Call to Order Chairman Branco called the meeting to order at 1:58 PM. A quorum was established. II. Approval of Agenda Chairman Branco moved to approve the Agenda of the Lely Golf Estates Beautification M.S.T.U. subject to the following change: Add:Item VIII. G. Approval of Minutes—September 28,2017 Ms. Jorgensen moved to approve the minutes of the September 28, 2017 as presented. Second by Ms. Dammert. Carried unanimously 4- 0. V. Chairman's Report—Tony Branco Chairman Branco reported the following observations from the monthly community drive through: A. Post Irma Status • The Washingtonian Palms need to be taken down. • Branches from a tree on Doral Circle overhanging Rattlesnake Hammock Road must be trimmed. • Hanging Mahogany Tree branches by the lake on Forest Lakes require trimming. • Landscapers are piling their debris with County debris creating a road hazard. • Debris from Pebble Beach Boulevard to Forest Hills Boulevard has not been removed. • Mr. Kindelan will submit notes to Mr. Schumacher on maintenance items to be addressed. B. Damaged Street & Traffic Signs Chairman Branco updated the Committee on signing damaged by Hurricane Irma. Judy Kee, Property Manager, Anchor Associates, provided a count of ten traffic and twenty street signs damaged. Linda Jorgensen's (detail submitted under Item VIII. D) findings indicated seventeen street and eight information signs compromised. 1 County Specification Requirements Mr. Schumacher had a meeting with Traffic Operations Tuesday October 17, 2017 to review MUTCD (Manual Uniform Traffic Control Devices) height specifications requirements for traffic and street signs. The following requirements, as demonstrated by a visual hand out,were noted: • Minimum height requirement for traffic signage is 7' from the ground to the bottom of the sign; current signs measured in the 6 to 61/2 foot range. • Street signs must be 30 in. long by 9 in. high with capital letters 6 in. and small letters 4.5 in. in height. • Signs repaired or replaced must meet the new MUTCD code. • Two options are being explored for replacement of current streets signs with new reflective lettering standards: 1) insertion into current sign frame or 2)placement over exterior frame requiring two signs per post(method of attachment to be determined). • Ms. Jorgensen noted Judy Kee, Property Manager, Anchor Associates, advised she was informed by a sign provider that the County said Lely could do their own signing if the reflective quality and letter height standards conformed to the County standards. Mr. Schumacher submitted a summary recap of the meeting to Traffic Operations and is waiting for their response. MSTU's Role for Signage Repair/Replacement Chairman Branco reported the Homeowners Association has requested the MSTU financially participate in the sign replacement recovery project. Quotes Chairman Branco has received a proposal from Municipal Supply & Sign Company to reposition or reinstall signs in the amount of$9,400.00. During Committee discussion the following was noted: • The Homeowners Association(HOA) is soliciting a financial contribution from the MSTU for the signage repair/replacement project; the HOA does have funding available. • Catastrophic Hurricane Reserve Funds are available in the Lely Golf Estates MSTU budget. • MSTU participation in the signage project requires three quotes for the work. • The MSTU does not want to assume custodial responsibility for signage maintenance. • The MSTU has historically participated with HOA projects with financial contributions. • The Committee would like to make a significant contribution to the program. Plan of Action Mr. Schumacher will research the requirements to enable the MSTU to share cost with the Homeowners Association on the signage project and report his findings to the Committee. Mr. Schumacher will seek a decision from Traffic Operations allowing the MSTU to utilize their current signage. Ms. Jorgensen will confer with the Judy Key, Property Manager, Anchor Associates,to obtain the name and contact information of the individual whom she spoke with who indicated the County is in accord with Lely doing their own street signage if the reflective and lettering requirements are met. 2 VI. Landscape Architects Report—McGee & Associates A. Summary, Detail Mr. McGee stated an October report is not available; a report will be submitted for November. VII. Landscape Maintenance Report—Commercial Land Maintenance A. Summary Comments • Branches by Doral Circle will be trimmed. • Washington Palms will be removed Friday October 20th • The Paroutis palms trimming, including seed pods, will be completed week ending 8/25/17. • The Cinch bug infestation was treated; no visible recurrence of bugs but treatment will be reapplied week of October 21St as a precautionary measure. • Bougainvillea will be pruned. During Committee discussion the following was addressed: • Front Entrance Seasonal Flowers: Geraniums in a solid color compatible with the existing Purslane should be installed early November 2017 (estimated quantity 412 plants). * • Whited Holiday will install Christmas decorations by November 15, 2017. A purchase order has been requested pending receipt of proof of insurance from Whited Holiday. • Replacement of median plants will be addressed in December 2017.** *Mr. McGee will forward CLM a schematic drawing to verify flower quantities and installation scheme for seasonal flowers for the front entrance. **Plant replacement will be placed on the November 2017Agenda. VIII. Project Managers Report-Dan Schumacher A. Budget Report—FY 18 Baseline Mr. Schumacher summarized the "Lely MSTU Fund Budget 152 dated October 19, 2017"for information purposes and provided an overview of the budget noting: • FY18 Ad Valorem property tax revenue budget is $255,500.00, an increase of 9.37%. • Total revenue FY18 is $563,500.00 including investment interest, transfers and contributions (minus a 5%reserve of$12,900). • The FY18 Millage rate remains constant at 2.0000. • Current Operating Expense budget is $192,000 of which commitments total $57,900. • Uncommitted Operating Expense funds available are $134,100.00. • Capital allotments for vendor services are reflected in the budget. Purchase orders will be generated by procurement and Notices-to-Proceed issued. • Reserves for Insurance and Catastrophic/Hurricane funds total $179,400.00, an increase of $9,400.00. • Improvements General Funds of$148,900 can be accessed for special projects with a budget amendment approved by the Board of County Commissioners. • Total available balance less committed expenses totals $505,600.00. Mr. Schumacher informed McGee &Associates contract has been renewed as approved by the Committee at the September 28th meeting. 3 B. Lighting Inspection Report Mr. Schumacher will provide a lighting report for the November 2017 meeting. C. Lumec LED Retrofit Mr. Schumacher noted a purchase order is pending for Graybar for twelve LED Streetlight fixtures. D. Lely HOA Sign Replacements—Damaged STOP & Street Signs Plotted by Linda Jorgensen. Mr. Schumacher distributed six maps of Lely Golf Estates depicting location of seventeen street sand 8 informational damaged signs on Pebble Beach, Saint Andrews and Forest Hills Boulevards and Doral, Pinehurst and Valley Stream Circles for reference. The item was discussed under the Chairman's report. E. Irrigation Status Mr. Schumacher reported on the status of irrigation as follows: • Masts on two control enclosures were replaced. • The system was not damaged by Hurricane Irma and is functioning as intended. F. Quote(s) Mr. Schumacher updated the Committee on the status of contract renewal for Landscape Maintenance as follows: • Three qualified vendors responded to the Invitation to Bid package: Florida Land Maintenance, Inc., Hannula Landscaping, Inc. and Superior Landscaping. • Florida Land Maintenance, Inc., dba Commercial Land Maintenance (CLM), is the low bidder. • Staff has met with the Procurement Office to review specifics; the bid is within budget. • The current four-year contract ends November 16, 2017. • If CLM is selected by the Committee, the new contract will be placed on an upcoming Board of County Commissioners agenda for approval. Chairman Branco motioned to recommend the Board of County Commissioners accept the base bid proposal of$84,794.00 from Florida Land Maintenance, Inc. (dba Commercial Land Maintenance)for landscape maintenance for the Lely Beautification M.S.T.U. Second by Mr. Slebodnik. Carried unanimously 4—0. G. Flags at Entrance Mr. Schumacher will replace the entrance flags damaged by Hurricane Irma October 20, 2017. IX. Old Business A. Refurbishment of Entry Monuments 1. Land Survey (Monuments)—Quotes Requested Mr. Schumacher will provide quotes from licensed surveyors to conduct a survey for both monument signs located within the easement as required by the County at the November meeting. 2. County Sign Review Specialist- Mr. Schumacher will provide an update to monument sign upgrades following the results of the survey. 4 B. New Lift Station @ Hidden Valley Drive 1. Engineering drawing requested. Mr. Schumacher communicated to the County Public Utilities Department the Committee's desire to participate in landscaping plans and requested a diagram and schedule update. C. Roadways 1. Tentative road maintenance repaving schedule sequence- pending Updates on this project will be provided at future meetings. D. Unfinished Business 1. Insurance for Pebble Beach Light Pole. Insurance reimbursement is pending. X. New Business A. Project Proposals for the FY-17 Year The following project is under consideration and will be addressed in 2017: 1. Lighting Pebble Beach Circle, Pebble Beach Cart Crossing,Forest Hills Cart Crossing and potential for Doral Circle. XI. Member Comments Add Insurance Claim status for Median 3 Auto Accident to the November 2017 Agenda. Mr. Schumacher will contact the individual who expressed an interest in appointment to the MSTU vacancy. XII. Public Comments A. Street Lights Treasure Point Pam Gittings, Paul Kelly and Michele Marino of Treasure Point requested MSTU consideration for an upgrade to their street lighting. Ms. Gittings reported the Association currently has two fiberglass street lights (one recently downed by Hurricane Irma) leased from FPL at a cost of$35. per month. The residents would like to erect a third light incorporating a cohesive, aesthetically attractive design for all lights. The MSTU will research feasibility of the project for informational purposes. Ms. Gittings will forward lease details to Mr. Schumacher. B. Irrigating Treasure Point Cul-de-Sac Installation of an irrigation system for the cul-de-sac was requested by Ms. Gittings. Mr. McGee advised installation of an irrigation system is costly and noted other Association cul-de-sacs are not irrigated. Planting of drought tolerant material such as Bougainvillea does not necessitate irrigation.
