Agenda 11/14/2017 Item #16E 611/14/2017
EXECUTIVE SUMMARY
Recommendation to fund and authorize any necessary budget amendments needed for a one-time
payment in the amount of $50,000 to the Immokalee Fire District to partially reimburse funds
already expended for station plans for a future co-owned EMS/Fire station in Ave Maria.
OBJECTIVE: To partially reimburse Immokalee Fire District $50,000 for station plans for construction
of a future EMS/Fire station.
CONSIDERATIONS: Collier County Emergency Medical Services and Immokalee Fire District have
co-located in a temporary facility within Ave Maria for seven years. The current (temporary) facility is a
manufactured building in need of repairs and the space will not accommodate the long-term future needs
for staff and apparatus to serve the Ave Maria community. In accordance with the original Development
of Regional Impact (DRI) and the amended Stewardship Receiving Area (SRA), the site of the new
station location has been identified by Ave Maria and will provide a safe structure for first re sponders
during significant weather events and closer proximity to the community. Collier County EMS and
Immokalee Fire District will negotiate an agreement outlining future development and expenditures for
station construction.
The $50,000 contribution is a one-time payment to partially reimburse funds already expended to develop
preliminary station plans. Immokalee Fire District has already expended approximately $300,000 to
develop the station plans.
FISCAL IMPACT: Funding for this onetime payment is available from existing Unincorporated General
Fund (111) Appropriations.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: The County may donate funds to an independent fire district for station
plans for a future co-owned EMS/Fire station in Ave Maria provided the Board determines that a County
purpose is served by such payment and proper safeguards are implemented to assure the accomplishment
of that purpose. As such, this item is approved for form and legality and requires a majority vote for
Board approval. - JAB
RECOMMENDATION: To authorize payment of $50,000 to the Immokalee Fire District for partial
reimbursement of expended funds for future station, make a determination that it serves a valid public
service, and authorize any associated budget amendments that may be required.
