Collier County is considering putting a sales tax proposal on the ballot for voters in
2018 to fund infrastructure needs. Below is a sample timeline for sequencing
critical milestones that the county should consider in their planning.

preferably to complete research and bring back a first draft
ordinance.

• Legal research to ensure all projects fit within sales tax

• Research on firms that can do third -party analysis and costs

• Begin development of ballot language.
• Begin discussions with municipalities about sales tax involvement
and lists.
January 2018
• Finalize ordinance with reference to total amounts, project
categories, ballot language and establishment of oversight
committee.
• Possible first reading of ordinance, with second scheduled
reading as required.
• Municipalities pass resolutions or participate as agreed.
• County establishes budgets for spend analysis and community
education. Establishes staff to work with community groups on
educating public and providing resources on the plan.
February & March
• Third -party analysis of project needs, cost estimates and

• Lists finalized by county and adopted for projects to be funded
from sales tax.

commissioners, leaders and staff to work on public and media
