supported tower using GuyMaster software by Weisman
Consultants, lnc.
KCI examined a single loading case including the existing and proposed appurtenances.

The following assumptions were made in the analysis:
1. The tower has been properly maintained.
2. The structural integrity of the tower has not been compromised.
3. All connections and fasteners are in accordance with AISC LRFD specifications.4. Communications lnternational shall stack their proposed transmission lines in a back
to back configuration on the Northwest tower face, such that one new line is exposed
to wind.
5. All information provided by Communications lnternational is accurate and correct.
D. RESULTS
The results indicate that with modifications, none of the structural components of the tower
will exceed the nominal loads established by the ANSI/T|A-222-G standard for the
proposed appurtenance configuration at the specified loadings.

E. RECOMMENDATIONS
The results indicate that with modifications, none of the structural components of the tower
will exceed the nominal loads established by the ANSI/TIA-222-G standard for the proposed
appurtenance configuration at the specified loadings.
This analysis assumes that Communications lnternational shallstack their proposed
transmission lines in a back to back configuration on the Northwest tower face, such that
one new line is exposed to wind.
Quality Tower completed the structural mapping of the tower and in the process discovered
a few items that required maintenance. These include the following and have also been
included in the modification drawings:
1 . Re-tension the guy wires lo 10% of the breaking strength. All measured lower than
a llowed per AN S lff I A-222-G standa rds.
2. There was significant corrosion on the tower base plate. This should be wire brushed
and repainted.
3. The guy anchors have significant buildup of brush and other obstructions. These
should be cleared away so that there is a clear path around each of the anchors.
