Carried unanimously 4-0. 1/7 V. Chairman's Report—Tony Branco Chairman Branco reported a tour of the community revealed maintenance issues to be addressed as follows: A. Post Irma Status Landscaping • Additional storm debris,now removed, was piled on streets by residents post County pick up. • A Palm tree on Treasure Point is still leaning. • Mr. McGee noted there is evidence the irrigation system is not functioning properly resulting in browning of sod. Mr. Gorden will go to the pump station to check the system and report his findings to Mr. Schumacher and Mr. Sells. He noted last month the system was functioning as intended. • The sod on Valley Stream is browning; replacement may be required. Auto Accident Saint Andrews Entrance Ms.Jorgensen provided photographs of an auto accident at the St. Andrews entrance. She will forward the license plate information to Chairman Branco. Chairman Branco notified Mr. Schumacher of the accident via email. Mr. Schumacher will request Ms. Sillery research the files for an accident report for insurance purposes. County Specification Requirements Mr. Schumacher met with Traffic Operations to review MUTCD (Manual Uniform Traffic Control Devices)requirements for traffic and street signs. The department agreed the following sign specifications are acceptable for Lely Golf Estates: • Although minimum height requirement for traffic signage is 7' from the ground to the bottom of the sign, the current signs posts measuring in the 6 to 61/2 foot range can be utilized. • Street sign lettering must be reflective quality with dimensions noted- 30 inches long by 9 inches high with capital letters 6 inches and small letters 4.5 inches in height. MSTU's Role for Signage Repair/Replacement In response to the Homeowners Association's request the MSTU financially participates in the sign replacement recovery project, Mr. Schumacher reported there is no mechanism for the M.S.T.U. to contribute to a non-County entity. The Homeowners Association voted to retain Community Signs &Mailboxes LLC. to repair and/or replace signage. B. December Meeting Date The Committee confirmed the next meeting will be Wednesday, December 13, 2017 at 2:00 pm. Mr. Schumacher will research room availability at the East Naples Library location and email an "Invite"to confirm the date. VI. Landscape Architects Report—McGee & Associates A. Summary,Detail Mr. McGee summarized the "Lely Golf Estates Landscape Observation Report"dated November 7, 2017 noting the report identifies items to address when the Committee is ready to discuss replacements. 2/7 General • Palm trees with damaged fronds and seed pods should be pruned within the next 30 days. • Increase irrigation on all trees, especially leaning or reset trees, to offset potential damage to the roots. • Reset and stake leaning trees as noted in the summary report if feasible. • Flush cut or grind stumps. • Discuss removal of damaged Palms in medians during monthly through on December 5th . Irrigation • The irrigation system is not functioning properly. US41 and Saint Andrews Boulevard • Prune all damaged foliage and branches from Oaks and Black Olives for safety purposes; follow up with structural and/or corrective pruning. • One Oak tree is leaning at the newspaper stand location. Reset and stake the tree; bubblers may be required to ensure adequate water intake. Outbound R/W North • Prune all damaged foliage and branches out of the Oaks for safety purposes; follow up with structural and/or corrective pruning. Valley Stream Circle • Remove Queen Palm. Saint Andrews Boulevard • Median#1 —Replace Bougainvillea Silhouette on end of median. • Median#2—Change: Prune (10) Tabebuia to Prune (1) Tabebuia. • Median#3 —Change: Remove (10)Washingtonia Palms to remove (1) Washingtonia Palm. Briar Cliff Lane • Replace about sixty Bougainvillea plants damaged by Hurricane Irma. Doral Circle East of Right of Way • Remove and replace uprooted Yellow Tabebuia tree with a Golden Tabebuia tree. • Remove 50 foot gray wood Royal Palm with broken out bud and replace with smaller tree. Weeds • Torpedo grass should be treated. Mr. Gorden noted Torpedo grass is treated weekly. Mulch • Recommend two inch dusting of mulch due to storm wash outs. Mr. Gorden will provide a proposal for the December meeting for re-mulching. The Committee discussed prioritizing storm damage pruning versus pruning all trees in sequence. Mr.McGee noted the pruning maintenance does not necessitate his review and requested CLM contact him if clarification of the procedure is required. Mr. Schumacher will request a quote from Commercial Land Maintenance for two levels of pruning: a. Storm damage pruning and b. Seasonal pruning for discussion at the December meeting. Mr. Schumacher also noted that a separate purchase order has been issued specifically for hurricane Irma related damage and clean up; these expenses to be submitted to FEMA for reimbursement. 3/7 VII. Landscape Maintenance Report—Commercial Land Maintenance A. Summary Comments • Plants including the Firebush have been trimmed. • The pump station will be checked this week to verify system condition. Mr. McGee, Mr. Schumacher and Mr. Sells will be advised of findings. • The Purslane flower at the Saint Andrews entrance is not available for replacement. Alternative flowers should be selected for seasonal planting. During Committee discussion the following were addressed: • Replacement of Median#1 plants should proceed based on the"winter layout"installed in 2016. • Replacement of plants in other medians throughout the MSTU will be an agenda item for the December meeting. Mr. McGee will review the schematic drawing approved by the Lely Golf Estates Beautification Committee in October 2016 to verify flower quantities and installation scheme for seasonal flowers at the Median #1 front entrance. Ms. Dammert motioned to approve Florida Land Maintenance,Inc., dba Commercial Land Maintenance,plant the bed entrance to Saint Andrews Median #1 in accordance with the October 2016 concept plan Scheme A designed by McGee&Associates. Second by Ms. Jorgensen. Carried unanimously 4- 0. VIII. Project Managers Report-Dan Schumacher A. Budget Report Mr. Schumacher summarized the "Lely MSTU Fund Budget 152 dated November 16, 2017"for information purposes and provided an overview of the budget noting: • FY18 Ad Valorem property tax revenue budget is $255,500.00, an increase of 9.37%. • Total revenue FY18 is $563,500.00 including investment interest, transfers and contributions (minus a 5%reserve of$12,900). • The FY18 Millage rate remains constant at 2.0000. • Current Operating Expense budget is $192,000 of which commitments total $117,516 and expenditures $8,676. • Uncommitted Operating Expense funds available are $65,807.68. • Purchase orders for vendor services, including McGee &Associates, are being prepared by county Procurement and Notices-to-Proceed issued as available. • Purchase orders for Commercial Land Maintenance and Hart's Electrical Inc. have been requested. • Sufficient funds remain in the Mulch budget line item to support an additional mulch application. • The PO for Whited Holiday Decor has been issued. • Reserves for Insurance and Catastrophic/Hurricane funds total $179,400.00, an increase of $9,400.00. • Total available balance less committed expenses $436,813.58. 4/7 B. Lighting Inspection Report Mr. Schumacher provided a lighting report compiled by Commercial Land Maintenance noting three outages on Saint Andrews and Pebble Beach Boulevards. Commercial Land reported the loose photo cell for Doral Circle is Not working (George Barton indicated the lights were working). Future installation of an on/off switch could be considered. Chairman Branco requested that Commercial Land Maintenance email the monthly Lighting Inspection Report to both he and Mr. Schumacher prior to publication of the MSTU meeting Read Ahead packet for each month. C. Lumec LED Retrofit—PO issued 12 additional Led retrofits ordered 11/06 Mr. Schumacher noted a purchase order is pending for twelve LED Streetlight fixtures ordered on November 6,2017 by Hart's Electrical. Graybar estimates receipt of the lamps from their supplier the end of November 2017. The Committee agreed a re-order for the lamps should be placed when inventory stock level reaches two or three units. D. Lely HOA Sign Replacements—Damaged STOP & Street Signs Mr. Schumacher reaffirmed that damaged signs on Pebble Beach, Saint Andrews and Forest Hills Boulevards and Doral, Pinehurst and Valley Stream Circles will be repaired/replaced by the Homeowners Association, as discussed in the Chairman's Report. E. Irrigation Status Mr. Schumacher consulted with Mr. Sells prior to this meeting, with this status: • The system is functioning as intended- contrary to possible deficiencies discussed earlier. • Mr. Sells is not receiving dysfunctional warning alarms and the Motorola components are communicating. • Mr. Schumacher and Mr. Sells will review the functionality, including a"wet check." • Mr. Gorden will check the pump station. F. Quote(s)—Monuments Land Survey Mr. Schumacher distributed a"Quote Request—Survey Entry Monuments" (RFQ) submitted to Hole Montes, Inc. to survey the two (2) Lely sign monuments at the US-41 & Saint Andrews Boulevard entrance to Lely Golf Estates in the M.S.T.U. in preparation for potentially larger Exit and Entry monuments. A copy of Hole Montes proposal for the project in the amount of$950.00 was included in the package. Chairman Branco motioned to approve the proposal from Hole Montes,Inc., dated November 10, 2017,for Contract Bid Tab 13-6164-SU, in the amount of$950.00 to survey the two Lely community monuments at the US-41 and Saint Andrews Boulevard entrance to Lely Golf Estates. Second by Mr. Slebodnik. Carried unanimously 4-0. 5/7 IX. Old Business A. Refurbishment of Entry Monuments 1. Land Survey (Monuments) Mr. Schumacher provided a document outlining the specifications for the survey. 2. County Sign Review Specialist- Mr. Schumacher reviewed the criteria established by the County Sign Specialist as follows: a. Center lane of west-bound US-41 can be used as the reference for maximum 8 ft. sign height. b. Survey is conducted by the MSTU, not the County. c. Suggested investigating the hiring of a full-service sign company going forward. d. Easements for both entry and exit side of St. Andrews monuments to be confirmed. B. New Lift Station @ Hidden Valley Drive 1. FY-18 Public Utilities project. Mr. Schumacher requested,but has not received an update for the project. C. Roadways 1. Tentative road maintenance repaving schedule sequence—pending. Updates on this project will be provided at future meetings. D. Unfinished Business 1. Insurance for Pebble Beach Light Pole. 2. Auto Accident Median 3 Insurance reimbursement is pending for both claims. X. New Business A. Project Proposals for the FY-17 Year The following project is under consideration and will be addressed in 2017: 1. Lighting Pebble Beach Circle, Pebble Beach Cart Crossing,Forest Hills Cart Crossing and potential for Doral Circle. 2. Inquiry—Treasure Point FPL light poles. XI.
