FMP Committee Minutes 05/10/2017 May 10, 2017 MINUTES OF THE MEETING OF THE COLLIER COUNTY FLOODPLAIN MANAGEMENT PLANNING COMMITTEE Naples, Florida, May 10, 2017 LET IT BE REMEMBERED, the Collier County Floodplain Management Planning Committee in and for the County of Collier, having conducted business herein, met on this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management Division Building, Conference Room #609/610, 2800 N. James Hale (Excused) Jonathan Walsh, CC Staff(Excused) Tim Nance Joseph Gagnier (Excused) ALSO PRESENT: Caroline Cilek, Manager, Land Development and Floodplain Regulation Howard Critchfield, Senior Engineer William Lang, Planner Amy Patterson, Director, Impact Fee Administration 1 May 10, 2017 Chairman Kurtz called the meeting to order at 9:00am Tim Nance was welcomed to the Committee. 1. Approval of previous meeting minutes from February 8, 2017 Mr. Vasey moved to approve the minutes of the February 8, 2017 meeting as presented. Second by Ms. Carrera. Carried unanimously 9—0. 2. CRS updates Mr. Critchfield presented the PowerPoint "Changes in the 2017 CRS Coordinators Manual" highlighting: • Staff is gathering data for the ISO requirements for the new certifications due in September or October of 2017. • A new specialist was assigned to the County by the ISO. • The changes in the Coordinator's Manual include watershed options for coastal communities, stormwater maintenance activities with a new focus on natural drainage areas, repetitive loss categories, etc. Mr. Nance reported: • A concept was generated during the Golden Gate Area Master Plan restudy which would allow and/or require single family residential property owners to retain certain amounts of stormwater on site. • Many of the lots under consideration are 1 '/ acre or larger in size with the dwellings constructed toward the fronts of the property with ample space in the rear of lots to develop small stormwater retention areas. • One item which would need to be addressed to further the concept is removing the prohibition for excavating ponds on single family lots in the Estates area from the Land Development Code. • He suggested the Committee consider providing a recommendation to the Board of County Commissioners on the concept. Committee discussion occurred with Members noting the concept may be a beneficial tool in flood plain management and should be investigated. Mr. Nance moved to endorse the concept posed during the Golden Gate Area Master Plan restudy to investigate the avenues available for single family residential property owners to retain stormwater on their property. Second by Mr. Vasey. Carried unanimously 9— 0. 3. Floodplain Management Plan Mitigation Action Updates Mr. Critchfield and Ms. Cilek provided the "FMP Progress Report for 2017 Action Items 2nd Quarterly Meeting 2017—May 10th, 2017" for information purposes. The provided an update on the action items noting: Action 1.0—Flood plain Regulation and Codes— Staff will be providing an update on the Florida Building Code in today's meeting. Action 4.0—Floodplain Management Section Services— Staff participated in interview with a local real estate magazine and provided the Committee with an update on the CRS manual changes. Action 5.0—Emergency Management— Staff is working on the 2017 certification for a "Storm Ready" County. Action Item 6.3 —Developing a Plan for Public Information - to be deleted as the amount of Staff time required to address the item is not worth the points received and its removal will not affect the total 2 May 10, 2017 amount of points required for the County's overall classification. The County will continue to maintain a website and other online presence. Ms. Cilek reported the Progress Report will be forwarded to the Board of County Commissioners for approval and presented the Executive Summary "Recommendation to receive and approve the Collier County Floodplain Management Plan 2016 Progress Report and the Proposed Action Plan for 2017" for consideration. She noted minor typographical correction may be made to the document, if it is determined major revisions are required, it will be returned to the Committee for review. Mr. Vasey moved to recommend the Board of County Commissioners: 1)Receives and approves the Collier County Floodplain Management Plan 2016 Progress Report; 2) Supports the inclusion of the updated narrative description for each action item in the effective Floodplain Management Plan; 3) Approves the proposed Action Plan for 2017 and directs the County Manager or designee to insert it into the effective Floodplain Management Plan. Said recommendation subject to Staff removing the Action Item 6.3, (developing a Program for Public Information)from the 2016 Progress Report. Second by Mr. Nance. Carried unanimously 9— 0. 4. Flood provisions under Florida Building Code updates Mr. Critchfield and Ms. Cilek reported the Florida Building Code (FBC) currently does not require 1 foot of freeboard for residential construction in flood zones however, a change is proposed which states "Buildings or structures in the flood hazard areas including flood hazard areas designated as Coastal A zones shall have the lowest floor elevated to or above the base flood elevation plus one foot, or the design flood elevation. " Indications are the change will be effective by the end of December 2017 or spring of 2018. Committee discussion occurred noting non occupied agricultural buildings are not subject to the requirements of the Florida Building Code and Staff should review the County codes to determine if any changes are required to address the changes in the FBC. 5. Sea Level Rise Sub-committee updates Ms. Patterson provided a letter from Climate Central dated March 3, 2017 on their scope of work proposed for Collier County to help update scenarios for sea level rise. She reported: • Florida Gulf Coast University has received a Grant from NOAA for a modeling exercise analyzing sea level rise and storm surges. • There may be other groups acquiring grants (South Florida Water Management District, Texas A & M, etc.) which may assist in studying the issue and its relation to Collier County. • If necessary, the Subcommittee may be reconvened to review any applicable data, reports, etc. 6. Collier County Floodplain Mapping updates Mr. Critchfield reported: • Staff is working with Region IV of FEMA for the County's Physical Map Revisions (PMR I). • Additional funding will be required to address PMR II. • A new mapping study is underway for the coastal areas of the City of Naples and Marco Island. 7. Review development from the last quarter Mr. Critchfield provide the "Building Plan Review Statistics—QI" for information purposes. 8. Staffing updates 3 May 10, 2017 Ms. Cilek reported the Floodplain Management Section is now under the Building and Plan Review Division which is headed by Rich Long. 9. Other Items/Committee Correspondence Mr. Critchfield reported the County worked with the ASFPM Flood Science Center to provide information on their efforts to accrue NFOS credits (Natural Function and Open Space) and Natural Floodplain Functions Plan(NFP) for the CRS rating system. There being no further business for the good of the County, the meeting was adjourned by the order of the Chair at 10:10AM.
