She transported a visitor to the area, Noreen Barton to Walmart and parked in a space reserved for
handicapped individuals. She properly displayed Ms. Barton's New Jersey issued handicap parking
placard in the window.
Deputy Mironov reported he observed the vehicle parked in the space and upon inspection did not
see the necessary paperwork required to be visible with the placard which ensures the person is the
lawful user of the placard. Accordingly he issued the Citation.
Ms. Morrell stated she was not aware the paperwork was required to be displayed with the placard
which states it is a permanent tag.

James Griffin was present and testified:
• He arrived at premise, an apartment complex where he resides at approximately 8:30pm.
• He has an assigned space which was occupied by a vehicle, the owner unknown and no other
spaces were available on premise.
• He parked in the space reserved for handicapped parking in front of the maintenance
building.
• The maintenance building was previously a leasing office, which he believes was the original
intent of the space, to be utilized by public visitors.
• He only parked in the space until 4:45am knowing the maintenance staff does not work
during these hours and when he went out to go to work he observed the Citation on the
window.
• He requested a reduction in the fine, if one is to be imposed.
Deputy McCormick testified he was on patrol at the site in question when he observed the vehicle
parked in a space reserved for handicapped individuals. The space is clearly identified for that
purpose and accordingly issued the Citation.

Richard Ortega was present and testified he appeared in the case previously(August 2017) and was
given time to comply with the Ordinance. He undertook the necessary measure to complete the
registration requirements.
Supervisor Grossi testified Mr. Ortega came into compliance on October 12, 2017. He was out of
compliance from March 15, 2017 thru October 12, 2017 with fines in the amount of$10/day
accruing for a total of$2,100. The new registration date for the dog is now recorded as October 12.
Special Magistrate Garretson, after hearing the testimony,found the Respondent GUILTY of the
alleged violation and ordered him to pay a fine in the amount of$350.00. Said costs to be paid on

Her parents passed away and she lost a ring given to her by her father so she did not want to remove
any items stored on the exterior of the premise. She has located the ring and will remove the items,
which she collects to donates to people in need. She will abate the violation and it will not happen
again.
Manager Letourneau reported there have been 24 public complaints filed regarding similar issues
dating back to 2008 and the County will be seeking a civil penalty with any further violation.
