EXECUTIVE SUMMARY
Recommendation to approve the after-the-fact submittal of a grant request to the Florida Fish and
Wildlife Conservation Commission (FWC) for funding in the amount of $3,675 for the purchase
and delivery of three (3) Bearsaver Trash Receptacles for three (3) Collier County park sites.
OBJECTIVE: To purchase three Bearsaver Trash Receptacles for three Collier County park sites.
CONSIDERATIONS: The FWC has been providing incentive funds to local governments for reducing
human-bear conflicts using proceeds from sales of the Conserve Wildlife license plates for over a decade.
During Fiscal Year 2017-2018 (July 1, 2017 to June 30, 2018), FWC will provide $515,000 to assist local
governments in reducing human-bear conflicts by using funds appropriated by the Legislature and
approved by the Governor from the 2015 bear hunt permit sales and other revenues, as well as sales of the
Conserve Wildlife license plate. At least $300,000 of these funds must be provided to local governments
that have ordinances in place requiring trash and other bear attractants be kept secure by residents and
businesses. A grant alert and request for eligible projects was received by Collier County on October 3,
2017. Collier County Parks and Recreation responded with eligible projects. Collier County CMA #5330
authorizes the County Manager to approval the submittal of grant applications with subsequent Board of
County Commissioners (Board) action at the next available Board meeting to ratify the approval as “after-
the-fact.”
FISCAL IMPACT: The total cost of the project is estimated to be $9,135. Should the grant be awarded,
Collier County would receive FWC funding in the amount of $3,675. There is a 10% required match in
the amount of $365. The program allows for an in-kind match in the form of monitoring the effectiveness
of the receptacle and waste management service fees estimated at $5,460 budgeted in FY18 General
Fund.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Impact.
ADVISORY BOARD RECOMMENDATION: Due to the grant deadline of October 16, 2017, the
Parks and Recreation Advisory Board will be notified of this item at their October 18th regular meeting.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue, and requires majority vote for approval. -JAK

the FWC for funding in the amount of $3,675 for three (3) Bearsaver Trash Receptacles for three (3)
Collier County park sites.

BearWise Funding Background
The Florida Fish and Wildlife Conservation Commission (FWC) has been providing incentive funds to local
governments to reduce human-bear conflicts using proceeds from sales of the Conserve Wildlife license plate
(‘the bear plate’) for over a decade. A summary of the projects funded last year by the FWC is available.
During Fiscal Year 2017-2018 (July 1, 2017 to June 30, 2018), FWC will provide $515,000 in BearWise funding to
assist local governments in reducing human-bear conflicts. The Legislature appropriated and the Governor
approved $415,000 in Legislative funding from General Revenue, and the Fish and Wildlife Foundation of Florida
provided $100,000 in Foundation funding from sales of the Conserve Wildlife license plate, for a total of $515,000
in available BearWise funding.
Factors for Selection
Funding to reduce human-bear conflicts will be provided to local governments in a prudent manner following state
contracting requirements as appropriate. Applications will be evaluated based on several factors , including:
1) if the local government has an ordinance in place that requires residents and businesses keep trash and other
attractants secure from bears until the morning of pick up,
2) how many households are in an area with high human-bear conflicts within the local government’s jurisdiction,
3) the amount of match (funds, in-kind, or a combination of both) above the minimum of 10% will be provided,
4) the likelihood the proposal will result in a community-wide reduction of human-bear conflicts, and
5) the number of households and/or businesses expected to benefit from the proposal.
Important Notes for Applicants
▪ Any county, city, or governing body (e.g., Homeowner’s Association) in bear range can apply, however,
preference will be given to locations within the 16 counties with that had the most human-bear conflicts in
2016, which include (in order of highest to lowest number of conflicts): Santa Rosa, Lake, Marion, Bay,
Seminole, Volusia, Orange, Okaloosa, Collier, Leon, Wakulla, Lee, Gulf, Putnam, Walton, and Frank lin
counties.
A minimum of 10% match to the requested grant funding is required. Match can include funds, in -kind
services and/or a combination of both. All non-grant resources that go into the project will be counted as
match, including those from the local government, residents, and/or businesses. Match above 10% will be
used as one of the criteria for selection, where local governments that provide a higher match will receive
higher priority.

Grant funds can only be used for bear-resistant equipment, the labor required to modify containers to make
them bear-resistant, and/or the labor required to build containers to secure attractants. Advertising the
projects, procuring bids from vendors, obtaining community approval and other project costs would be the
responsibility of the local government, residents, and/or businesses and would count toward matching the
grant funds.
The majority of funding will be given to local governments that have BearWise ordinances which require
residents and businesses to keep garbage secure until the morning of pick up. The Legislature requires at
least $250,000 of the funding must go to local governments with ordinances. A smaller portion of the funding
will be provided to local governments without ordinances.
Applicants must follow all local government requirements to participate in this grant program, which may
include prior-approval of Board of County Commissioners, City Council, or other governing board, and any
purchasing protocols and procedures.
Local governments must consult with their waste service provider before submitting their applications to
ensure all elements of their proposed projects are compatible with their current service agreements/contracts.
Applicants are strongly encouraged to discuss options, including sample ordinances, and implementation
ideas with FWC staff before submitting their applications.
Completed applications must be received by close of business on October 16, 2017. Applications should be sent

Brief Description of Proposal
To provide bear-resistant trash receptacles for 3 Collier County Parks. Immokalee Community
Park, Immokalee Sports Complex, and Immokalee Airport Park. These parks are popular for
athletic play, special events, family outings, fishing, and organized recreation activities. Bear
sightings have been reported for these locations. Grant funding will allow Collier County to
provide secure trash receptacles for these three locations while minimizing negative bear-human
interactions. Grant funding would cover the purchase and delivery costs of three BearSaver
receptacles: ADA Compliant Hid-A-Bag Mini Single Combo Trash Enclosures HBIG-UP.

The Parks and Recreational department is submitting a 2OL7 -2018 FWC grant application to provide bear
resistant trash receptacles for three Collier County Parks.
A minimum of 10% match to the requested grant funding is requested. Staff estimated their contribution
to the project through waste pickup service is valued at 55,460.
Staff became aware of the opportunity on October 3, 2017 with a due date of October 16,2017. Due to
the short turnaround, we are requesting that the County Manager approve the application of submittal
followed by after the fact approval by the Board of County Commissioners at the October 24,2017 BCC
meeting.

EXECUTIVE SUMMARY
Recommendation to approve a resolution indicating the Collier County Board of County
Commissioners’ desire to be re-designated as the Community Transportation Coordinator (CTC)
for Collier County.
OBJECTIVE: To provide safe and affordable transportation for the transportation disadvantaged
population in Collier County.
CONSIDERATIONS: Chapter 427 of the Florida Statutes, requires that the Collier Metropolitan
Planning Organization (MPO), serving as the designated planning agency for the Transportation
Disadvantaged program, shall every five years, recommend a qualified CTC to the Florida Commission
for the Transportation Disadvantaged (CTD). The CTC is responsible for the arrangement of cost -
effective and efficient transportation disadvantaged services within its respective service area.
The CTD Competitive Procurement Manual, in accordance with Chapter 287 of the Florida Statutes,
allows the planning agency to nominate a governmental agency to serve as the CTC.
The Collier County BCC has served as the CTC since 1999. The Public Transit and Neighborhood
Enhancement Division operates the Transportation Disadvantaged program on behalf of the BCC. The
current CTC designation expires on June 30, 2018.
Upon the BCC’s request, the Collier MPO is expected to adopt a Resolution officially recommending that
the BCC be so re-designated to the Florida Commission for the Transportation Disadvantaged. The
request from the MPO will be forwarded to the CTD with a request to proceed with negotiations for a
Memorandum of Agreement (MOA), which serves as the contractual document between the CTD and the
Coordinator and establishes the Commission’s minimum standard requirements.
FISCAL IMPACT: There is no fiscal impact associated with this Resolution.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This is consistent with Collier County’s Growth Management
Plan.
RECOMMENDATION: To approve a resolution requesting that the BCC be re-designated as the CTC
and authorize the chair to execute the resolution.
