Agenda 11/14/2017 Item #16E 511/14/2017 EXECUTIVE SUMMARY Recommendation to waive the Ethics Ordinance and accept an offer, at no cost to the County, to honor two members of EMS as representatives of the agency for their actions and contributions related to Hurricane Irma impacts at the American Music Awards (AMA) in Los Angeles, California. OBJECTIVE: To honor and celebrate the many contributions of our EMS first responders who individually and collectively served our community before, during and after Hurricane Irma made landfall. CONSIDERATIONS: This year, our nation was impacted by numerous disasters and tragedies, coast to coast, from hurricanes and other storms to raging wildfires to manmade tragedies such as mass shootings. When these situations arise, first responders are always the first to rush in and work toward restoring order and normalcy. To honor these brave and selfless individuals, the American Music Awards (AMA) will make a special presentation to a representative group of emergency workers when it airs its award show on Sunday, November 19, 2017. County Staff is proud and excited to see some of its own participate in such an honor. JB Talent, as an agent of the award show, contacted staff and offered to bring two EMS paramedics to Los Angeles for this presentation at no cost to the County. Staff estimates the value of the travel (airfare, meals, lodging, and transportation) for two people not to exceed $4,000. Tickets to the event itself, as per JB Talent, have no street value as they are restricted to this single purpose. Under this unique and prestigious circumstance, Staff requests the Board waive its Ethics Ordinance and authorize the acceptance of travel expenses for two EMS paramedics to represent Collier County EMS at the American Music Awards in Los Angeles, California. FISCAL IMPACT: Should the Board deny this request, the cost for travel will not exceed $4,000 and is available in the EMS budget. LEGAL CONSIDERATIONS: This item has been reviewed by the County attorney, is approved as to form and legality, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this action.
