EXECUTIVE SUMMARY
Recommendation to approve the acceptance of the State Housing Initiatives Partnership (SHIP)
Program FY 2017/2018 allocation in the amount of $1,520,545 and approve a budget amendment
recognizing $219,282.19 in program income for Fiscal Year 2017/2018.
OBJECTIVE: To support housing affordability in Collier County.
CONSIDERATIONS: SHIP, created by the passage of the 1992 William E. Sadowski Affordable
Housing Act, receives funds from a population-based formula. Funding is designated by a specific
percentage of statewide documentary stamp tax revenues each year. The SHIP Program provides funds to
local governments as an incentive to create partnerships that produce and preserve affordable
homeownership and multi-family housing. SHIP funds may be used to fund emergency repairs, new
construction, rehabilitation, down payment, closing cost assistance, impact fees, construction, gap
financing, mortgage buy-downs, acquisition of property for affordable housing, matching dollars for
federal housing grants and programs, and homeownership counseling.
Through an interlocal agreement with the City of Naples, the County implements the SHIP Program
within the City limits and the City is considered a partner in receipt of SHIP funds.
Collier County has been allocated a total of $1,520,545 of state fiscal year 2017/2018 SHIP funding
which includes the City of Naples allocation of $85,759. These funds are to be used to implement SHIP
Program strategies outlined in the 2016/2019 Local Housing Assistance Plan (LHAP) that was approved
by the Board on April 26, 2016, (16.D.4) and have an expenditure deadline of June 30, 2020.
Revenue income in the amount $219,282.19 was earned July 1, 2017 through September 30, 2017.
Revenue income is comprised of interest and loan repayments.
Florida Housing Finance Corporation no longer requires a certification to be signed before the release of
funds.
FISCAL IMPACT: The budget amendment recognizes $1,520,545 available from the Florida Housing
Finance Corporation (of which 10% will be used as Administrative funds) and $219,282.19 in program
income, (of which 5% will be used as Administrative funds). All funds are available in SHIP Grant Fund
791, Project 33525. The proposed action does not have an impact on the General Fund.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
RECOMMENDATION: To approve the acceptance of the FY 17/18 SHIP allocation and authorize a
budget amendment recognizing income for FY 2017/2018.
