Agenda 12/12/2017 Item #16A3112/12/2017 EXECUTIVE SUMMARY Recommendation to approve Change Order #1 adding new items to RFP 15-6508, "Roadway Lighting Upgrade to Light Emitting Diode (LED) Luminaires," to add a turnpike style LED fixture to the approved contract with Apollo Metro Solutions, Inc. (Project No. 60189) _____________________________________________________________________________________ OBJECTIVE: To add a new Apollo Metro Solutions, Inc. SL4 Series LED Luminaire along with repair/replacement items to the existing RFP 15-6508 contract. CONSIDERATIONS: The Board of County Commissioners (Board) approved the LED lighting program for the County to convert all existing street lights to LED to reduce future electricity costs, promote dark skies, and reduce light pollution (Item 11E, March 22, 2016). As part of this program, existing high-pressure sodium (HPS) luminaires were upgraded with Apollo Metro Solutions, Inc., LED luminaires (RFP 15-6508) in March 2016. The “turnpike” luminaire, currently in use to illuminate major arterial roadways with lighting on only one side, has been discontinued. Therefore, the county is currently unable to repair or replace fixtures as needed. A similar type HPS fixture was found in the market, however, continued use and investment in another brand of HPS luminaire would not be in line with the LED upgrade program. When solicitation 15-6508 was issued, the new SL4 Series LED Luminaire from Apollo Metro Solutions, Inc., was not included in the original contract because it had not yet been developed. Staff recommends that the Apollo Metro Solutions, Inc., SL4 Series LED Luminaire and its associated specifications be incorporated and added into the contract documents. This new 50,000 Lumen SL4 Series LED Luminaire is necessary to adequately illuminate both sides of arterial roadways with existing light poles situated on one side only. FISCAL IMPACT: The addition of the Apollo Metro Solutions, Inc., SL4 Series LED Luminaire along with repair/replacement items to the existing RFP 15-6508 contract will benefit the overall LED upgrade program. There are approximately 5,000 streetlights within the county’s arterial lighting system, with approximately 250 of the SL4 Series LED Luminaires (turnpike style fixtures) needed right away for repairs and replacements, it is expected that $213,000 will be expended on the turnpike LED’s during FY18. Replacing sodium light fixtures when a comparable LED product is available is not a fiscally responsible purchase, as LED lights offer significant electricity savings, and follows prior Board direction. LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: This project meets the current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: To approve Change Order #1 for Apollo Metro Solutions that provides for the addition of new specifications and line items per the attached, “Negotiated Price Schedule” to RFP 15 - 6508. “Roadway Lighting Upgrade to LED Luminaires”, (Project #60189).
